1 Civil Source Civil Engineers Make the Difference They Build on the Quality of Life ASCE Utah Section Newsletter President s Message By Brent Packer, PE Congratulations to Dixie State College Student Brady Hale for winning the ASCE Southern Utah Branch scholarship! Have you ever had an interest in being an ASCE officer? You may have wondered what is expected and ultimately what is in it for me? Well, now is your chance to receive answers to your questions and have an opportunity to run for an officer position. The ASCE Utah Section and Branch Officer Elections will be held April 30, Those interested in running need to submit, no later than March 28, 2008, a brief statement indicating the position they are running for and a short biography of themselves to Dennis Pay (dpay@southsaltlakecity.com). Below is a list and description of the officer positions that are available for the term (beginning in August and ending in May). Branch Secretary/Treasurer (all branches) Serve in position for 1 year. Duties include collecting money for branch monthly luncheons, keeping accurate records of branch finances and budget, taking minutes at monthly branch board meetings, preparing and sending correspondence to branch members, and participating in any additional branch activities. Branch President-Elect (all branches) Serve in position for 3 years. Duties include serving as presidentelect the first year, serving as the president the second year, and serving as the past-president the third year. The first year you attend a three-day regional ASCE leadership conference held in February. During your three years of service you attend monthly branch board meetings, plan the monthly branch luncheons, invite guests to speak at the luncheon, and plan additional branch activities as necessary. During your year as president you are a member of the ASCE Utah Section Board and attend monthly board meetings. Section Secretary/Treasure Serve in position for 2 years. Duties include collecting money for annual Section meeting/luncheon, keeping accurate records of Section finances and budget, dispersing branch funds, attending and taking minutes of Section Board meetings. Section President-Elect Serve in position for 3 years. During your three years of service you attend monthly Section Board meetings and help plan the annual Section meeting/luncheon. During your year as president you conduct the monthly Section Board meetings, attend 2 to 3 regional and national ASCE meetings, prepare the President s Message in the Civil Source (Section newsletter), and oversee various Section committees such as the awards committee, scholarship committee, outreach committee, etc.

2 President s Message Continued Serving as an ASCE officer is a great opportunity to make a difference in the community, improve leadership skills, network with other engineers locally and regionally, travel to different parts of the country to regional and national ASCE meetings, and improve your overall professional development. Ralph Nader said, The function of leadership is to produce more leaders, not more followers. ASCE provides such an opportunity within our profession. 3 Northern Utah Branch The Northern Utah Brach will have its March luncheon on Wednesday, March 19th. The speaker will be Bruce Barret from the Weber Water Conservancy District. His presentation will be on the Arthur V Watkins Dam on Willard Bay. Our president-elect will report on the region conference in our Northern Utah Branch officers meeting. The nominees names for possible future positions will also be presented. Clay Bodily Northern Utah Branch President Wasatch Front Branch The March luncheon for the Wasatch Front Branch will be held on March 14th at Noon at Chinese Gourmet, 4500 South State Street. Please plan to arrive at 11:30 AM to ensure that all attendees can get their food from the buffet prior to the start of the presentation. This month's speaker will be Dan Avila, who has been with UDOT for 12 years. His talk will be about the Access Utah County Project which is comprised of four design build projects: SR-77, SR-92, East- West Connector (Lehi 10th South) and Vineyard Connector. Additionally, Dan will discuss the philosophy behind the procurement method selected by the Design-Build Program Management Team, including the role of the Independent Quality Firm. It's not too late -- there is still space available in the Project Management training to be held on March 20-21st at the University of Utah. We are in need of a President-Elect and a Secretary/Treasurer for the term. These positions are the gateway to the branch, allowing you to have contact with all of the members at each branch luncheon. It's rewarding and fun, allowing you to increase your contacts in the branch while helping you professionally and personally to improve your communication skills. McKamey Wasatch Front Branch President