The Arab Spring led to the collapse of corrupt rulers and regimes. Opportunities for democratic governance and the rule of law followed. Within two years, these opportunities had been largely dashed as the Arab Spring turned into an Arab Winter with the rapid rise and spread of ISIS, the intensification of the Iranian-Saudi rivalry for regional hegemony, and the dramatic rise of Russian influence as U.S. influence waned.
