Hot off a mobile device Electronic Signatures Electronic signatures are permissible provided the prospective student-athlete (PSA)/parent/legal guardian signature is a replica of the actual signature (e.g., using mouse, stylus, finger to sign). - Digital or typed signatures are not replicas of the actual signature. The director of athletics and/or financial aid authority signature can be a digital signature (e.g., authorized pdf stamp). 2
3 PSAs can download apps to sign documents and send electronically. Electronic Signatures Electronic Signatures The NLI can be provided to a PSA electronically and a PSA can submit the NLI to the institution by electronic means. Example: NLI can be sent by with a photo attachment. The NLI must be populated in the member institution portal and cannot be populated out of a third party system. NLI issuance date 11/11/2015. NLI and athletics aid agreement signed 11/19/
5 Did Star Buck sign the NLI within the 7-day signing deadline? Is a parent/legal guardian signature needed on the NLI? Athletics aid agreement? Since the NLI signing period was November and the NLI was issued on November 11, Star did not sign the NLI within the 7-day signing deadline. A parent or legal guardian signature is required on the NLI since Star is under the age of 21. Not only is the NLI invalid, the athletics aid agreement signed on November 19 would be an NCAA violation. 5
6 Dunkin Donuts Men s Basketball Signed NLI in November 2013 with another NLI member institution for enrollment. NLI remained binding. Enrolled at a two-year college Fall Signed NLI with Keurig College in November Could Dunkin be recruited while attending the two-year college with a valid NLI? Could Dunkin sign an NLI with Keurig College? Will Dunkin be subject to the NLI penalty? The NLI recruiting ban was lifted at the end of the academic year. Dunkin was permitted to sign with Keurig College contingent on graduating from the two-year college before enrolling at Keurig. Dunkin will not be subject to the NLI penalty if he graduates from the two-year college. Graduation fulfills the previously signed NLI. 6
7 Cari Bou Women s Tennis Signed NLI in November Graduated early from high school in December Enrolled at Keurig College January Was Cari permitted to sign a NLI in November 2015 if she was enrolling Spring 2016? Can athletics aid be provided for Spring 2016? Cari can sign in November and enroll early (Spring) at the signing institution. In Division I, athletics aid can be provided for the spring term plus the corresponding NLI year (e.g., ). In Division II, athletics aid cannot be provided for the spring term if accompanying the NLI. Multiyear aid is not permissible in Division II. 7
8 Krispy Kreme Women s Soccer Signed NLI with Glazed State in February Declared a nonqualifier in June Competed in the World K-Cup during the summer of Attended a prep school Signed NLI in February 2016 with Keurig College. Since Krispy was declared a nonqualifier in June 2015, can she sign an NLI in February 2016 while attending prep school? What about the NLI recruiting ban? As a nonqualifier, Krispy can sign an NLI during the next signing year. If Krispy does not become eligible by the start of classes in Fall 2016, the NLI with Keurig College is null and void. The NLI recruiting ban would not have applied to Krispy once her first NLI was declared null and void. 8
9 Tim Hortons Men s Ice Hockey Signed NLI November 17, Will play junior hockey during the academic year and enroll at Keurig College Fall Could Tim sign a NLI if the institution was not planning on him enrolling until the academic year? What happens if Keurig College does not have the athletics aid available for the academic year? If an institution has knowledge that a PSA will not enroll for the academic year corresponding with the NLI and athletics aid agreement (e.g ), the PSA should not sign a NLI. If the institution does not have the athletics aid available for the following year (e.g., ), the NLI is null and void. 9
10 #ComplianceLovesMe U there? Recruiting French Roast. She will not graduate from secondary school until December Can she sign a NLI? What about signing only an athletics aid agreement? French Roast would not be permitted to sign a NLI. A PSA signing a NLI is expected to be able to enroll Fall French would still be attending secondary school in Fall French could sign a NLI during the November 2016 signing period. If enrolling Spring 2017, a Division I athletics aid agreement can include Spring aid plus the aid. 10
11 French would not be permitted to sign an athletics aid agreement during the signing year. Since French will not graduate from secondary school until December 2016, the PSA is not permitted to sign an athletics aid agreement prior to her NLI signing year ( ). Sorry to bother u so late. Recruiting a multisport PSA in football & track. Can he sign during the early signing period for track? Thanks! If this PSA is being recruited by Keurig College in both football and track and is planning on participating at Keurig College in both sports, the PSA cannot sign in November. Signing this PSA in November is not permissible since football does not have an early signing period and this PSA would sign prior to the football signing period starting in February. 11
