1 Agenda item: FL 121b USF Board of Trustees June 14, 2012 Issue: Capital Improvement Trust Fund Fee for USFSP Students Proposed action: 1) Approve Capital Improvement Trust Fund Fee Increase for USFSP Students 2) Approve Capital Improvement Trust Fund Fee project recommendations Background information: The Capital Improvement Trust Fund Fee (CITF) and the Building Fee are currently established at $4.76 per credit hour per FL Statue An increase of $2.00 per credit hour is requested for CITF Student Fee. The increase will generate additional revenue with which to support studentfocused projects. Use of the existing CITF funds and the proposed increase has been approved by the Student Fee Committee. The projects to be funded from the existing CITF include: Recreation Pool ($700,000): A new recreation pool is planned to replace the existing pool, which was built in the 1940 s and is in need of more than $500,000 in repairs. The new pool will be of competition length for club sports and will provide for new activities such as water volleyball. Volleyball Courts ($200,000): This project will replace the volleyball courts that were demolished for the University Student Center project. The courts received heavy use both from organized competition and from students at play. The project will also add lighting to extend available playing time. Recreation Field Lighting ($450,000): This project will provide lighting for the single USFSP recreation field located at the corner of 5 th Avenue South and 4 th Street South. Lighting will extend available playing time and increase safety for users. (Continued)

2 Recreation Facility ($811,534): This project will replace the single indoor sports court available to students of USFSP, which was demolished during the Campus Activities Center renovation. The project will provide for multipurpose fitness activities including basketball, volleyball, billiards and ping pong in a climate controlled space. Purpose Vote to request use of the Capital Improvement Trust Fund (CITF) monies to fund USFSP projects. Background Approximately every 2 3 years, the CITF committee has the opportunity to request funds for the construction or improvement of campus projects. Dr. Dhingra, Vice Chancellor of Administration and Finance, requested the CITF committee to meet to discuss use of funds, which he will present to the State University System Board at their next meeting. 4 Page 2 May 9, 2012 General Discussion There are several projects needing attention The pool is leaking and slowly sinking. It needs to either be repaired ($500K without warrantee) or build a new one for $650K. USFSP was considering a swim team; however, per NCAA rules, we are not eligible to have one. We can have a swim club, but our pool, in its current conditions, does not meet the specifications in width or length. There is the need for a large space for indoor recreation (old CAC), such as basketball, racquetball, and other sports activities. Careful thought has to be given to what USFSP will do in the future so as not to limit itself to specifics. In the creation of indoor recreation space, this space has to be for multi-purpose use to maximize its use. Other projects were briefly discussed; however, specifics will be determined at a later date in other meetings. Action Item: Move to request the maximum available amount of Capital Improvement Trust Fund to be used for improvement/construction of recreational/fitness facilities at USFSP. Motion: Quincy Lopez Second: Dr. Cassill Vote: Unanimous in favor of the motion. With no other matters to discuss, Matt Morrin adjourned the meeting at 1:30PM.

All students present were approved by Mark Lombardi. Purpose Request a $2 increase to be used for improvement and construction of recreational facilities at USFSP. Overview Matt explained that the Capital Improvement Trust Fund (CITF) is funded by student fees to serve student life outside the classroom. The A&S fee is not enough to keep up with all the improvements that are needed, and PECO funds can only be used for academic projects. Dr. Cassill asked how much would this increase impact a student with a 15 credit hour load. 9 Page 2 June 7, 2012 Matt said it would increase the CITF fee from $4.76 to $6.76 per credit hour. Mark added that USF Sarasota has already requested the $2 increase. General Discussion Matt briefly reviewed the May 7, 2012 meeting, where the committee voted unanimously to request access to the maximum amount of CITF to be used for the improvement/construction of recreational/fitness facilities at USFSP. Some of the projects mentioned for the use of these funds were: 1) Recreational pool, 85 x45, with three lanes for lap swimming, ADA compliant. 2) Two (2) lighted volleyball courts next to Student Life Center (USC). 3) Lighting for outdoor recreation field. 4) Recreational facility adjoining University USC. The $2 per credit hour increase was not considered at the May meeting. Quincy commented that although this $2 increase is difficult for many in times of economic hardship, the overwhelming benefit to the students more than offsets it. Students are currently enjoying what alums had pushed for in the past. What is being requested now will be enjoyed by future generations. Dr. McKinstry agreed and said that the Health and Wellness Center, which currently benefits students, is evidence of this. Action Item: Move to request $2 increase to be used for improvement and construction of recreational facilities at USFSP Motion: Dr. Diane McKinstry Second: Dr. Morgan Gresham Vote: 11 in favor 1 against With no other matters to discuss, Matt Morrin adjourned the meeting at 10:27AM.
