APPROVAL OF MINUTES May I (as Board President) have a motion to approve the minutes of the April 14, 2005, meetings of the Board of School Directors of the Quakertown Community School District. Linda A. Martin William Laboski

2 President, Philip S. Abramson announced that the Board of School Directors will hold a special meeting for public comment on Act 72 on Wednesday, May 11, 2005 at 7 pm. There will be a short presentation on Act 72 and then the meeting will be open for public comment. If anyone cannot make the meeting, they can send their comments to the school district. V. RECOGNITION OF GUESTS OR SCHEDULED SPEAKERS So that the secretary might record the names of all citizens who appear before the Board, as well as their topic of discussion, the Board asks that all visitors who address the Board please state their first and last name and the name of the township or borough in which they reside. Helen Kondracki, Haycock Township Mrs. Kondracki addressed the board regarding the budget and millage increase. VI. REPORTS A. BUCKS COUNTY INTERMEDIATE UNIT Dr. Julie Fagan read the minutes from the April 19, 2005 board meeting of the Bucks County Intermediate Unit #22. Their next meeting will be held May 18, 2005 at 7:00 PM. B. ELEMENTARY EDUCATION/ASSESSMENT Dr. Harry W. Morgan reported that PSSA testing for reading and math was held on April 4 to April 15 in grades 3, 5, 8, and 11. The school district is given a two week time frame when the tests must be conducted. Kindergarten registration is being held this week. So far we have 329 registrations for the school year. Our class size for Kindergarten should be in the low 20 s. C. SUPERINTENDENT OF SCHOOLS Special Education Costs Dr. James R. Scanlon reported on the escalating special education costs to the school district. We educate a large population of special education students and the federal government promised to fund 40% of our special education costs. During our last audited year in 2003, we received 11% of our total costs from the federal government. We spent $5.7 million dollars and we received funding in the amount of $640,000. We are sending an invoice to Congressional leaders for $l.8 million dollars for the unpaid balance of the federal share of IDEIA funding. Budget for Revisions were made to the original budget. Expense cuts were made to special education, technology budget and teacher conferences. Revenue adjustments include an increase in funding from BCIU and an increase in parking fees at the 2

3 high school. The millage increase is (11.7%). To get below 10%, we would have to cut into educational programs. Activities Fees The Board would like to look into the cost of activities and the possible impact of charging activities fees to students. Dr. Scanlon will work on a list of extracurricular activities and the number of students involved and will research other school districts that have charged activities fees. VII. ITEMS FOR BOARD ACTION The following action items suggest a ROLL CALL VOTE. You will be RECORDED as voting in the affirmative for the motion unless you say Nay or I abstain. A. FISCAL 1. SALE OF FACILITIES TRUCK The Business Services Department is requesting authorization to sell the 1980 Ford F350 Dump Truck, which has been replaced with a new truck. May I have a motion to approve the sale of the above item. Discussion: Nancy B. Tirjan Jo Ann Cosgrove Sylvia C. Lenz, CPA described the truck as being 25 years old and has been repaired many times. 4. SALE OR DISPOSAL OF ECESS TOPSOIL The Business Services Department is requesting authorization to sell or dispose of excess poor-quality topsoil. May I have a motion to approve the sale or disposal of the above item. Discussion: Linda A. Martin David A. Holland Sylvia C. Lenz, CPA explained that the topsoil is full of stones and may not be saleable. It came from the parking lot and the new Strayer Middle School projects. B. PERSONNEL 1. Tirjan Jo Ann Cosgrove Nancianne Edwards explained that two of the new teachers are from Bucks County Intermediate Unit and have transferred with the program that we recently took responsibility for. There are three employees retiring at the end of which represent 94 years of service to the school district. They include: John F. Koetteritz, 30 years, Fred Richter, social studies teacher for 32 years, and Raymond A. Fox, High School for 32 years. C. OTHER BUSINESS 10

11 President, Philip S. Abramson asked if anyone would like to address the board. John Flynn, Quakertown Borough addressed the board regarding impact fees for developers and on Act 72. Kevin Wolfinger, Richland Township addressed the board regarding the increase in taxes. John Edge, Richland Township addressed the board regarding Act 72 and the increase in taxes. Philip S. Abramson announced that the date and time for the special meeting regarding Act 72 will be held on Wednesday, May 11, 2005 at 7 pm in the high school cafeteria. VIII. INFORMATION ITEMS A.