12 Can I sign Chai Latte to athletics aid in March? Not signing NLI. Have to sign this kid! Game changer! It is not permissible for Chai Latte to sign an athletics aid agreement before an initial NLI signing date. For a sport that has signing dates starting in November and April, a PSA could only sign an athletics aid agreement during the November early signing period, during the final signing period starting in April or once all signing periods have concluded (e.g. August 1). Per NCAA rules, it is not permissible to sign an aid agreement before or between these two signing periods. Whoops! Forgot to tell you, Chai is a four-year college transfer. A four-year college transfer is not bound by NLI signing dates so an athletics aid agreement can be signed outside of NLI signing dates. 12
13 Caramel Macchiato signed in November and now I find out the financial aid office is being generous today. Can you believe it? Caramel will receive a full academic scholarship which is more than the athletics aid and wants to take the larger sum of aid. Great Deal! What happens to his NLI? If Caramel Macchiato is awarded institutional financial aid that is equal or greater value than the athletically related aid, Caramel can release the institution of its obligation to provide the athletics aid. The NLI will be declared null and void. The NLI recruiting ban no longer applies. It s May. I have not heard anything from Half & Half in months. He has checked out so I don t know if he is going to be here in the fall. I could really use his scholarship. What happens to his NLI? 13
14 Half & Half s NLI remains valid. He will be subject to the NLI penalty and will still be under the NLI recruiting ban. If he is not in attendance at the signing institution for the fall term, the athletics aid can be issued to another student-athlete. Pumpkin Spice has contacted me and wants to come on an official visit. She has a valid NLI. Not wanting to attend where she signed. Granted permission to contact but has not submitted the NLI release request. What s Next? Pumpkin Spice would need to initiate the NLI release request. If the signing institution grants a complete release or lifts the recruiting ban, Pumpkin can go on an official visit. Permission to contact applies once triggering the NCAA definition of student-athlete. This would not apply to Pumpkin. The NLI recruiting ban applies to a PSA versus studentathlete. If the PSA did not attend the signing institution then the NLI recruiting ban applies for the academic year that the PSA was supposed to be attending the signing institution. 14
15 Lots going on here with Hazel Nut! November 2014 Signed NLI with Steamer State February 2015 Granted complete release April 2015 Signed aid agreement with Bean College June 2015 Graduated from high school Summer 2015 Enrolled summer at Bean and received athletic aid Fall 2015 Didn t return to Bean and didn t enroll at any institution Spring 2016 Enrolled at a 2yr college Fall 2016 Want Hazel to enroll at Keurig. Not graduating from 2yr college Hazel Nut is a transfer. Since she received a complete release from Steamer State, she no longer has a binding NLI. Hazel was not permitted to sign an NLI with Bean College since it was the same signing year she signed with Steamer. She could sign an NLI with Keurig College while attending the two-year college. If Hazel does not graduate and since she must graduate to fulfill the transfer rule (Division I), her NLI with Keurig College would then be null and void. I know it is last minute but I want to sign this kid asap. She lives in Australia and the current time in Australia is now November 19 in the morning but still 18 th here. Is she able to sign the NLI and have it be valid? Good to go right? 15
16 The signing date and time applies to the PSA s local time. Since the signing period ended on November 18, this PSA cannot sign an NLI. She will need to wait until the April signing period starts. I have been contacted by the father of one of my signee s from last year. You remember Swiss Miss who never showed up for school. Her father wants to know if I still have the athletic scholarship available for her. Yikes! Since this is a year later, do I have to keep the aid for her if NLI is still binding? Since Swiss Miss signed a NLI and did not attend the academic year, an institution is not obligated to have the athletics aid available for If Swiss has not enrolled at a two-year or four-year institution during the academic year and if the signing institution does not have the athletics aid for her, the NLI would then be null and void per the NLI one-year absence. 16
