3 Executive Summary Since opening its doors in Fall of 2007 the Student Recreation and Wellness Center (SRWC) at UW Oshkosh has received four national awards, hosted over one million patrons, and has built a fantastic array of programs that has record levels of UWO students participating in personal fitness and recreation. This success has lead to a facility that is one of the most used and coveted by the student body, resulting in a need of expanded recreational play space year round. The Intramural Recreational Field Complex (Recplex) is a project that will develop the former River Commons site into a 4.35 acre recreational complex complete with lighted multi-use artificial turf, ornamental fencing, and a seasonal dome. In the school year 70% of the entire 13,513 student population participated in recreation. Specifically, participation in intramural programs has been growing steadily and experienced a 51.9% jump in participation from 2010 to That increase does not include approximately 300 students who were denied access to participation in intramural programs because of lack of available physical play space. The significant growth in intramural participation, the number of students being denied participation, and the loss of on-campus green space are the main drivers for creating the Recplex. Development of the idea for the Recplex was led by the Oshkosh Student Association and in their elections 76.2% of student voters chose to increase their student segregated fee $5 per semester to build the Recplex. The Recplex will feature two (2) flag football fields, two (2) recreational soccer fields, one (1) regulation soccer field, one (1) regulation rugby field, and one (1) regulation lacrosse field. The fields will be laid out to allow multiple games to occur simultaneously. The addition of the fields, the lights to allow for play to continue later in the evening, and a seasonal dome will more than double the currently available space, allowing the intramural programs to grow well into the future. UW Oshkosh is experiencing high numbers of student enrollment, and building this expansion of space for recreational programming in the biennium is crucial to ensure that all students attending UW Oshkosh have the opportunity to grow and learn both in and out of the classroom. The Recplex is estimated to cost $6.466 million. Building the Recplex for the small increase in student fees is made possible because of the significant savings that were realized during the construction of the SRWC, and revenue realized from renting the Recplex during winter break, spring break and summer when the student population dramatically decreases on campus. The residual seg. fee from the construction of the SRWC was authorized to be used for this project by the student majority Segregated Fee Committee. The Oshkosh Student Association, SRWC staff, and Administrative Services business analysts developed a business plan projecting that the entire annual operating budget of the facility will be covered by rental revenues from community user groups during non-student use times. Moreover, a rainy day fund comprised of net revenue and the student segregated fee increase will be established to cover the eventual replacement cost of the artificial turf and seasonal dome in 10 to 15 years. Even with the inclusion of this project UW Oshkosh student segregated fees are still the third lowest in UW System and our programs and services are some of the best in the system thanks to sound student involvement and administrative oversight. 1

4 Why is there a need for a Recplex? Outdoor intramural sports leagues, sport clubs, and drop in play are currently limited due to the lack of available on campus green space, the condition of grass fields, and daylight scarcity particularly in fall evenings. The footprint for green space at UW Oshkosh for student recreation has diminished with the construction of the High Avenue Parking Ramp, parking lot 7a expansion, Sage Hall, SRWC, and Horizon Village. The largest piece of outdoor off campus green space, East Hall, is reserved September through November and April through May from 3 p.m. until daylight permits play. Indoor space for students to participate in recreation or athletic activities is at maximum capacity in all three facilities, i.e. Kolf Field House, Albee Gym, and the SRWC. Consistently on every weekday from October through April space is reserved from 3 p.m. to 11:45 p.m. The programs offered by the SRWC are by far utilized by the majority of students at UW Oshkosh, as shown in the graph below. Due to the popularity of intramurals in the past two years, over 300 students annually are turned away from participating because of the lack of space. Students Student Participation in Overall Recreation Academic Year Participation in Rec. Population of UWO The number of students participating indicate number of unique student participation to all recreation activities, i.e. general fitness, intramurals, sport clubs, drop-in play The need to accommodate the growing interest in recreation was first anticipated in 2008, and a recreational sports complex was included at its proposed location in the UW Oshkosh master plan approved by the Board of Regents in The National Intramural Recreational Sports Association space planning guidelines recommend that a campus with the UW Oshkosh student population size have 3.6 flag football fields and four (4) soccer fields. Currently, UW Oshkosh has two (2) flag football fields and one (1) soccer field for intramural use off-campus at the East Hall site. 2

