29 COMMITTEES ( ) Wheatland County updated for OCTOBER 29, 2018 ORGANIZATIONAL MEETING Note Alternate committee members (see the following notation in the December 6, 2011 Council Meeting Minutes): Alternate Council representatives may attend committee meetings in the event that the appointed members are unable to attend. In the event that the appointed committee members attend and the alternate committee member wishes to attend, then a motion of Council is required. Agricultural Service Board Bylaw is a bylaw of Wheatland County to establish an Agricultural Service Board. The Board may consist of Council members and members-at-large and shall have either five, seven, or nine voting members with a minimum of three Council members. Functions and duties of the Board is outlined in the bylaw. Environmental Steering Committee The committee was created to advise the direction of the environmental program, and to work to identify and prioritize environmentally beneficial projects to create annual Environmental Action Plans. This committee is made up of members of County Administration and includes representation from Wheatland County Council. Seed Plants - One (1) member of Council and an alternate are appointed to each Seed Plant. Usually Councillor adjacent to the individual plant is appointed to that plant. Meet regularly. Wheatland Foundation and Wheatland Housing Management Body - Three (3) Councillors and one alternate appointed to this Board to maintain and set policies for the local Senior Citizens Home, and to manage all seniors housing in the County. Board comprised of members from requisitioning municipalities (Strathmore, Standard, Hussar, Rockyford, and Wheatland County) and Strathmore Lions Club representative. The Board has authority to requisition funds. Meet once a month. W.A.D.E.M.S.A. - Wheatland and Adjacent Districts Emergency Medical Services Association - Two (2) County Councillor appointees who, in conjunction with the town and villages, govern the ambulance services. Board comprised of members from requisitioning municipalities (Strathmore, Standard, Hussar, Rockyford, and Wheatland County). Meet regularly, usually once a month. W.F.C.S.S. Committee Wheatland Family and Community Support Services Two (2) County Councillors and one alternate appointed. Board comprised of members from requisitioning municipalities (Strathmore, Standard, Hussar, Rockyford, and Wheatland County).The Wheatland Family & Community Support Services provides services to the community in the form of specific programs, such as home support, Meals on Wheels, etc. Meet once a month. Central Zone (RMA) District 2 - There are 14 municipalities in the Central Zone (District 2), a division of the Rural Municipalities of Alberta, and each municipal organization appoints one member to serve on this Board. Meets in the spring and fall and receives and prepares resolutions for the spring and fall zone meetings of the Association which all Councillors attend. Arrange for the presentation of concerns to the Provincial Association at the fall and spring conventions. Drumheller and District Solid Waste Management Association One Councillor appointed to this Committee. Meets regularly in Drumheller and is responsible for the disposal of waste material. The County is only a portion of the area covered by the Association. Bow River Basin Council - Two (2) members of Council and the Agricultural Conservation & Communications Coordinator. Attend scheduled meetings. The purpose of the Bow River Basin Council is for watershed management planning. Red Deer River Watershed Alliance - Two (2) members of Council and the Agricultural Conservation & Communications Coordinator. Attend scheduled meetings. The purpose of the alliance is for watershed management planning. Fire Protection Committee - One (1) member of Council and an alternate are appointed to sit on each Fire Association. Councillors to appoint alternative as required. Cluny Division 1 Dalum Division 7 Rockyford Division 6 Hussar Division 7 Rosebud Division 6 Gleichen Division 2 Standard Division 1
30 Handi-Bus Association - One (1) member of Council and one alternate appointed to this Committee. Meet regularly. Association oversees the Strathmore Handibus operation. Municipal Planning Commission (MPC) Bylaw is a bylaw of Wheatland County for the purpose of establishing a Municipal Planning Commission and to provide that the MPC will exercise subdivision and development powers and duties on behalf of Wheatland County as prescribed within the bylaw. The MPC is composed of all Councillors sitting on Council. Meetings are normally held once a month. South Region ASB Committee - One (1) Councillor and one alternate appointed to this Committee which is a sub-committee of the South Region ASB Committee. Strathmore & District Chamber of Commerce - One (1) member of Council and one alternate appointed to this Committee. Community Futures Wild Rose - One (1) member of Council and one alternate appointed to this Committee. Community Futures Wild Rose promotes economic development within the region. Board comprised of member municipalities. Marigold Library - One (1) member of Council and one alternate appointed to this Committee. Marigold Library provides regional library services. (Wheatland County Gleichen, Carseland, Rosebud) Canadian Badlands Ltd. may consist of up to three (3) Councillors. Canadian Badlands promotes tourism and regional economic development in the Canadian Badlands area. Member municipalities sit on this Board. Strathmore Wheatland Addictions Team (SWAT) SWAT is a community collaborative coalition working together with youth service providers, municipalities, law enforcement and health services to educate the public about the existence of addiction matters and to meet the needs of youth so as to redirect away from high risk behaviours involving drugs and alcohol. Two (2) members of Council appointed to this committee (no alternate member). Divisional Meetings - Local Councillor(s). ratepayers. (Requires Council Approval) Meet to discuss local issues with their Wheatland Regional Corporation shall consist of two (2) County representatives. Mandate is to pursue options for a regional service delivery system. (Res ) Southern Alberta Energy-from-Waste Associaton (SAEWA) Consists of two (2) Councillors and one (1) alternate. SAEWA is a coalition of waste management jurisdictions committed to researching and recommending for implementation technological applications for recovering energy from waste materials, and reducing reliance on landfills. Calgary Region Airshed Zone (CRAZ) Consists of one (1) Councillor and one (1) alternate. CRAZ is a group committed to air quality monitoring in Calgary and the surrounding area. Wheatland Regional Partnership Committee - The Wheatland Regional Partnership is a partnership comprising of elected officials from the following municipalities: Wheatland County, Town of Strathmore, Villages of Hussar, Rockyford and Standard. The purpose of the Wheatland Regional Partnership is to meet to discuss and facilitate opportunities to work collaboratively for the greater good of the region. Alberta CARE (Alberta Coordinated Action for Recycling Enterprises) One (1) member of Council appointed to sit as a board member representing Region 4 (see Res ). Alberta CARE is a non-profit association that represents Alberta municipalities, waste commissions, processors, recyclers, industry and recycling organizations. Wheatland County is currently a member of Alberta CARE. Meetings are held in conjunction with SAEWA meetings. Emergency Management Committee Committee established under the Municipal Emergency Management Bylaw ( ). Purpose of the committee is to advise Council on the development of emergency plans and programs. In accordance with section 5(a) of the Bylaw, Council shall appoint the Reeve and one (1) Councillor to serve on the Emergency Management Committee.
31 Economic Development Board Res Board comprised of four active business owners and two ex officio representatives (one County Councillor and on staff member). Strathmore Rec Facility Development Committee Purpose of the committee is to assist the Town of Strathmore Council with the development of a Recreation Facility Master Plan and long term Recreation Development Strategy. A Terms of Reference has been developed for the committee. See Wheatland County Res appointment of Division 3 & Division 4 Councillors and CAO to represent Wheatland County on the committee. Calgary Metropolitan Region Board (CMR) & Sub-Committees of the Board (Land Use, Intermunicipal Servicing, Advocacy, Governance) Representatives from Wheatland County Council and the Chief Administrative Officer are appointed to the Calgary Metropolitan Region Board and the various sub-committees. Wheatland County is located within the CMR plan area. IDP s and ICF s Representatives from Wheatland County Council are appointed to represent the County in the development of Intermunicipal Development Plans and Intermunicipal Collaboration Framework.
