2 The Project has been under implementation for close to four years and has a Closing of July 28, Disbursement stands at US$823,000 (around 46%). The Project had a slow start and the implementing NGO was only hired a year and a half after project effectiveness. The escalating unrest in the country, which started in January 2011, resulted in the Bank officially suspending disbursements to the entire Yemen Portfolio as of July 28, As a result, the Project faced additional challenges and experienced further delays at a time when the training for NGOs had just begun and some momentum had been established. The suspension of disbursements was lifted on January 20, 2012 and the project activities slowly resumed. However, the project could not quite recover from the long implementation delay at the beginning and consequent delay due to suspension of disbursements. To date, 20 civil society organizations were trained to build administrative, managerial and rehabilitation competencies, and the first partnership network event took place on May 11, 2013 in Sana a to support youth entrepreneurship and job searching activities. A total of 105 participants attended the workshop and 55 of them were representative of relevant institutions. In addition, 3,200 youth from two governorates enrolled in the training program, and 1,564 have graduated to date. The project was restructured in April 2013: (i) to reflect the implementing NGO contract amount which has been hired to implement the project activities, including the training for the NGOs and youth, and (ii) to properly complete the remaining project activities, i.e., for coverage of Project staff salaries, auditing fees for the third and final year of the Project, and monitoring and evaluation of the Project activities.