5 What is the Recplex? The Recplex is a 4.35 acre recreational complex complete with lighted multi-use artificial turf, ornamental fencing, and a seasonal dome. The Recplex will have two (2) flag football fields, two (2) recreational soccer fields, one (1) regulation soccer field, one (1) regulation rugby field, and one (1) regulation lacrosse field. The fields will be laid out to allow multiple games to occur simultaneously. The synthetic turf fields will be constructed to include state-of-the-art drainage and concussion/shock absorbent underlayment. The engineered turf infill is 30% cooler than standard crumb rubber infill and is 100% recyclable. Ornamental fencing and a removable netting system will be used to surround the site for the security of those on the fields, as well as vehicular traffic around the site, while allowing a defined entrance. A permanent building will be constructed near the main entrance to control access and provide restrooms, concessions, and storage. The lighting for the fields will minimize off site light spill and glare on adjacent property. Additionally, new green generation lighting will reduce energy consumption from prior technology by 50%. A seasonal dome covering the large soccer field (shown below) will be installed from November to May to provide the recreation opportunities so highly sought by students. The dome is constructed of a double membrane structure with vinyl coated cables to reduce snow entrapment and an aluminum channel anchoring system, which provides for the even distribution of loads and forms an airtight bond around the entire base of the dome allowing for reduced energy costs. When the dome is removed from the site and stored it leaves no protrusion or tripping points to affect continued field use. While in use the dome will be lighted with 78 energy efficient suspended 1000 watt metal halide fixtures. Access to the structure will be via an aluminum, self-contained, three leaf revolving door for the main entrance and seven aluminum 40 clear width emergency exit doors, complete with steel frame, panic hardware, exit lights and battery backup, balanced around the perimeter. The dome will be inflated and heated with an all-in-one indirect fired furnace with modulation burner, heat exchanger, temperature controls and all state-of-the-art operating components. The inflation package consists of a high efficiency electric motor, fans, motorized dampers for pressure control, and a remote control station allowing for pressure adjustment to its most energy efficient level. 3

6 How did the idea for the Recplex evolve? In fall of 2010 a new record number of students were turned away from intramural participation and the Oshkosh Student Association (OSA) executives decided to study the issue and engage the student body. OSA learned that due to the high levels of participation in intramurals, sport clubs and athletic team practices/games, usable green space and indoor play space was at maximum capacity. In addition it was noted that the scheduling of facilities had already been designed to allow for the maximum amount of student usage. Discussions by the OSA Senate and the Student Recreation Advisory Committee determined the only viable solution was to develop more usable play space. It was impractical to attempt to expand the SRWC because of its proximity to the Fox River, Pearl Ave. and Osceola Ave. Furthermore, cost estimates showed the Recplex could be built for approximately $42.17 per sq. ft. compared to $ per sq. ft. originally paid for the SRWC. Maintenance costs of $30,000 to $60,000 annually could also be eliminated by using artificial turf instead of grass. Timeline The Student Recreation Advisory Committee voted to include an intramural field complex in the recreation capital budget using the residual seg. fee from SRWC construction, which was then approved by the Segregated Fee Committee OSA solicited feedback from students about the possibility of building the Recplex. A recreational sports complex was included at its proposed location in the UW Oshkosh master plan approved by the Board of Regents. Design options and a business plan are defined OSA Referendum to build the Recplex with a $5 per semester seg fee increase passed with 76.2% of student voters voting yes. The current River Commons site and a parcel of privately owned land south of the