Accept the Strategic Prevention Framework State Incentive Grant (SPF SIG), a four-year-and-six-months federal grant designed to help states build, deliver, and sustain effective prevention services for reducing substance abuse problems, effective April 1, 2012 through September 28,2015, in the amount of$380, Approve and authorize the Auditor-Controller to increase appropriations with offsetting revenue as shown in the attached Financial Recommendation. SUMMARY: The SPF SIG is one of the federal Substance Abuse and Mental Health Administration (SAMHSA) infrastructure and service delivery grant programs, designed to help states build, deliver, and sustain effective prevention services for reducing substance abuse problems. California's Department of Alcohol and Drug Programs (ADP) applied for and was awarded a SPF SIG grant from the SAMHSA Center for Substance Abuse Prevention (CSAP). Alameda County has been chosen by the Department of Alcohol and Drug Programs (ADP) to receive a Strategic Prevention Framework State Incentive Grant (SPF SIG), in the amount of$380,000 ($95,000 per year) starting April 1, 2012 to September 28,2015.

2 The Honorable Board of Supervisors Page 2 of4 ADP, in collaboration with the Governor's Prevention Advisory Council and the State Epidemiological Workgroup, determined that the priority of California's SPF SIG project will be to reduce underage and excessive drinking among youth and young adults between the ages of 12 and 25 years old. DISCUSSIONIFINDINGS: Background: In October 2010, the Department of Alcohol and Drug Programs received a SPF SIG Cooperative Agreement grant for $1.94 million from SAMHSA. The Governor's Prevention Advisory Council (GPAC) agreed to serve as the Advisory Council for the SPF SIG. The Council will be involved in every aspect of the implementation of the grant. ADP built an ongoing alcohol and other drug surveillance system to monitor trends and patterns of alcohol and other drug consumption and consequences. The goal ofthe SPF SIG grant is to demonstrate that there are effective and practical ways to reduce substance use and subsequent problems at the community level. Based on available statewide data, ADP has decided to focus its SPF SIG prevention efforts on reducing alcohol use and negative consequence~ among youth and young adults (ages years old). Through the SPF SIG grant, ADP will focus on bridging the gap between research findings on effective community prevention strategies and current practice across many California cities that may not be employing the full range of available evidence-based strategies. Community Screening Process to Determine Eligible Communities: The first phase of the screening process involved reviewing alcohol use and consequence data to determine communities with an elevated need for prevention interventions. A list of 26 cities across the state was developed. In Alameda County the two cities that were identified were San Leandro and Livermore. Approximately 10 to 12 communities will be funded through the SPF SIG as program implementation sites. Another 10 to 12 communities will serve as a comparison group for evaluation purposes. The second phase of the screening process entailed phone interviews with administrators and prevention staff to gain additional information on local conditions and to see if there were any obvious reasons why the communities would not be a good fit for the project. In Alameda County it was determined that both San Leandro and Livermore had adequate infrastructure and support for this type of project and therefore they were both included in the final computerized random selection process.

3 The Honorable Board of Supervisors Page 3 of4 Cities were then paired based on demographic characteristics and alcohol problem indicators, and a computerized random selection process identified the final set of project communities. In Alameda County this computerized random selection process identified the City of Livermore as the experimental site where services would be delivered. The final selection of the county grantees and project communities were approved by the GPAC and ADP. Once the SPF SIG Strategic Plan was approved by the Center for substance Abuse Prevention, the funds were allocated through grants to the counties in which the selected communities reside. Alameda County did not nominate any city or have any city self-select for this project. The initial screening to identify cities for this project was based on population size and a review of alcohol use and consequence data, which helped determine which communities have an elevated need for prevention interventions. The other 11 communities that were chosen using this process are: 1. Livermore - Alameda County 2. Antioch and Walnut Creek - Contra Costa County 3. Santa Monica - Los Angeles County 4. San Rafael -Marin County 5. Merced- Merced County 6. Huntington Beach - Orange County 7. Folsom - Sacramento County 8. Redlands - San Bernardino County 9. Santa Barbara - Santa Barbara County 10. Santa Rosa - Sonoma County 11. Ventura- Ventura County In terms of cost, BHCS will utilize a very small portion of the grant (15%) for administrative oversight and will then subcontract for the rest ofthe funds to a local existing alcohol and drug prevention CBO subcontractor to work with the lead agency Prevention Research Center to implement environmental-based strategies. The strategies to be implemented will be based on community need and will be identified once the project begins. It is because the actual lead organization is PRC and not BHCS that we feel that $95,000/year is an adequate amount. PRC will be the agency assisting the subcontractor in implementing activities and services not BHCS.

Livermore was identified through a data-driven needs assessment process that compared county and state level indicators of substance abuse, its prevalence, and its consequences. Alameda County staff were then interviewed by the Prevention Research Center (PRC), the SPF SIG implementation subrecipient. A randomization process ultimately selected Livermore as one of 12 SPF SIG project communities. The term of the SPF SIG grant is April 1, 2012 to September 28, The grant is funded for $380,000 ($95,000 per year). The expenditure of SPF SIG funds is subject to the availability period of each Federal award and dependent upon funds being made available from the United States Government for the purpose of this program. As part of the grant participation, Alameda County is expected to appoint an SPF SIG county project director to oversee the administration of the grant. An ADP prevention analyst will contact you this week for the county project director's contact information, or approximate date of appointment. Once the county project director is in place, he/she will be expected to work with the ADP analyst to finalize the SPF SIG Grantee Roles and Expectations and grant budget information for the Notice of Grant Agreement. In addition, the PRC will be contacting your project director in the next two weeks as they prepare to visit Livermore to determine potential community partners.
