1 Fire 12th edition June 2011 Burning Issues By Doug Jennings First I would like to welcome Roxie Hoffman on board to the public safety team. She will be the contact for fire adjuncts in the future. The Merrill campus has received a new temporary classroom. It will be able to accommodate several scheduled classes this summer and fall. The Merrill campus will start rebuilding this summer. A complete project plan is in the works and I will make that available for viewing in the near future. Our burn tower is functional now but will be worked on for two weeks. My plans are to have state testing status operating by fall of this year. Check out the new classes on the schedules and stay tuned for other new classes coming. If you have suggestions or ideas of what your department needs for training, we can work with you to get it. NFPA 1403 has come up at the state level to discuss a better way to educate departments on burning live acquired structures. If you are not following 1403, I would recommend reading the standard, as you will be held to it in the event something happens. We are looking at offering a NFPA 1403 class in the future to help all departments comply with the standard. SomeONE YOU SHOULD KNOW! Roxie Hoffman Administrative Assistant Hello, my name is Roxie Hoffman, and I m the new administrative assistant in the Public Safety office (replacing Bonnie Sparr). I support the Fire Services and Traffic Safety areas. Although I m new to the Public Safety area, I ve worked at NTC for 22 years. I started as a part-time word processing specialist and did that for about 10 years. I ve worked primarily as a support to faculty using Blackboard for developing courses or portions of courses online for the past 12 years. Roxie has lived in Rothschild for about eight years and is married to a wonderful man named Mike. She has two sons, two awesome daughters-in-law, and four fantastic grandchildren (one girl age 8 and three boys ages 5, 3, and 2) with one grandchild on the way. They are a big part of my life outside of NTC. I also enjoy playing handbells in church, singing in the church choir, reading, walking, setting jigsaw puzzles, mini golfing, traveling, and volunteering in the Lincoln County 4-H Fair office prior to and at fair time. I learn more about Fire Services every day and hope to meet many of you. If you have questions or need to contact me, my phone number is and my is hoffman@ntc.edu. An NTC fire newsletter from us to you to keep you informed Focusing on learners, education and our fire partners CONTACTS Roxie Hoffman Fire Administrative Assistant , Ext sparr@ntc.edu Alan Teetzen, Full-Time Fire Services Faculty , Ext teetzen@ntc.edu Doug Jennings, Director of Fire and EMS Education , Ext jennings@ntc.edu Bryce Kolpack Interim Dean of Public Safety , Ext kolpack@ntc.edu Newsletter created and edited by Michelle Shepherd

3 3 Wausau Fire Department Plato said "Necessity is the mother of invention.", and few communities have a greater need for fire protection than one built on the sawmill industry. Wausau considered fire protection a necessity in the year 1869 after two disastrous fires started with the burning of the Daniels and Corey Saw Mill followed closely by a fire in the built up portion of downtown. The downtown fire consumed an entire block including the Music Hall. The Music Hall had been built the year before and was considered the finest building in Wausau. At that time, fire was fought by the entire adult population lining a path from the river to the fire, handing buckets back and forth. To stop the downtown fire, an unburned portion of a building was torn down, while wet blankets were laid on the next building. As a result, on December 28, 1869, the Volunteer Fire Company No. 1 was organized and a hand pump was secured. The first Engine House of Wausau was built at a cost of $ The first full time firefighters were hired in 1893 and by 1913 the department consisted of 1 Chief, 21 paid firefighters, 3 combination hose and chemical wagons, one hose cart, one hook and ladder truck, two steam fire engines and the chief's horse and buggy. The first motor driven equipment was a combination chemical and hose cart and was put into service in Ed single was the first driver. The greatest leap forward came from 1950 to 1971, during the tenure of Chief Wilbur Petzoid. Two new stations were built and equipment was updated. Today, Wausau Fire is 59 career employees strong with 3 stations located strategically throughout the city. Each station houses an engine and a med. Other apparatus includes a Ladder Truck, a Rescue vehicle, a brush truck, a back up Med and Engine and several other specialty vehicles

4 4 Calling the Mayday by Alan Teetzen There are many reasons to call a Mayday. Becoming trapped or disoriented, becoming separated from your crew, running low on air, falling through the floor or suffering an injury are just a few examples. These incidents are not always related to structural firefighting. It is extremely important to recognize the problem and realize that the situation may prevent you from exiting the area safely time is not always on your side. Now is the time for you to slow down and think about what you need to do to help get yourself out of a life threatening situation. By using the easily remembered mnemonic U.C.A.N or L.U.N.A.R. it will enable you to quickly relay the vital information by the Rapid Intervention Team to find and remove you. U Unit number (may be personal unit number or apparatus you are assigned to) C Conditions (i.e. location, room conditions) A Actions (i.e. seeking refuge, looking for ) N Needs (i.e. air, ladder, extrication, getting back on hose line) Or L- Location (Where you entered the structure and where you may be now) U- Unit number (may be a personal unit number or the apparatus you are assigned to) N- Name (i.e. Captain Bertram) A- Assignment (i.e. interior attack) R- Resources needed to get you out (i.e. a spare bottle) After relaying the pertinent information, you should activate your P.A.S.S. device and begin working towards getting yourself free of the situation if possible. After the Mayday is declared, everyone should clear the radio for emergency traffic. Once the firefighter is recovered, all normal radio traffic may resume. Remember that calling for help early, may be the difference between going home safely and well, you know the alternative. Be safe!