athletic fields at the Oshkosh Sports Complex (across the Fox River) were vetted with students via an all campus survey. Of the 934 individual responses, 95.1% of the respondents felt the facility would get more use on the River Commons site. Given the overwhelming support for the current River Commons site, facility designers at Rettler Inc. were engaged to provide OSA and University administrators with accurate construction cost estimates and a rendering of the Recplex design. In February 2012 OSA put forth a referendum for the Recplex under resolution In March students passed the referendum with 76.2% voting yes. More students voted for the Recplex referendum than the other referendum questions on the ballot or for the OSA candidates. An architect/engineer is scheduled to be selected in January 2013 and the final design report to be finalized by May The bidding process would be conducted throughout out summer of 2013 with a contractor to be selected by August 2013 and construction to begin in October. Ideally, the Recplex would be completed by January 1, 2014 with more than enough time to prepare for the spring intramural sports season and build a base of customers for summer 2014 rentals. 4

7 How do students feel about the Recplex? First and foremost, the March 2012 OSA elections had the highest student voter turnout ever, and 76.2% of students voted in favor of the Recplex referendum. Prior to the election, students were consulted via an all campus survey conducted by OSA, generating 954 unique respondents. Large student contingencies such as students living in residence halls, multicultural students, and non-traditional students entered into discussions via their respective student organizations. The majority of students solicited, approximately 70%, were in favor of the Recplex because of the benefits it would bring to campus with the minimal increase of their segregated fee. Overall, UW Oshkosh students are very engaged in the segregated fee funded units. Each unit has its own student advisory board and the all-university Segregated Fee Committee voting members represent a majority of students. The idea for a recreation field complex originated with the members of the Student Recreation Advisory Committee (SRAC). In 2008 the members saw the need for additional space for intramurals and voted to include a recreation field complex in the recreation 10 year capital budget, which was then approved by the Seg Fee Committee. This was acute planning on the students part because of the accumulating reserves from the savings realized during construction of the SRWC would be able to significantly reduce the increased cost to students. Beginning in 2010, OSA along with members of the SRAC led the efforts for building what is now the proposed Recplex. The feedback solicited from students, preliminary design location and features, overall cost parameters, and operating budget were all primarily engineered by OSA and the SRAC with assistance from SRWC staff and University administrators. OSA wholeheartedly endorsed the Recplex with resolution SS , which passed unanimously on April 3, The March 2012 OSA elections had the highest student voter turnout ever, and 76.2% of students voted in favor of the Recplex referendum Additionally, the Seg. Fee Committee voted unanimously on December 3, 2011, to include the Recplex in the SRWC capital budget, using the SRWC reserve amounts. After reviewing the referendum results, the committee voted unanimously on March 24, 2012, to approve the project, but to postpone the $5 per semester seg. fee increase until when the project would be underway. 5

8 How much does the Recplex cost to build and operate? The Recplex is estimated to cost $6.466 million, which includes the turf field, lighting, ornamental fencing, seasonal dome, and small concession/storage building. The funding source for Recplex construction will be a loan, solely supported by program revenue. When the SRWC was constructed in 2007, the project footprint was slightly reduced and the final cost was significantly under budget because of the declining economy. The difference in planned bond payments and actual payments has been accruing since 2007, and this difference is what allows the Recplex to be built with the small increase in student fees. The figures below are best estimates based on information from other universities and estimates from potential vendors. The anticipated profit from rentals will be used for future capital improvments, extraordinary repairs or to reduce the segregated fee assessed to students for the Recplex. 