Two major road rehabilitation contracts worth some US$120 million (i.e., Enugu-Abakaliki road and Ogoja Junction-Ikom road) and 14 periodic road maintenance contracts worth about US$70 million are under implementation throughout the country. Disbursements as of May 21, 2012 amounted to US$45 million or 14% of the total IDA Credit (up from only 5% last December); total disbursements are expected to reach 16% of the Credit by June 30, 2012 and continue to significantly increase as the 16 contracts under implementation advance (already 2 contracts have been completed). The outlook remains favorable as the Government of Nigeria and the Project Unit (RSDT) are fully committed with the restructured project objectives and most of the Page 1 of 8

2 procurement activities for roads and technical assistance are proceeding in accordance with the modified Project Implementation Plan. The Ministry of Works remains very supportive of (i) successful Project implementation considering the importance of the Nigeria-Cameroon road corridor which is being rehabilitated under the Project, and (ii) a high level Road Reform Committee which has prepared a Draft Roads Fund Bill and Road Authority Bill, under consideration by the MInistry of Justice. 7 Key Decisions Regarding Implementation Road rehabilitation. Road rehabilitation contracts for (i) Enugu Abakaliki road and (ii) Ogoja Junction Ikom road have been awarded. These two road sections complement two separate road sections of the Enugu-Bamenda (Cameroon) road corridor which are being rehabilitated under an AfDB funded The contract awards are as follows: Lot A: Enugu-Abakaliki Road to Setraco Nigeria Ltd with a contract amount of N9,744,140, and Lot B: Ogoja Junction-Ikom Road to P.W. Nigeria Ltd with a contract amount of N6,379,332, Civil works and supervision contracts were signed in January; the civil works have an effective commencement date of March Detailed Engineering Design Consultancy for 3 additional road rehabilitation contracts including Mokwa Bida Road; Akure Ilesha Road; and Gombe Biu Road are under implementation. Three separate contracts for the Environmental Impact Assessment and Abbreviated Resettlement Action Plan are under implementation. Periodic maintenance. Fourteen separate civil work contracts are under way, two already have been completed (38 km) and an additional 262 km are expected to be completed within the contract allocated time. Road Safety Component. A very active road safety program in cooperation with the Federal Road Safety Corps is under implementation including advanced stages of procurement of road safety equipment and consultancy services. Federal Capital Territory Pedestrian Footbridges and Traffic Management Measures: Contract awards have been approved for 4 pedestrian footbridges, and bidding is proceeding for 2 additional footbridges. Institutional Strengthening. A number of studies are being launched in support of RSDT and the MInistry of Works including a calibration of the HDM4 model to Nigerian conditions, a governance and accountability action plan, a road sector database, and M&E studies. Urban Transport Studies. The restructured Project still includes the possible financing of urban transport studies mainly in Abuja FCT. Restructuring History Page 7 of 8
