25 FINANCING SOLAR PROJECTS IN AFRICA: CHALLENGES & SOLUTIONS The main challenges stem from constraints inherent to non-recourse project finance: Guarantees are needed due to the long-term approach of such projects; Difficulties and delays of deal implementation; Not always adapted to the small size of solar projects. Solution: innovative financing tools Standardize key contracts (PPA, concession agreement) such as replicating legal structures as much as possible; Alternative debt financing: bridge financing during construction, refinancing; Develop structured portfolio options; Create regional Political Risk Guarantees (PRG). Development Finance Institutions have a key role to play to tackle those challenges: ü ü De-risking sovereign risks by bringing guarantees; ü Lighten financing procedures; Support the technical and legal capacities of governments. 3
26 SENERGY 2: FIRST SOLAR IPP IN WEST AFRICA Location Bokhol, Senegal Capacity 20 MW to be extended to 25 MW Tariff/offtake contract 0.10/kWh 20 year take or pay PPA with Senelec Indexation: 4% on the first 5 years and 2% after Investment cost 27.5m Equity 5.5m Debt 22m Development, structuring and financing completed in 12 months by GreenWish Construction completed in 8 months by Vinci Energies Operation started in October 2016 Project overview 34 GWh produced per year Equivalent to the power consumption of 160,000 people 150 jobs created for construction, 25 permanent jobs created for O&M Prevention of tons of CO 2 per year Refinancing and second tranche The plant was primarily financed using a construction facility from GAP which is currently being refinanced GreenWish is currently negotiating a second tranche of 30 MW with Senelec 4
