2 CSBG Objective The primary objective of the CSBG Program is to alleviate the causes and conditions of poverty in communities. Created by the Federal Omnibus Budget Reconciliation Act of

3 CSBG Funding FFY2019 CSBG Allocation for Cobb County: $765, Proposals accepted for: ELIGIBLE and FUNDABLE activities 3

4 Eligible Services & Costs Eligible Services: Education including tutoring, GED Literacy, and Parent Education Emergency Services including rental, utility, food assistance Health including medical and dental assistance Nutritional Meal Programs Income Management and Credit Recovery Housing Placement Self Sufficiency to include employment and job retention, transportation, day care services Eligible Costs: Labor, supplies and materials Operations and maintenance of facility where service occurs Payments related to the provision of eligible services Cannot just provide operational support to nonprofits Must document costs 4

5 Client Eligibility U.S. Citizen or legally-admitted alien Clients must meet the following criteria to be eligible for services: Cobb County resident Household income not to exceed 125% of the 5 Federal Poverty Guideline

7 CSBG Program Requirements Subrecipients must adhere to the following program requirements: Monthly Programmatic & Expenditure Reports are mandatory (even if no activity has occurred) Data management through EasyTrak Reimbursable Grant (full documentation of all expenses must be included) Subject to annual monitoring 7

9 Application Submission Checklist details submission requirements and necessary documentation 1 original application with attachments & 1 copy with attachments should be submitted to the Cobb County CDBG Program Office no later than 4:00 p.m. on Friday, November 2, Label all attachments to correspond with checklist Must submit audit or audited financial statements 9

10 Application Sections 1-4 Important: Requested Funding The total amount requested should match the amount listed on the Budget Sheet. Important: Program Category Should be an eligible CSBG Activity (i.e. education, employment, health & social development, housing, income management or self-sufficiency/ multiple domain). 10

11 Application Sections 5-6 Important: Organizational Capacity Organization list number and names of key staff for the requested project. Important: Target Population The target population should clearly identify the category of persons to be served (i.e. seniors 62+, homeless, abused children or women or persons with disabilities). 11

12 Application Section 7 Important: Services & Projected Outcomes Select the proposed services (eligible CSBG activities) from the drop down boxes and indicate the number of outcomes projected for the 2020 Program Year. 12

13 Application Section 8 Important: Narrative Provide details regarding the organization s experience with record-keeping. 13

14 Application Section 9 Important: Budget Identify the amount of CSBG funds requested and the amount of secured funds for the project. The total funds should equal the amount of CSBG funds requested and secured funds for the project. The total amount requested should match the amount listed in Section III of the application.

15 Application Section 10 Important: Budget Narrative: Describe in detail how will grant funds be used to support your program.

16 Application Section 11 Important: Conflict of Interest - Please check the appropriate boxes regarding Conflict of Interest and Acknowledgement of Responsibility. Organizations with a relationship with Board or BOC will not be excluded from funding. Important: Authorized Representative Remember to sign and date your application. 16
