2 Resource Guide for the Disposal of Construction and Demolition Debris August 2007 Introduction In May 2004, the Fresno County Board of Supervisors approved an amendment to the County Ordinance Code banning the disposal of construction and demolition (C&D) debris at the County-operated American Avenue and Coalinga Landfills. The Board s action was taken to assist the County in meeting the diversion requirements of AB 939, which required every city and county in the state to divert 50% of its solid waste from landfills by There are six exceptions to the County s C&D debris ban: 1) individual loads consisting of three cubic yards or less, 2) mixed waste where C&D debris represents less than 20 percent of the load, 3) disaster debris, 4) C&D debris without market infrastructure, 5) C&D debris residues from C&D debris processing facilities, and 6) loads containing non-friable asbestos that meet County guidelines. C&D debris is generated during the construction and demolition of buildings, roads, landscaping and road clearing. It typically includes materials such as concrete, asphalt roofing and paving, lumber, gypsum, wallboard, dirt, brick, scrap metal, green waste, cardboard, and plastic. This Guide lists the C&D materials currently banned from disposal at the two County-operated landfills and for which there are local disposal options. At the end of this document, you will find the names of companies included in this Guide that are also permitted C&D processors. Every effort has been made to list the most up-to-date information in this Guide. Because market conditions do change, it is recommended that a call be placed to the company to confirm its location, hours of operation, and that it still accepts the specified C&D debris. It is planned that this list will be revised annually to reflect any changes in local markets. Currently, the County has implemented programs for the disposal of recyclables, clean green waste and household hazardous waste.