DUCHESNE COUNTY WATER CONSERVANCY DISTRICT FULL TIME ASSISTANT MANAGER Duties include project design work, water development, project construction, working with river and canal heading automation, interfacing with the public, canal companies, and culinary districts, and coordinating projects between local, state, and federal agencies. Applicant must have the ability to work independently and complete projects on or before deadlines. Qualifications shall include a civil engineering degree from an accredited university with an emphasis in water resources, and EIT license plus 2 yrs minimum experience. The applicant must have good oral/written communication skills, good public relations & computer skills. Probationary period of 3 months required. Salary will be negotiable, depending upon experience. Full benefit package will be provided after probationary period. 4 Central Utah Branch We would like to thank Dr. Gus Williams for the presentation he gave at BYU as part of Engineering Week. He spoke about the challenges and approach used as part of the characterization and risk assessment of depleted uranium projectiles at a military testing range. Our next luncheon meeting is scheduled for Thursday, March 20 th, at the Golden Corral in Orem. The topic for the luncheon will be the Mountain View Corridor project in northern Utah County. Please put it on your schedule and watch your for additional information. Eric R. Dixon, P.E. Central Utah Secretary/Treasurer Southern Utah Branch The APWA/ASCE 2008 Spring Conference was held on February 6-8 th. The conference was a great success, even though the golf had been canceled due to an unusual amount of snow on the golf course. The breakout sessions were very informative and beneficial for all who attended. We would like to thank everyone who attended and the many who helped plan a successful conference. The Southern Utah branch also awarded this year s scholarship to Brady Hale, a local student currently attending Dixie State College. The Utah Construction Career Days will be held on March 25 th & 26 th at the Washington County Fairgrounds in Hurricane Utah. Construction Career Days is a great way to get local middle and high school kids excited about engineering and construction. The area s local firms participate in demonstrations involving the work that engineers and surveyors do on a daily basis. All the kids participating have a great time testing soil compaction and operating the surveying equipment. We are still in need of volunteers to help staff the ASCE booth. Anyone interested please contact a Southern Utah Branch Officer. Our next Luncheon will be held on March 20, 12:00 at Staheli Catering (28 North 300 West) and the topic of discussion will be local runoff coefficients and calculating drainage areas specific to Southern Utah. We hope see you all there. Brett Jensen Southern Utah Branch President Geotechnical Group The Geotechnical Group does not have any announcements for March. Younger Member Forum The YMF is trying to get their feet on the ground after a few of us attended the WRYMC conference in Las Vegas. We sent three representatives. Joe Serre represented us as our voting delegate, Cable Murray, P.E. kept an eye out for outreach training and resources and did his own independent research, and Brad Conder, P.E. just had a great time and kept Cable out of trouble. There were many great breakout sessions and some great technical tours that we were able to attend. Again we would like to remind you about getting involved in the Salt Lake Science and Engineering Fair that is coming up on March 27 and 28, They are in need of volunteers and judges. It does not take a lot of time and it is one way we can

5 help shape the future generations and help those students have a positive outlook towards engineering. If you would still like to participate in the remaining classes please contact Brad Conder at BradC@horrocks.com or at (801) Joseph Serre USYMF-President ASCE/APWA 2008 Spring Conference Engineer of the Year This person exemplifies ASCE ideals, develops the smartest designs and just plain performs all around. Travis Walbeck, P.E. Travis is the Project Manager for Elim Valley, a 2300 acre master planned community in the West Valley of Hurricane. Elim Valley is a groundbreaking development using the New Urbanism design concept. This type of development has been very difficult for the folks in Hurricane to wrap their arms around. Travis has done an excellent job presenting to the City fathers and showing them the benefits of this design philosophy. He is very proactive and responsive to the City and still manages to serve the needs of his client. Community Service Award Contact Joseph Serre, YMF President, if you would like to participate in the outreach program. This person goes beyond the call of fee and duty to make our communities a better place. Dave Black, P.E.

