Reform of US immigration law is high on the political agenda for President Obama's second term. What is current US immigration policy? What needs to be reformed? Also, immigration reform is not exclusive to the United States. Immigration policy is also controversial in the United Kingdom. What are the pressing immigration reform debates in the United Kingdom? 6 Page 6 Pro Bono Attorneys Needed for Homeless Veterans Pro bono attorneys, paralegals and law students are needed for the Homeless Veterans Stand Down on Saturday, February 23 from 10 to 5 PM at the Harrisburg Military Post (Armory) located at 14 th and Calder Streets, Harrisburg. Stand Downs are typically one to three day events providing services to homeless military veterans such as food, shelter, clothing, health screenings, VA and Social Security benefits counseling, and referrals to a variety of other necessary services, such as housing, employment and substance abuse treatment. They are collaborative events, coordinated between local VAs, other government agencies, and community agencies. For more information go to: The Harrisburg Stand Down organizers contacted the Bar Association to request our participation. Therefore, we invite you to help staff a Legal Information Table on Saturday, February 23 during these time slots: 10 to Noon Noon to 2 PM 2 to 4 PM 4 to 5 PM. We hope to have four attorneys for each time slot. We will have a table and chairs for you (and the folks you speak with) to use. We will bring some simple brochures on legal topics (Custody, Expungement, Landlord/Tenant, etc.). Much of the information is also online via which you can use via your smart phones. The event could be compared to Ask a Lawyer at Strawberry Square or our Pro Bono Homeless Outreach Project. You will help point the veteran in the right direction but would not represent the veterans. Since it is not a MidPenn Legal Services program, attorneys are not covered by MidPenn s malpractice insurance. Please contact Sandy Ballard ( or sandy@dcba-pa.org) for more information or to sign up. Please help us give back to those who have been willing to give their lives for us.

12 Page 12 FROM THE LIBRARY The third installment in the Librarian s entries for African American History month features a brief introduction to the first African American appointed to the federal bench. This honor is held by William Henry Hastie who was appointed by President Franklin D. Roosevelt in 1937 to sit on the Federal District Court of the Virgin Islands. William Hastie initially taught school after graduating from Amherst College. He would go onto graduate from Harvard Law School in 1930 where he was a member of the Harvard Law Review. He served as a race relations advisor and worked as a solicitor in the Department of Interior during the early parts of the Roosevelt administration. In 1937 President Roosevelt appointed him to the District Court for the Virgin Island where he served in that capacity for two years. He returned to Washington D.C. in 1939 and took the position of Law School Dean at Howard University. For the first years of World War II, Hastie served as aid to Secretary of War Harry L. Stimson, but quit that position to protest the government s policies of racial segregation and discrimination. After the war, Hastie served as the Governor of the Virgin Islands until he was appointed by President Harry S. Truman to the bench of the Third Circuit Court of Appeals. He would serve on the Third Circuit for 21 years, rising to chief judge in 1968 and retiring as senior judge. A biography of his life can be found at: A transcript of an oral history interview with Judge William H. Hastie can be found on the Truman Library website at: A detailed chronicle of his life can be found in: Gilbert Ware s William Hastie: Grace Under Pressure. Oxford University Press (1984): This book is located on the Delaware campus, but can be sent to the Harrisburg by clicking on the red request link on the top of the item record in the library catalog. As always, if you have questions call the Information Desk at or click on the Ask a Librarian widget found on the Law Library s homepage at:
