2 THE IMPACT OF HURRICANE MATTHEW Having changed trajectory at the last moment, hurricane Matthew, a category 4 on a scale of 5, with winds up to 215 km/h, has hit the South coast of Haiti the hardest, on October 4th 2016, seriously affecting the following departments: Sud, Nippes, Grande Anse and the west point of the Nord-Ouest department. If the cyclone s passage has caused the death of about 1000 people, OCHA estimates now that 2.1 million people are in need of humanitarian assistance which includes 894,000 children. The property damage is considerable, the floods have been devastating and many people are fleeing the disaster areas. In the Grande Anse department, almost all the houses were destroyed by the hurricane, 90% of crops have been severely damaged, and the health infrastructures have been demolished. Access to drinking water and sanitation are the highest stakes of this crisis, increasing significantly the risk of cholera cases. 1 November 16, 2016

15 EMERGENCIES How the Roncalli International Foundation intervenes? First Level Emergency Aid: When there is a crisis or a disaster, Canadian humanitarian workers get mobilised to bring life-saving assistance to people in need. There are organizations qualified to quickly conduct first aid measures. The Roncalli International Foundation is proud to support the humanitarian efforts deployed by these organizations: International Red Cross, CECI, OXFAM, Médecins du Monde, etc. 2 nd Level Emergency Aid: We intervene mainly at this level, by offering help in rehabilitation, renovation and lastly, if the funds allow it, help in rebuilding. See the action plan. 14
16 EMERGENCY RELIEF FUND-HAITI, History This fund was created in response to the devastating earthquake in Haiti in January 2010 to meet the critical rehabilitation and rebuilding needs presented to the Foundation by our partners. A dedicated emergency team was created to adequately respond to the many requests received at the Foundation. To date, more than $ 7.6 million dollars have been devoted to the concrete realization of 34 major reconstruction projects and 109 other projects directly associated with the repair of infrastructures. Our six (6) years of experience related to this Emergency Relief Fund-Haiti and of collaboration with our two technical agencies in Haiti (CECI-Haiti and Innodev) are able to bear witness to remarkable results; that is to say buildings that are well built according to standards, as well as an accompaniment of quality and an established relationship with them! Behold, we had exhausted funds from this program and then Matthew arrived causing major damages. 15