9 How will the Recplex be operated? The vision of student recreation at UW Oshkosh is to meet the dynamic needs and interests of all students by providing the programs and facilities sought by students to promote the maintenance of their mental and physical health. The Recplex is an extension of student recreation and will be operated by the current staff of the SRWC and a partnership with Intercollegiate Athletics. The roles of the part-time Sports Facility Scheduling Coordinator, part-time Intramural Coordinator, and a part-time athletic coach will be modified and expanded to encompass the overall management of the Recplex and its programs. As is currently done for the SRWC, part-time student building managers and other student employees will be hired to conduct the daily operations of the Recplex; these students will be supervised by full-time University staff members. The Recplex s primary use will be for University intramural sports, sport clubs, and drop-in play. The Recplex will be scheduled for these groups during the prime times of 4:00 p.m. to midnight Monday through Thursday. The daytime use of the Recplex will be available for use by other campus groups such as athletics, student organizations, University departments, or University special events. The Convention and Visitors Bureau has been more successful attracting sporting events to Oshkosh than attracting conventions to the Oshkosh Convention Center The Recplex will be available for rental to community and campus user groups on the weekends, during winter break, spring break, and summer. It is estimated that revenue of $280,000 will be generated from rentals. The Recplex s potential to generate positive net revenue is due to the fact that it will be used exclusively for rentals on the weekends either by campus or community groups. Similar facilities at other campuses reserve many weekends for athletic competition. Currently, there is no indoor sports facility of this size between Milwaukee and Green Bay. Our targeted users include local soccer clubs (Oshkosh United, Water Cities), select/premier soccer clubs (FC Green Bay, FC Milwaukee, Milwaukee Eclipse, Paper Valley FC), fast pitch softball, area high schools, Special Olympics, Semi-Pro football (Fox Valley Force, Kimberly Storm), and events recruited by the Oshkosh Convention and Visitors Bureau. Building the Recplex presents a great opportunity to partner with the Oshkosh Convention and Visitor s Bureau (CVB) to bring special events to Oshkosh and build the city s The Event City brand. The CVB is excited about the project because having the Recplex fields and the Oshkosh Sports Complex in such close proximity gives Oshkosh a distinct advantage in recruiting special events. According to Wendy Hielsberg, the CVB executive director, the CVB has been more successful attracting sporting events to Oshkosh than attracting conventions to the Oshkosh Convention Center. 7

10 What results have other campuses realized? Throughout 2012 UW Oshkosh administrators visited the facilities listed below and experienced firsthand the benefits of having a seasonal dome and the unique opportunities it presents for the UWO campus and Oshkosh community. St. Cloud State University (SCSU), the university most comparable to UW Oshkosh is located 75 miles north of Minneapolis, Minnesota. The city of St. Cloud occupies an economic area similar to the Fox Valley. SCSU is NCAA DII and hosts a large intramural and sport clubs program. The SCSU facility is a 4,200 person capacity sports stadium covered by a 72-foot high dome in the winter months. SCSU charges $200 an hour for rental of its facility when the dome is in use, raises approximately $150,000 in revenue annually, and strives to break even on the operating budget. SCSU has no rainy day fund established for turf or dome replacement. The facility has been in existence since 2004, and use is split between athletics and recreation, leaving less time available for rentals, especially on weekends. Rochester Community Technical College (RCTC) in Minnesota partnered with the city of Rochester to construct its facility, and splits the use between the community and campus. The facility opened in 2010 and is used by RCTC sports, local high schools, a semi-professional football team, and a premier youth soccer club. RCTC manages the complex and charges $220 an hour for dome rental. The facility realized $166,000 in revenue for 2011 compared to $204,000 in expenses. Figures provided by the RCTC Director of Facilities show the complex on track to break even this fiscal year. According to local news articles and RCTC staff, the facility was welcomed by the community and is growing in popularity. Augsburg College in Minneapolis, Minnesota is a small private university, but is in NCAA DIII. Augsburg built its facility in 1984 with several enhancements occurring over the years since then. Augsburg s facility is home to its football, soccer, and softball teams, and is covered by a dome in the winter months. The current dome is the second dome Augsburg has installed in the facility s history. The facility is rented for $350 per hour because of its location in a metropolitan area. Due to extensive use by Augsburg athletic teams, particularly on weekends, the time for rentals is limited and the college realizes less rental revenue than expenses.
