Presidents Message Aloha, aloha kakou- Welcome to the 33rd annual convention of the Association of Hawaiian Civic Clubs. Our convention originally planned for Kaua 'i became a victim of Hurricane 'Iniki in September, and it was by a stroke of good luck that after considering several other options, we were able to return to the Kona Surf for the third time. This is my last opportunity to be your convention chair, as I have reached the end of my tenure as Association President. Words cannot fully express how rewarding it has been to work with many of you on the wide variety of issues facing the civic dubs in this rapidly changing time. You have responded with enthusiasm and good heart, keeping the best interests of the Association in mind, and have earned my deepest respect and appreciation. I leave the Office of President secure in the knowledge that there has been progress and expansion in the Association without losing the essential quality that brings us together - pride, love and the practice of our native culture. There is always room for improvement, however, it will be for others to accomplish. My very special mahalo goes to the committee chairs - the workhorses of the Association' who provide programs and activities that enlighten us, entertain us and generally make coming to civic dub convention enjoyable and worthwhile. Most of the time their work goes unnoticed, because they make things look easy, but without the work of the committee chairs, conventions would be dull and uneventful. To our Kaua'i membership, keep up your spirits and may akua be with you as you work toward recovery. To the Hawai'i Council who quickly pitched in to help put on this convention, my sincerest gratitude and aloha. And to all of you for your participation and support, my everlasting love and mahalo. Me ke aloha pumehana, Jalna Keala 3

If we are to represent our membership and, through them, a large segment of the Hawaiian People at large, our Association and its constituent organizations must plan to act, not react; lead, not follow. To do this, we must steep ourselves in information concerning the critical issues facing our people today and be prepared to clearly express our positions on those issues H. K. 5 For the office of Second Vice President Annelle Amaral I am Annelle Amaral of Ali'i Pauahi Hawaiian Civic Club, a candidate for the office of Second Vice President of the Association Board of Directors. I have been a member of Ali'i Pauahi for 10 years. I am a past president of my club, former chair of the Health and Human Services Committee of the O'ahu Council and current Planning chair of the Association board committee. As the Planning Chair for the Association, I facilitated a first ever planning retreat with members of the Board of Directors. As a result of this retreat, the Association identified its long-range goals, and as a result developed objectives from which we can create an action plan for the Association. I also held a workshop with the Association committee chairs to create job descriptions for the committees for the first time. These descriptions were then expanded upon at the 1991 convention. I would like to continue the work of long range planning for the Association and assist the Association-committees in completing their work for the future of the civic club movement. I would also like to assist the Councils and Clubs in first, understanding the plans of the Association, then, if they are in agreement, to provide direction for their future as well. I believe the civic clubs will continue to be a powerful force in the future of Hawaiian self-determination. With your help and support, I would like to help create part of that future. Annelle Amaral For the office of Ethelreda KahaIewai Ethelreda is a member of the Pu'uloa Hawaiian Civic Club and is seeking re-election to the office of Treasurer for the Association. She has worked as an Island Manager for 15 years for a mainland-based custodial company serving all military bases on O'ahu supervising 450 employees. Following this assignment she spent the next 10 years working for the State of Hawai'i Office of Environmental Quality Control serving as Administrative Services Supervisor. She retired from that position to run her own business and is currently the owner of The Royal Feather Company which is in its seventh year of operation. She is presently the Treasurer for the Association, past Treasurer and Secretary for the O'ahu Council. She is also a past president of the Pu'uloa Hawaiian Civic Club and also served as Secretary for the club. She is a past Director and Treasurer for HACPACsince its inception through 1985 and has served as a committee member on the AOHCC Budget & Finance Committee for three terms. She also served on the O'ahu Council Budget & Finance Committee. She has served on the Hawai'i State Library Commission since 1982 for eight years, and pursued state legislative action on AOHCC resolutions. When she became a member ofpuuloa Hawaiian Civic Club in 1970, she made a commitment to herself that she would do her utmost to k6kua the Hawaiian Civic Club movement. Little did she know