XXXIX 1 AUGUST, 1976 $1.00 Per Year NEW ASSISTANT COMMISSIONER MINUTES OF BOARD MEETING The Board of Control of the Kentucky High School Athletic Association met at the K.H.S.A.A. Dianne H. Caines Dianne H. Caines, State Supervisor of School Health Services in the Kentucky Department of Education for the past four years, has been named to the staff of the Kentucky High School Athletic Association as an Assistant Commissioner. She began her duties July 15, Upon graduation from Caneyville High School in 1959, Ms. Caines enrolled in Western Kentucky University where she was elected a HiUtopper cheerleader for four years, military ball queen, brigade and battlegroup sponsor, class secretary, and named to "Who's Who Among American Colleges and Universities." In 1963, Ms. Caines graduated from Western with a B. S. degree in physical education. Ms. Caines taught girls' physical education and health at Lexington Lafayette High School from She initiated and coached the Lafayette girls' track team from From , Ms. Caines taught girls' physical education, served as girls' golf coach, assistant girls' track coach and.junior high cheerleader sponsor in the Frankfort Independent Schools. In 1971, Ms. Caines obtained a M. A. degree in physical education from the University of Kentucky. The Kentucky Department of Education employed Ms. Caines in 1972 to be the first supervisor of school health services for Kentucky's public schools. From 1972 till July 1976, she implemented and coordinated the health services program working with school health coordinators, nurses, local school and health department personnel, and state education, health, and medical personnel. Ms. Caines holds memberships in various professional associations at the district, state and national level. She is currently secretary of the Kentucky School Health Association. Dianne Caines is married to Warner J. Caines, formerly of Ashland. They have one son, Christopher, age 20 months. They attend the Immanuel Baptist Church, Frankfort. V office, Lexington, on Saturday morning May 15, 1976 The meeting was called to order by President Louie Martin at 9:00, with Board members Arthur Hawkins, Denval Barriger, Eldon Davidson, Jack Fultz, Cecil Reid, George Sauer, Gene Sell Frank Simpson and Ray Story; Acting Commissioner Tom MiUs and Assistant Commissioners Louis Stout and Billy V. Wise present. Also in attendance were Mr. Conley Manning of the State Department of Education, Darrell Wells of the State School Boards Association and Board attorney Calvert T. Roszell. The invocation was given by Frank Simpson. Ray Story moved, seconded by Arthur Hawkins that the reading of the minutes of the April 15th meeting be waived since members of the Board had received copies of these minutes. The motion was carried unanimously. Prin. Pat Crawford and Ath. Dir. Jim Ruether came before the Board to request that Ballard High School be given permission to invite two out-of-state basketball teams to participate against Ballard High School and another Kentucky team, to be named later, in Freedom Hall, Louisville on December 21, These games would be known as the Stewart Kentucky Basketball Classic. Following their presentation and a discussion by members of the Board, George Sauer moved, seconded by Denval Barriger that approval of the Stewart Kentucky Basketball Classic be given on a one year basis, contingent upon the complete approval of the National Federation of State High School Associations. In the event that approval of the National Federation is received, permission to have future Stewart Kentucky Basketball Classics must be submitted to the Kentucky High School Athletic Association for approval or disapproval. The action carried unanimously. Prin. Warren Featherston, Tales Creek High School, came before the Board to request that they consider K.H.S.A.A. sponsored competition in table tennis. Mr. Featherston presented results of a recent tournament held at Corbin High School and explained that many high schools were represented. Accompanying Mr. Featherston were several students who participated in this tournament and each one spoke in favor of the request. Following the presentation, Mr. Mills was instructed to poll the member schools to determine the amount of interest in this sport. President Msirtin informed Mr. Featherston that if sufficient interest were shown, the Board would consider sponsoring the sport. Mr. Mills requested that the Board consider setting a financial allowance for those schools participating in the Girls' State Basketball Tournament. Following a financial report on the Tournament, Gene Sell moved, seconded by George Sauer, that each participating school receive an allowance of $ each. All members voted aye. Mr. Mills reported to the Board that the football (Continued on Page Five)

