4 PIKE COUNTY BOARD OF EDUCATION REQUEST FOR PROPOSALS The Pike County Board of Education is requesting proposals from qualified vendors to provide an internet content filtering solution. All Proposal s must be submitted in a sealed package marked Sealed Competitive Proposals for: Internet Content Filter Proposals and sealed bids must be forwarded or delivered to: Jeremy Tyson Director of Technology Pike County School District 7452 US Highway 19S P. 5 The school system reserves the right to amend this RFP prior to the proposal due date (referenced on Page 3). All amendments and additional information will be mailed to proposers of record and posted to the Pike County Schools website at Proposers should check this web page frequently for new information. Submission of proposals indicates Respondent s acceptance of the evaluation technique and Respondent s recognition that some subjective judgements must be made by the school system during the determination of ranking order and award. The school system reserves the right to select or reject any and all responses as a result of this Request for Proposal. The school system is not liable for any costs incurred by any person or firm responding to this Request for Proposal. The successful bidder must comply with all statues of the Equal Opportunity Employer Act, and be a Drug-Free Employer in the State of Georgia. Criminal background checks on all employees should be permanently maintained on site by the successful bidder. During the contract period, the Board or the successful bidder may terminate the agreement if a breach occurs which is not resolved within thirty days after written notice. 5

6 GENERAL INFORMATION 1. Responsibility The elected firm will be required to assume total responsibility for all services offered in his/her proposal. The selected firm will be considered the sole point of contact with regard to all contractual matters. 2. Payment: Vendor shall submit invoices upon delivery of product. 3. References and Proprietary Information: Submission of a response authorizes the School System to make inquiries concerning the respondent and its officers to any person or forms deemed appropriate by the School System. Proposals are subject to the Georgia Open Records Act. The school system cannot protect proprietary data submitted in proposals. 4. Inquiries: Questions that arise prior to the proposal submittal date shall be submitted in writing. 6

7 Solution Requirements Pike County Board of Education seeks to replace our current internet content filter with a filtering solution that will provide CIPA compliance and the following: 1. The ability to filter 500Mbps internet connection with optimal performance 2. The ability to decrypt SSL traffic and provide deep visibility into internet traffic 3. The ability to provide granular reporting by user, IP address, and internet domain 4. The ability to report on search engine queries by user and IP address 5. Granular whitelisting control to include domain and subdomain spaces 6. Internet 2.0 controls that ensure embedded content on white listed sites is allowed even if it is physically hosted on non-whitelisted domains. (Kahn Academy videos hosted on YouTube for example) 7. Any proposal that includes multi-year support agreements must include an opt out clause should the school system require discontinuation of service due to funding. Proposal Evaluation ELECTION PROCESS Interested vendors responding to this Request for Proposal must provide the information required to meet the criteria contained in Response Format and Contents. The evaluation committee will evaluate submittals and choose the most highly qualified solution. The following criteria will be considered in choosing the most highly qualified solution: 1. Capabilities of the proposed solution 2. Initial purchase price 3. Continuing maintenance and support costs 7

8 RESPONSE FORMAT AND CONTENTS General Information Failure to provide accurate up-to-date responses to any and all portions of the RFP may result in disqualification without prejudice. The School System reserves the right to eliminate from further consideration any responses that are deemed to be substantially or materially unresponsive to the requests for information contained in this section. The School System may, during the course of the evaluation process, request additional information to supplement and or clarify the information provided. Proposals will be evaluated in light of the material and substantiating evidence presented in the proposal, and not on the basis of what is intended. Any exceptions taken to the terms and conditions of this RFP must be clearly identified. If no exceptions are listed, it will be concluded that the proposer will meet, in every detail, the conditions stipulated in this RFP. Proposals may be modified or withdrawn by written notice received prior to deadline for receipt of proposals. A proposal also may be withdrawn in person by a proposer or his authorized representative provided his identity is made known and he signs a receipt for the proposal but only if the withdrawal is made prior to the deadline set for receipt of proposal. The proposal form shall be signed by such an officer, member, or person as is duly authorized to bind the vendor to the bid. Each respondent shall provide the School System with two (2) copies of his/her response. Submission of a response authorizes the School System to make inquiries concerning the respondents and its officers to any persons or firms deemed appropriate by the School System. Questions that arise prior to the proposal submittal date shall be submitted in writing to the School System. References Provide three (3) references from K-12 school systems that you have worked with in the past that PCSC can contact to discuss the proposed solution. 8