that this particular adventure with the civic clubs would last for 22 years!. Each year has been a learning experience, meeting new civic club members, renewing old friendships and new challenges. She firmly believes that its not what an organization can do for you, its what you can do for the organization! Director: Nola Nahulu Aloha kakou...greetings from Pearl Harbor. This year Pearl Harbor contributed and supported the Hawaiian Civic movement by being an active and visible club with a membership enrollment of220+ (as of this writing). We have supported the Oahu Council and Association of Hawaiian Civic Clubs by attendance at their meetings, with representation of 6 members who serve on the council and 3 members on the association level. This year, Pearl Harbor will have 22 delegates and 2 at large members participating at the convention. Pearl Harbor Hawaiian Civic Club members participated in activities and events throughout the year, such as monthly meetings of the board, general and 'opio, as well as Ali'i Sunday commemorations, club na mea & language education classes, community programs and projects, community service events for cancer, hemophilia, Foundation of Hawaiian Heritage, KPCA quilt projects, fundraising, supporting other clubs, and sharing fellowship with each other. Pearl Harbor takes pride in reflecting Hawaiian values, which starts with its members..all regular members are of Hawaiian ancestry and associate members who are spouses that support the Hawaiian movement and Hawaiian values in every club endeavor. Pearl Harbor is also a sponsor for na mea waiwai 0 Hawai'i, an educational Hawaiian values teaching program for Kupuna of the DOE teaching system. This program reflects values of our ancestors that have been handed down through the generations and which are of significance even today when Hawai'i is of a diverse and multi-cultural people. Pearl Harbor serves the Hawaiian community and the community at large through many aspects of service which has been mentioned previously. Our Scholarship Program is constantly kept in good stead with many fundraisers and is our best service project. This year scholarships were given to 21 students pursuing education from colleges, universities and community colleges. There were also four scholarships awarded to students attending the Kamehameha explorations program, as well as donations to the Dr. Mills scholarshipat Kamehameha Schools and the Dorothy Gillette Scholarship at the University of Hawai'i. Pearl Harbor takes pride in the work and accomplishments made under the fine leadership of our President Clarence Kelley, from October 1991 to October 1992, which would end the convention year as far as the association calendar would be concerned, because of convention being held in November. Pearl Harbor Hawaiian Civic Club sends its warmest regards to all the clubs of the Association ofhawaiian Civic Clubs. PRINCE Kfimo HAWAllAN CIVIC CLUB P.O. The Hawaiian Civic Club of Hilo as it exists today was organized in 1955 following the merging of both the Hawaiian Civic Club for Men and the Hawaiian Civic Club for Women. The Men's club was organized in July of 1929 with the late Julian Yates as its first president. The Women's club was organized in September of 1935 with.josephine Mehau as its first president. The women organized after several unsuccessful attempts to join the men. One of the objectives shared by both clubswas education of the Hawaiian children. Some-of the means the men took to raising funds for their pet cause was through "after meeting 'gambling," fines ofsorts, and for several years raising taro and selling the product and once a year having a poi sale. The holoku ball was the women's annual fund raiser. Today, the surviving members ofboth clubs hold life membership in the Hawaiian Civic Club of Hilo, They are Lofty Cook, Richard Furtado, Hobron Van Gieson, Julia Furtado and Anna Payne. The unexpected death of our president, Amy Mokihana -Freitas in April has left a great void in the organization, as she was the force of energy that encompassed all in her path. She is dearly missed. Filling in the remaining duration of the 1992 year term is Eugene Gregory as president. We will elect new officers this year for 1993 and The 1992 King Kamehameha Celebration Ho'olaule'a was again a great success for the club. "MAINLAND COUNCIL REPORTII The Mainland Council has spent the past year strengthening council leadership and component HCC, charting new direction for our council and supporting the efforts of our Association ofhawaiian Civic Clubs. Our first meeting this past April, in Las Vegas, Nevada, provided our Mainland Council an opportunity to clarify our mission and objectives for our individual clubs. We also provided a leadership workshop based on traditional Hawaiian values, learned and developed skills in planning for successful fund raising and financial forecasting and control. Additionally, alternative funding opportunities via local, state and federal cultural and educational grants was explored for club pursuit. Members spent a full weekend in business meetings, planning for the AOHCC 1993 