6 Dave was one of the charter officers of the Southern Utah APWA branch in the early 1990s. And since that time, he has continued to give back to the community in many ways. He took part in the City of St. George s Design and Construction Standards that we all use as guidelines today. He currently serves on the Hillside Committee for the City and was a part of their recently adopted Rock Wall Ordinance. This past year he led the joint APWA/ASCE Geotechnical Committee who reviewed and provided comments to the US Geological Survey s Soil Hazard Maps. In his spare time, he also teaches Geology classes at Dixie State College. Dave is an avid fisherman who belongs to the Southern Utah Angler s Association, and helps introduce our youth to the joy of fishing. NOT ENOUGH ENGINEERING HELP? We work with other professionals throughout the country. Thomas N. True, P.E , x Engineering Innovation Award This award recognizes a design that exceeds in efficiency and economy. Alliance Consulting for Razor Ridge Lake Park in Coral Canyon Minimum expenditure-maximum possibilities Razor Ridge Lake Park is a fully landscaped 4 acre community urban fishery. Special considerations were installed to make the park fully ADA accessible and family friendly. Collaborative efforts between SunCor Development, the State of Utah, and Washington City were necessary to make the multi-use facility a reality. The Razor Ridge Lake holds approximately 4.8 million gallons of water. Approximately 35,000 cubic yards of dirt were moved to form the lake. On-site blue clay was utilized as a natural lake liner. This reduced material export and turned a development negative into a positive advantage. At 28 feet deep, the lake is deeper than most urban fisheries. This design promotes a system where multiple fish species can survive year around. The Lake has fish habitat and spawning beds constructed to mimic natural systems. To date, the State of Utah has stocked the lake with approximately 3,000 fish. The lake is both a way to provide a connection to the natural world and a way to make best use of the desert s scarcest commodity - water. The lake functions as storage for the Coral Canyon golf course and headwater pressurization for future

7 irrigation in the Coral Canyon community. Back wash water from the Washington City Water Treatment Facility that was previously wasted is now pumped to the lake. This reclaimed backwash water is blended in the lake and utilized as irrigation water for the Coral Canyon golf course. The lake also provides emergency storage for the Washington City Water Treatment Facility. And lastly, the Razor Ridge Lake Park is an attractive open green space adjacent to the busy Telegraph Street transportation corridor that provides a pleasant environment for the traveler. Outstanding Water Works Project Water, worth more than gold, yet it is our cheapest commodity. Alpha Engineering for the St. George/Washington Canal Irrigation Pipeline Ron Thompson of the Washington County Water Conservancy District envisioned this project. Alpha Engineering designed and provided construction management for the installation of both 54 and 60 diameter HDPE pipeline replacing the open ditch that feeds the agricultural area in Washington Fields. In piping the existing irrigation ditch, it provides a more efficient irrigation system and helps conserve our precious resource water. Outstanding Transportation Project Making the task of getting from point A to point B quick, safe, and enjoyable. Carter & Burgess for the Santa Clara Drive Streetscape This project was performed under the UDOT design and construction requirements for the City of Santa Clara. The Carter & Burgess Team spent numerous hours with City Staff and its residents to deliver a downtown attraction, a monument to its heritage, and a focal point for the residents to conduct their business. The project included a complete storm drain system with two outfall lines to the Santa Clara River, a St. George City 24 Water transmission line, a Santa Clara City 12 water distribution line, electrical system upgrades, all new street lighting, water features to commemorate the original irrigation ditches, park benches, and enormous streetscape upgrades. Carter & Burgess, namely JR Windley, also performed the construction administration with huge success and very little blood loss with the hard work of a great contractor, the Sunroc Corporation. 8 Outstanding Civil Engineering Project Structural Licensing Bill by Cable Murray Senate Bill Professional Engineers Licensing Amendments, sponsored by SEAU, has been passed through the Senate and House. The bill will now be signed into law and take affect on June 1 st, We encourage everyone to read the bill, determine how it may affect you personally, and take the necessary steps of the transition clause if needed. The bill can be found by searching bill 200 at the State s website ( This award is presented for achievements in structures and geotechnical work. Jared Hanks, P.E. for his Sunbrook- Bellsera Remedial Foundation Work This project entails stabilizing existing foundations and floor slabs to at least 18 homes that have experienced settlement due to collapsible soils under moisture sensitive conditions. The problem is being addressed using an underpinning technique called micro-piling. This invasive construction requires the homeowners to be moved out before drilling and jacking of the foundation inside the home, and reconstruction all of the affected areas of the structure. Jared has managed this project for the developers and the homeowners with professionalism and tact. The scope of the project required multiple test bores, lab testing, and an in depth knowledge of expansive and collapsible soils, and foundation mechanics, to determine a solution to this challenging engineering problem. The ASCE Utah Section Board would like to thank all of the members and those on the committee who participated in providing detailed feedback and concerns regarding the issue. Appreciation also goes to those individuals who used personal resources during this time. ASCE is thankful to SEAU for recognizing the majority of expressed concerns, and willingness in addressing them to try and fit everyone s interests. It has been encouraging to see a common underlying thread of those involved the ethical practice of engineering within ones expertise (ASCE Code of Ethics, Fundamental Cannons 1 & 2). The majority has expressed support for the bill based on this premise. The exact wording of the bill, as amended, has also been mentioned as more acceptable. ASCE plans to keep an active role by continuing our coordination efforts with SEAU and DOPL in regards to the creation of the affidavit as part of the transitioning clause. It is reiterated: We encourage everyone to read the bill, determine how it may affect you personally, and take the necessary steps of the transition clause if needed. This will be a continuing message until the end of the year.
