2 ABSTRACT Kampung Paya is located in Kluang, Johor. Kampung Paya is under the local authority of Majlis Perbandaran Kluang. This village is located in a swamp area. Currently, Kampung Paya has more than 500 families and a population of about 2500 villagers. The majority of the villagers are Chinese, followed by the Indians and others. Initially, the main economic activities of the villagers were agriculture (rubber plantation and farming). Currently, most villagers are engaged in business. The villagers involved in manufacturing of palm oil, soy sauce, clothes, food and beverages. The main problems faced by villagers are as follows: floods, traffic congestion, lack of car parking space, and increasing crime rate.

3 HISTORY The word Paya means swamp in Malay. Kampung Paya is therefore named after its swampy landscape. This low-lying area continues to face problems with flooding. Kampung Paya is located in Johor state. The nearest town is Kluang. Kampung Paya is under the local authority of Majlis Perbandaran Kluang. The village was established in 1951 when it had only 200 families and a population of about The majority of villagers are Chinese while the Indians form a small minority. 7 POPULATION Kampung Paya is under the jurisdiction of Majlis Perbandaran Kluang. This new village covers an area of 37, 351 hectares. The majority of villagers are Malays.

8 EDUCATION There are two government kindergartens and one primary school in Kampung Paya. The primary school is Sekolah Jenis Kebangsaan (Cina) Pa Yai. It was established in 1938 and originally known as Sekolah Rendah Cina Kai Ming. At that time, the school was located at Batu 1, Jalan Mersing, Kluang. The first headmaster was Mr Cheng Yu Theng. During the World War II, the school was destroyed. It was subsequently rebuilt in Kg Paya in 1946 and its name was then changed to SJK (C) Pa Yai in This school is now the biggest primary school in Kluang district. It has a wellequipped school hall, a library, a canteen, computer laboratory and a few buildings. It has 1456 students in 41 classes. Two classes are for disabled students. There are a total of 76 staff members. 9 RELIGIOUS PRACTISE Buddhism is the most widely practised religion in Kampung Paya and there are a few temples in the village. The Yun Cheng Tang (Guan Di Miao) temple is especially well known. It was first built in 1940 and located in Lim Zhan s rubber estate at Batu 3, Jalan Mersing, Kluang. In 1950, the temple was moved to Kampung Paya because of the relocation of villagers under Emergency decree. In 1953, the temple was further expanded under the leadership of Mr Lee Zhen Zhui. In 1978, a stage was built in front of the temple. The current chairman of the temple committee is Mr Chen Qing Ji. The Yun Cheng Tang (Guan Di Miao) temple in the village

10 PUBLIC AMENITIES When the village was first established, villagers did not have access to piped water. They drew water from wells in the village. Today, however, villagers have piped water supply. There is a multi-purpose hall in the village. Besides that, there is a badminton court and a basketball court. These facilities are important as they provide recreation for the villagers and encourage villagers to exercise in order to lead to a healthy lifestyle.

11 ECONOMIC ACTIVITIES When the village was first established, agriculture was the main economic activity. Rubber estates and coconut plantations provided an important source of income. Most villagers worked as farmers and rubber tappers. Over the years, many villagers moved away from agriculture. Today, the village has palm oil and soya sauce factories. There are small businesses which sell clothes, food and beverage, etc. A well known local restaurant is the Kim Wah Lun. Some of the stalls in pasar malam in Kampung Paya, Johor.

13 ENTREPRENEURSHIP OPPURTUNITIES There are several opportunities for entrepreneurial activities in Kampung Paya: (i) (ii) Use of vacant land to plant organic vegetables which can be sold at local shops or transported to other parts of the country. Upgrade the existing factories. The existing soya sauce and taufu factories could be renovated, upgraded and expanded. (iii) Kampung Paya is known for its handcrafted furniture. There are opportunities for entrepreneurs to sell this furniture in other parts of the country.

14 PROBLEMS AND RECOMMENDATIONS (i) (ii) Kampung Paya residents face frequent flooding during rainy season. Majlis Perbandaran Kluang should consider flood mitigation measures. Besides, the leaders of Kampung Paya could educate villagers not to throw rubbish into the drains. Funds are needed to widen and/or deepen the drains. Traffic congestion and lack off car parking space. This is due to unplanned development in the early of growth of Kampung Paya. Local authorities should consider various alternatives to handle these problems. (iii) To deal with security problems in Kampung Paya, villagers of Kampung Paya should establish voluntary teams to safeguard the villager.