Each principal and superintendent will be supplied during the forthcoming school year with a card which will say: "Kentucky High School Athletic Association, This will Introduce (name of principal or superintendent), (name of school)." The card will be signed by the Commissioner. Most administrators of Association member schools admit to their home contests fellow administrators as a matter of school policy. However, many times these visitors hesitate to identify themselves to he ticket takers. The card mentioned will assist in this identification. The identification cards are not to be considered as regular season passes to home games of member schools of the K.H.S.A.A. The determining factor in the cards being accepted as passes is the policy of the individual school. The identification card may be used for admission to all events at the state level except the State Basketball Tournament. A different plan for issuing these passes, along with passes to the district and regional basketball tournaments, is provided in basketball tournament regulations. Minutes of Board Meeting June 11, 1976 The Board of Control of the Kentucky High School Athletic Association met in Louisville, Kentucky, on Friday, June 11, The meeting was called to order at 2:00 P.M. by President Louie Martin. Present were Board members Denval Barriger, Eldon Davidson, Andew J. Fultz, Cecil Reid, George Sauer, Gene Sell, Frank B. Simpson, Ray Story and Arthur Hawkins. Mr. Darrell Wells was present representing the State School Boards Association. The invocation was given by George Sauer. Jack Fultz moved, seconded by Eldon Davidson, that the reading of the minutes of the May meeting be waived since members of the Board had received copies in the mail. The motion was carried unanimously. A delegation of football coaches came before the Board to discuss the recent change in By-Law 27, which eliminated spring football practice. Following the presentation by Coach Wilson Sears and a lengthly discussion, it was requested that the group present their suggestions on regulations and restrictions of off-season football programs to the Commissioner prior to the July Board Meeting. President Martin assured the group that the topic will be discussed at the next Board meeting and that guidehnes will be formulated at that time. The Board then heard a request from Principal Arthur K. Draut, Waggener High School and Principal Irvin Rice, Westport High School, that the Board reconsider their decision to change soccer from a spring to a fall sport. Following their presentation, it was pointed out that of the twenty-four schools sponsoring a soccer eam, twelve of these requested soccer be changed to a fall sport and twelve requested that it remain a spring sport. At this point Ray Story moved, seconded by Eldon Davidson, that the K.H.S.A.A. not sponsor a state championship playoff in soccer ber schools be given the option of conducting the during the school year and that the member schools be given the option of conducting the sport in either season. The motion carried unanimously. Mr. Mills presented the results of the recent opinion poll on the classification of basketball. He stated that of those responding to the poll, 128 members favored the present plan while 114 members were in favor of classification into either 2, 3 or 4 classes. Eighty-one member schools did not respond to the poll. The results were turned over to the Basketball Committee for study and recommendations. President Martin requested that the Board go into executive session for discussion of salaries for the administrative staff and secretaries. At the conclusion of the session, Frank Simpson moved, seconded by Gene Sell that the salary of Commissioner Tom Mills be set at $27,000.00; that the salaries of Assistant Commissioners Wise and Stout be set respectively at $22, and $19,500.00; and the secretaries receive an eight percent increase in their salaries. The motion passed unanimously. The next item on the agenda was the consideration of applicants for an additional member of the K.H.S.A.A. administrative staff, this to be a person who would assume on July 1, 1976, the duties of Assistant Commissioner. Commissioner Mills reviewed with the members of the Board the qualifications of thirteen persons who had applied for the position. After a considerable discussion concerning the qualifications of the applicants Ray Story moved, seconded by Gene Sell, that Dianne Caines be elected to the position of Assistant Commissioner for a two year period, beginning July 1, 1976, her annual salary to be $17,000.00, The motion carried by a vote of 9-1. Jack Fultz moved, seconded by Cecil Reid, that all bills of the Association for the period beginning May 1, 1976, and ending May 31, 1976, be allowed. The motion was carried unanimously. The Board set July 30, 1976, as the date for its next meeting. There being no further business, the meeting was adjourned.

