1 Compliance Newsletter November, 2017 Inside this issue: NLI Signing 2 Reminders 2 Interpretation 2 Board (cont) 3 Compliance Answers NCAA Recruiting Calendar Campus Calendar Board gives $12.5 million more to concussion research By: Stacey Osburn NCAA.org The NCAA s top governing board unanimously approved $12.5 million in additional funding for the most comprehensive clinical study of concussion and head impact exposure ever conducted. The increased resources comes on the heels of the Board of Governors April adoption of a full health and safety agenda for the Association. The board made its decision this week during governance meetings at UCLA for all three divisions. The continuation of this longitudinal study is an important step in the NCAA s ongoing efforts to protect student-athlete well-being, on the field and off, said G.P. Bud Peterson, board chair and president of Georgia Tech. NCAA member schools are a critical component of these research efforts as the Association continues to take a leadership role, in collaboration with multiple key stakeholders, to improve the safety of athletes, now and in the future. The NCAA and the U.S. Department of Defense launched its landmark alliance more than three years ago to enhance the safety of athletes and service members. The study is designed to provide a more accurate understanding of the natural history and neurobiology of concussion and repetitive head impact exposure across student-athletes in all NCAA sports and students at military service academies. More than 37,600 individuals have participated from 26 universities and four academies. The next phase of the longitudinal study will examine the cumulative and persistent effects of concussions and repetitive head impact exposure. The additional funding for the CARE Consortium study will in part support the continued enrollment of student-athletes and cadets, as researchers expect the cohort will continue to grow Compliance Questions 1. Who is eligible to sign a National Letter of Intent? 2. Can a coach be present when a prospect signs a National Letter of Intent?
2 Page 2 Compliance Newsletter NLI SIGNING DAY All sports, other than soccer, have an early signing period from November 8-15 To request an NLI you must complete an NLI Request form and submit it to Jill A prospect must be registered with the Eligibility Center prior to receiving an NLI Institutional policy requires that we receive a transcript and test score prior to issuing an NLI An NLI must be accompanied by an athletic scholarship and must include athletic aid for the academic year All NLI s and athletic scholarships will be ed to prospects to ensure timely delivery A prospect or their parents may not sign the NLI prior to 7am on November 8th. Doing so is an NCAA rules violation for that sport Recent Interpretation Managers Coaching Outside Teams that Include Current Student-Athletes Date Published: October 26, 2017 Interpretation: The committee determined that an institution's student manager who works with a member institution on a regular and continuing basis, including when the individual is absent from the institution for a temporary period (e.g., semester/quarter, summer), is not permitted to coach an outside team that includes a current student-athlete from the institution's team. Reminders Official visit paperwork is due within 2 weeks after the end of the visit. The next Mandatory Coaches Meeting is November 9am. Practice logs are to be completed every 2 weeks and should be turned into the Compliance Office as soon as they are signed.

The CARE Consortium is providing compelling information that will help shape policy and recommendations that improve student-athlete and cadet health and safety, said Brian Hainline, NCAA chief medical officer. It s important work and the additional funding will make a true impact on this historic, potentially groundbreaking study. Commission on College Basketball The board affirmed its support for the work of the Commission on College Basketball, which it established with the Division I Board of Directors and President Mark Emmert to fully examine critical aspects of Division I men s basketball. The presidents expressed a commitment to act swiftly on recommendations from the commission. Diversity and equity The board approved the roster for the NCAA Committee to Promote Cultural Diversity and Equity. The committee reports to the board and works with the Committee on Women s Athletics and the Minority Opportunities and Interests Committee. Esports All presidents in attendance members of the Board of Governors, Board of Directors and Divisions II and III Presidents Councils received an informational presentation on the esports landscape. NCAA members continue discussions to better understand the NCAA s potential role, if any, in the esports realm. The presidents have not set a decision timetable. Compliance Question Answers Answer 1: Prospective student-athletes enrolling in a four-year institution for the first time can sign an NLI. Student-athletes who start their academic career at a four-year institution and then transfer to a two-year college may also sign an NLI if they plan on entering a second four-year institution. Answer 2: No. A coach cannot be present when a prospect signs an NLI off-campus. Pursuant to NCAA rules, any in-person, off-campus contact made with a prospect for the purpose of signing an NLI or attendance at activities related to the signing of the NLI is prohibited. A coach is also prohibited from in-person delivery of the NLI to a prospect offcampus.

Recruiting Period (Basketball)-Permissible for authorized athletics department staff members to make in-person, off-campus recruiting contacts and evaluations. Quiet Period-Permissible to make in-person recruiting contacts only on the institution s campus. No in-person, off-campus recruiting contacts or evaluations my be made. Dead Period-Not permissible to make in-person recruiting contacts or evaluations on or off the institution s campus or to permit official or unofficial visits by prospective student-athletes. It remains permissible for an institutional staff member to write or telephone a PSA.
