A sustainable infrastructure A caring community Responsible for promoting collaboration, communication and the sharing of knowledge and resources for the culture sector which includes: heritage and museums, art and public art, diversity and inclusion, festivals, libraries, culture district development, promotion through tourism, etc. Contributes to the results of the creation of a vibrant and diverse community and strong economy by defining, strengthening and sustaining London's distinct cultural identity and creative economy. Operating funding that the Culture Office contributes to community cultural organizations creates cultural employment and quality of life for the residents of London. Community cultural organizations are responsible for creating a more vibrant and diverse community. Service Driver London s Cultural Prosperity Plan: was approved in principle by Council on March 5, The Plan provides a collective vision and direction for London s evolving cultural sector including the key messages that: London needs to elevate its profile as a Regional Cultural Centre a Place where Londoners/visitors want to be Economic growth can be achieved through cultural sustainability (INVEST LEVERAGE GROW) Culture is a quality of life experience for everyone The Plan integrates culture with the City of London s Strategic Plan Results of fostering a strong economy and a vibrant and diverse community and with the Re-Think London Official Plan development process. The Plan identifies strategic directions that will be implemented in 2
3 collaboration with our community partners. It will foster creativity by encouraging cross-sectorial partnerships and cultural entrepreneurialism and build awareness of London s vast array of cultural programming, assets, and quality places, through promotion and investment. London s Cultural Profile Report was completed and presented to Council on March 5, This Report provides the cultural resource mapping database, an assessment of the economic impact calculation of culture in London and a preliminary cultural facilities and infrastructure assessment based upon conversations with some of London s key cultural administrators. Current Objectives The Strategic Directions of the Cultural Prosperity Plan are designed to elevate the role of culture as a tool for promoting economic growth, to identify existing and needed resources to build cultural capacity, to explore collaborative frameworks and partnerships and to strengthen and promote existing cultural resources. The following are the Strategic Directions of the Plan: Strategic Direction 1: Strengthen the Economic Growth of Culture Strategic Direction 2: Support Cultural Programming Strategic Direction 3: Leverage London s Cultural Assets Strategic Direction 4: Celebrate and Promote Culture Challenges and Pressure Points The priorities of the Cultural Prosperity Plan include: Attracting and Retaining Talent Granting and Funding Sustainability Marketing and Promotion Culture and Education Diversity and Inclusion Creative Spaces Cultural Corridor Enhancement Cultural Asset Feasibility Planning Maintenance of Cultural Assets 3
4 Recent Achievements of 2013 The following recent achievements of 2013 relate directly to the implementation of the Strategic Directions of London s Cultural Prosperity Plan and Profile: London s Cultural Prosperity Plan was approved in principle by Council on March 5, London s Cultural Profile, presented to Council on March 5, 2013, includes the components of Cultural Resource Mapping, Economic Impact Calculation of Culture and Cultural Facility Planning in London. The Ontario Ministry of Tourism, Culture and Sport, Post Project Report for the Creative Communities Prosperity Funding received to complete London s Cultural Prosperity Plan and Profile, was completed by the Culture Office and filed with the Ministry by June 30, Culture Office funding of $10,000 was provided to the London Arts Council to administratively support the Artist in Residence Program (LAIR). The Culture Office will continue to collect and enhance measures of culture and will participate in a Canadian municipal data measurement consortium coordinated by the Creative City Network of Canada. Community cultural granting sustainability has continued through existing granting programs of the Community Arts Investment Program (CAIP), the Community Heritage Investment Program (CHIP) and Sparks Funding as a funding avenue for community public art. Culture Days and Doors Open cultural community events, funded in part by the Culture Office ($50,000), are scheduled to take place from September 27 to 29, The London Middlesex Local Immigration Partnership supported by the Culture Office, hosted the annual immigration Inclusion and Civic Engagement Networking Event at the City s Civic Garden Complex. This diverse/inclusive event showcased 4 leadership videos developed with the Culture Office as well as the new Citizen Culture Program for newcomers developed by the London Heritage and Arts Councils. A new Eldon House Municipal Service Board of the City of London was created January 1, 2013 and the Culture Office is assisting this organization with its success, as it is a City of London museum property and collection. The Culture Office is initiating Trails Open London to be launched May 2014, by providing the London Heritage Council with $15,000 in start-up funding for this initiative. The Public Art Program is led by the Culture Office in partnership with the London Arts Council. We are in the process of implementing 2 large scale projects (Queens Park and donation of the Sentinel) and 3 community public art projects. This implementation has included revising the process for specific site selection and evaluation, and developing agreements for these public art projects. Inventory and maintenance processes for public art have also been developed. The Culture Office participated with the development of the Re-Think London discussion paper Supporting a Culturally Rich and Diverse City. 4
5 The Culture Office continues to build community awareness of the contribution of culture by promoting the results of London s Cultural Prosperity Plan and Profile to community organizations and through the City of London s Website. The Culture office continues to oversee the administration of the annual contract with the Cross Cultural Learner s Centre for the management of the Immigration Portal. The Culture Office is working to improve coordination within the heritage sector by attending the London Advisory Committee on Heritage as a non-voting resource. What is the future direction of this service? 2014 Maintain Level of Service The Culture Office will: Monitor and measure the implementation of the Cultural Prosperity Plan through development of an annual progress report. Continue to have ongoing discussions about leveraging funding sources for cultural programing and assets. Build the cconnection of children and youth to cultural programs. We would like to support the London Heritage Council for the administration of the Museum School Program. Initiate a project to tell London s Stories through the development of Intangible Mapping of the Stories of Downtown to be hosted on the Building Stories Website. Continue to assist and to monitor the success of the Eldon House Municipal Service Board of the City of London. Promote London s natural heritage assets by developing interpretive signage at Cultural Heritage Landscape sites. Continue to deliver the Public Art Program by implementing the large scale Public Art Queens Park project, commissioning community public art projects and ensuring the maintenance of public art assets. Continue to promote the contribution of culture and potential shared initiatives related to the London Public Library s new Strategic Plan. Review the future potential of City of London Banner Program. Celebrate and promote culture including promoting London s Cultural Profile cultural mapping on the new cultural portal of the London Arts and Heritage Councils and the City of London website. 5