6 THE KENTUCKY HIGH SCHOOL ATHLETE FOR AUGUST, 1976 Kentucky's Game Guy Page Three Doss High School 1976 Boys' Golf Team Champion '_'m Paul David Brown Paintsville High School The Game Guy trophy is annually awarded to the one athlete in the state of Kentucky who has overcome a physical handicap and participated in high school athletics. Paul David Brown was the unanimous choice of the K.H.S.A.A. for the award. At age seven Paul David had to wear a leg brace due to leg pertheis. Through his conditioning program of leg weights and swimming, he earned three varsity letters in each of the three sports of football, basketball and baseball and got his tenth letter in track. He was twice named to the all-area team in football, twice all-tournament in district basketball play and was named all-area this year in basketball. THOMAS JEFFERSON HIGH SCHOOL 1976 RIFLE MARKSMANSHIP CHAMPION The Thomas Jefferson High School Rifle Team won the State Rifle Championship on April 24, 1976, with the team score of Jonny Minton of the Thomas Jefferson High Scrool won individual honors. Ten teams competed in the tournament, which was held at the Jeffersontown High School, with Westport and Stuart high schools not firing a full team. Denval Barriger moved, seconded by Frank Simpson, that George Sauer be elected President of the Board of Control for The motion passed unanimously. Eldon Davidson then moved, seconded by Arthur Hawkins, that Ray Story be elected Vice-President for This motion also passed unanimously. The newly elected officers will assume their duties on July 1, Gene Sell made the motion that a plaque be presented to all retiring employees and outgoing Board of Control members of the Kentucky High School Athletic Association in appreciation for their service to the Association. The plaque is to be in the form of an outline of the state with a star present indicating the Regions served. The presentations are to be made during the July meeting each year beginning in Ray Story seconded the motion and all members voted aye. At this point President Martin called the Board into an executive meeting and requested that the Acting Commissioner and Assistant Commissioners leave the room. Ray Story, Chairman of the Retirement Committee made the following recommendation. As provided for in Article XV of the K.H.S.A.A. Board Minutes May 15, 1976 (Continued from Page Five) on leave of absence with full compensation effective December 1, 1975, through November 30, In the event that during this time Mr. Mansfield's health improves to the point where he is able to assume all of the duties of the Commissioner, he be re-assigned to this position. Further, the Committee recommends that the Board of Control act on naming a new Commissioner immediately. Mr. Story moved that the recommendation of the Committee be adopted. Gene Sell seconded the motion and it passed unanimously. Gene Sell made the motion that effective May 15, 1976, Tom Mills be employed as Commissioner of the Kentucky High School Athletic Association for a period of four years with the provision that if Mr. Mansfield's health improves during the period of his approved leave of absence to the point where he is able to assume all of the duties of the Commissioner, he will return to this position and Mr. Mills would become the Administrative Assistant. The salary shall be the present salary of the Commissioner as shown on the salary schedule, prorated over the period of May 15 through June 30, Arthur Hawkins seconded the motion and it passed unanimously. President Martin stated that the business of the executive meeting was over and requested that Mr. Mills, Mr. Stout and Mr. Wise return to the meeting. Mr. Mills was informed of the decision of the Board and he accepted the provisions of the contract. Assistant Commissioner Wise presented the results of the opinion poll taken on the standardization of officials fees in football, basketball and baseball for the school year. Based upon the information presented by Mr. Wise, George Sauer made the motion that the fee of $25.00 be set for varsity football and basketball officials with a loc^ travel allowance per crew in football for all mileage over 50 miles and a 10(f travel allowance per team in basketball for all mileage over 50 miles unless both officials are forced to drive because of their location. The fee for baseball officials shall be $15.00 per game per official for single games and $22.50 per official for double headers. The allowance for travel shall be the same as for basketball officials. The fee for junior varsity officials in football and basketball shall be a maximum of $12.50 per official per game. The motion was seconded by Denval Barriger. Seven members voted in favor of the motion with Cecil Reid and Jack Fultz opposing it and Ray Story abstaining.

The Clinic Speakers Awards motion passed unanimously. All-Star Expenses K.H.S.C.A. Insurance Grant 1, Ray Story moved that Evangel High School be All-Stars Grant from K.H.S.C.A. _. 5, placed in Basketball District 21, Region 6, for the Executive Meeting Expejises Greg Adams Fund school year. George Sauer seconded the Membership National Coaches motion and all members voted aye. Following a lengthy discussion, George Sauer made the motion that the request be approved. Denval Barriger seconded the motion and it passed unanimously. Mr. Mills presented a letter from Bowling Green High School requesting that By-Law 4, Age, be waived in the case of Tim Riggs. Tim will not be eligible to participate in spring sports during his senior year since he wiu become 19 years of age in January. After hearing the facts, Cecil Reid moved that By-Law 4 not be waived in this case. Eldon Davidson seconded the motion and it passed by a vote of 9-1. Denval Barriger opposed the motion. The next meeting date for the Board was scheduled for 2:00 P.M., Friday, June 11, 1976, at Stouffers' Inn, LouisviUe. Jack Fultz moved, seconded by Arthur Hawkins, that au bills of the Association for the period of May 1, 1976, through May 31, 1976, be allowed. All members voted aye.
