1 This analysis presents information on the education and related spending per total number of degrees or completions awarded at Illinois State University and at the University s IBHE designated peer institutions and the other Illinois public universities. Education and related spending per completion is one way to understand how an institution is using its resources to fulfill its primary mission. Data for the ten most recent fiscal years reported to the Integrated Postsecondary Education Data System (IPEDS), fiscal years 2002 through 2011, are included in this analysis. Fiscal year 2001 data were unavailable. Figure 1 and Table 1 compare Illinois State University to the IBHE peer group and Illinois public university averages. Illinois State s education and related spending per completion was lower than both comparison groups ten years ago, but eclipsed the IBHE designated peer group in the last reported year. Since 2002, Illinois State s education and related spending per completion increased by 20.4 percent. During the same time period, the Figure 1 IBHE comparison group Education and Related Spending per increased at 8.3 percent and the Completion Illinois public universities saw 80,000 the largest increase at 25.2%. 2 IBHE Designated Peer Comparisons Compared to the IBHE designated peer institutions, Illinois State University had the second highest 9- year increase of 20.4 percent, behind Central Michigan University (26.5 percent). Additionally, Illinois State had the second highest increase from fiscal year 2010 to fiscal year 2011 (4.4 percent), while most of the other institutions experienced a decrease. Illinois State lagged the IBHE comparison average until fiscal year 2011 when it rose slightly above the comparison average. Table 2 displays data for each comparison institution. 3 Illinois Public University Comparisons Illinois State University consistently fell below the Illinois public university comparison average in education and related spending per completion for fiscal year 2002 through fiscal year During fiscal year 2011, Illinois State ranked 8 th among the other Illinois public universities. Chicago State University and University of Illinois-Chicago consistently ranked as the top two institutions in education and related spending per completion. Illinois State s 9-year change (20.4 percent) ranked 9 th ; the oneyear change of 4.4 percent (fiscal year 2010 to fiscal year 2011) ranked 3 rd, while most of the other universities experienced a decrease. Table 3 displays data for each comparison institution. It should be noted that the wide range in spending per completion amongst the Illinois public universities in in part due to differences in program offerings at the respective institutions. Spending per completion does not distinguish between spending on different types of degrees. P a g e 3
4 Appendix A - Definitions The education and related spending per completion analysis was completed by modeling calculations included in the Delta Cost Project s Spending and Results: What Does the Money Buy brief and using data from the IPEDS database provided by the National Center for Education Statistics. All of the financial measures are shown in 2011 constant dollars. Education and related spending per completion - includes spending on total educational costs per completion; education and related expenses (for all students) are divided by all degrees and certificates awarded in the same year. Spending per completion does not distinguish between spending on different types of degrees and certificates awarded. Education and related spending - includes total spending on direct educational costs. Education and related expenses includes spending on instruction, student services, and the education share of spending on central academic and administrative support, and operations and maintenance. Completions - includes all degrees, certificates, diplomas or other formal awards granted by an institution in a year (including all undergraduate and graduate awards), regardless of when the student initially enrolled in that institution (i.e. as a freshman or a junior) and without regard to the number of years the student was enrolled before attaining the completion.
