For further details, please visit: Website Background A permanent community endowment built by and for Asian-Pacific Islanders, the Asian Pacific Endowment supports groups that use culture to encourage social change and capture the community s historic experience. The endowment, which is a fund of The Saint Paul Foundation, funds small, grassroots groups for a variety of endeavors that enhance our community Grant Opportunity The Asian Pacific Endowment is currently seeking proposals for projects and/or programs that use culture broadly defined to include values, language, traditions, customs and other unique aspects of a community to address social issues and give voice to the experiences of the diverse Asian and Pacific Islander (API) community within the state of Minnesota. Eligibility requirements In order to be eligible to apply: The organization must serve an API community in Minnesota. According to the United States Census Bureau, API is defined as a person having origins in any of the original peoples of Southeast Asia or the Indian subcontinent including, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand, Laos and Vietnam or a person having origins in any of the original peoples of Hawaii, Guam, Samoa, or other Pacific Islands.
2 The program must recognize the importance of an API community or communities in the way it provides services, implements activities/programs, and engages community for positive change and impact. This applicant organization must have annual operating expenses of $500,000 or less. Applicant must be a 501(c)(3) nonprofit in good standing with the Internal Revenue Service or must use a fiscal agent with 501(c)(3) nonprofit status which is in good standing with the IRS. See the Fiscal Agent Form for more information on fiscal agent requirements. Requested grant terms should start no earlier than November 1, The proposed project or program must be completed by December 31, Priority Funding Areas The Asian Pacific Endowment is interested in funding projects that address one or more of the priority funding areas below. 1. Celebrating Identity The Asian Pacific Endowment is interested in projects that work with the Asian Pacific Islander community on bridging cultural identity. This is broadly defined to include topics such as arts, music, dance, religion, language, traditions and cultural preservation. 2. Education The Asian Pacific Endowment seeks to fund projects that connect education to culture. Projects that focus on youth center programming, language barriers, health and mental illness and getting cultural programs accredited will have preference. 3. Economic Prosperity The Asian Pacific Endowment seeks proposals that focuses on systems change and access, specifically how it relates to elders, youth, women, limited English speakers and the LGBTQ communities. Applicants must fulfill all eligibility requirements. In addition, the Endowment will give priority to the following: Programs/projects which serve API communities for which there are few culturallyspecific nonprofit services available. Organizations which are led by members of the API community. For example, the majority of the board of directors is of API descent or an API staff person or persons direct(s) the program or project. New organizations and organizations who have received Endowment funding fewer than two times in the past five years will receive priority. Impact of this grant is critical to the programs/project s success. How Will Applications Be Reviewed and Rated? The applications will be reviewed and rated through a competitive selection process by volunteers from many different API ethnic backgrounds who serve on the Asian Pacific 2 P a g e
3 Endowment s advisory committee. They will make grant recommendations to The Saint Paul Foundation. The advisory committee volunteers will use the following criteria to guide their recommendations: 1) Alignment with the priorities of the committee, as stated in the Priority Funding Areas section. 2) The strength and feasibility of the proposed project/program work plan. 3) The impact the program will have on program participants and/or the community. In addition, the committee will assure that the diversity of the API community is reflected in the portfolio of recommended grants. The Asian Pacific Endowment receives far more applications than it is able to fund. Before you prepare an application, make sure to read through the eligibility requirements and grantmaking priorities carefully. Please do not hesitate to contact the endowment s staff liaison Takara Henegar for guidance on submitting an application. The Asian Pacific Endowment will not fund: Expenses that have already occurred Organizations with annual operating expenses above $500,000. Ongoing annual operating expenses. Political organizations or candidates. Individuals. For-profit organizations. Direct religious activities. Deadline The deadline for submission of your application is: August 14, Your application must be received by 11:59 p.m. on the deadline date. Quantify the intended grant outcomes in terms of percentage change or outcomes accomplished. (Outcome definition: Outcomes describe what will change as a result of the grant. For example, a document should be no more than three pages in length and a video or audio file should be more than five minutes long. File size may not exceed 1 GB.) CERTIFICATION: In submitting this application, the authorized representative of the applicant organization agrees to the following: 1. The applicant organization will spend funds solely for the purposes stated in the application and will refund the unexpended portion of such funds, if any. In addition, the applicant will provide interim and final reports as required by the Foundation. 2. The applicant organization agrees that payment of funds granted will be at the convenience of the Foundation, including cancellation of the grant and/or modification of previously agreed upon payment schedules, should such cancellation or modification be deemed necessary by the Foundation. 3. The applicant organization understands that the Foundation, in researching this grant application, may review any and all of the information submitted as part of this request with advisors of the Foundation s choosing, if deemed necessary by the Foundation. 4. The applicant organization has made a determination regarding the applicability of the Minnesota Charitable Solicitation Act (MCSA) and intends to comply with the terms of this Act, if appropriate.