Convention and accepting committee assignments. We are making excellent progress with programming for the '93 convention and will provide more information at this year's convention. We wrapped up our meeting with an excellent presentation from Ka Lahui Hawai'i with Judy Cachola. They provided us with their progress in the Sovereignty movement and fielded questions from the attendees. The packed weekend schedule. culminated with a Sunday Pule 'Ohana followed by na mea Hawai'i workshop "ka ulana lauhala a me ka lau niu." Our Council continues to support our component clubs through letters of support for cultural and educational programs and has provided technical assistance for grant proposals, festivals, and other cultural celebrations. We have received a rather belated response from OHA regarding our request for the establishment of a satellite office in California to address mainland native Hawaiian needs. Their response for support will depend on new budgeting and more"'importantly a legal opinion regarding the establishing of a satellite office in California. We plan to pursue this issue and develop strategies toward this endeavor. In preparation for Convention '93, supporting the United Nations' "Year of the Indigenous Peoples," we have submitted a grant request to the National Endowment for the Arts to assist with our na mea Hawai'i programming during convention. Mahalo nui loa for your letters of support. Initial response from the NEA has been most positive. 26

25 Our Council has supported and provided the leadership for the organizing of the Pacific Islander Community Council uniting the organizations from Polynesia, Melanesia, and Micronesia. They have completed a successful celebration of their annual Pacific Islander Festival sharing their respective cultures with the people of the greater Los Angeles area. In response to Hurricane 'Iniki, the Mainland Council has networked with its component clubs by advising major collection drives and shipment of goods to Hawaiian communities on Kaua'i. Other HCC have raised funds through special programs, while the Mainland Council "health and welfare committee" has established with Ho'ola Lahui Hawai'i, a national network of major pharmaceuticals and businesses to offer assistance with medical, communication, fire safety, and recreational diversional resources. Mahalo nui loa to our Association Pelekikena, Jalna Keala, who has kept us abreast of current issues and need so.our funds and support match current needs for our 'ohana on Kaua'i. As we close out this term of office, we extend our fondest aloha and mahalo nui loa to the current officers and board of the Mainland Council for a commendable effort in establishing a firm foundation from which our new board can operate. In the past three years, we have seen significant improvement in our communities' awareness, participation and growing support for HCCcultural educational programs as well as increased communication and sharing of resources. We also see an increased awareness. and level of support at -all levels of local, state and national government concerning issues relative to native Hawaiians. Pupukahi i holomua! Malama pono! The - party included everyone from the newest keiki to kupuna who enjoyed the sumptuous pa'ina to the singing of traditional holiday songs. The election and installation of Officers offered another chance for socializing and good will. We experienced another profitable undertaking with the annual laulau sale and club members participated in all phases of this event which helped our scholarship program. Once again 'ainahau's kupuna shared their cultural expertise with the Los Angeles county library programs. Kupuna also hosted the Girl Scouts from Los Angeles and received rave notices from everyone involved. The annual Ho'olaule'a at Alondra Park allowed our club to show off its expertise in food preparation and sales; our opio managed the game booth with skill and experience which belied their youth; the boutique booth provided our kupuna artisans with a market for their skills and perseverance over a year's worth of weaving, cutting and pasting. Everyone did very well, indeed. Our annual Scholarship aha'aina served the dual role of celebrating our tenth anniversary as a member of the Association as well as honoring the recipients of our scholarship program. 'ainahau 0 Kaleponi HCC provided four thousand dollars to assist worthy applicants in furthering their education. The entire event from food preparation to serving and entertainment were provided by the membership. Many long weeks of practices by everyone from keiki to kupuna culminated in a memorable evening of sharing and camaraderie...and it promises to get even better. The fourth 'ohana week-end at the University of California, Irvine, far exceeded the expectations of Kaala Pang and her staff. It was an unforgettable experience for all who participated. Kupuna Reyes, from the Kamehameha Schools/Bishop Estate outreach program on Moloka'i provided excellent workshops for our keiki; Pikake Pelekai, ORA Cultural Officer, provided extensive exposure to our Hawaiian language and Keli'i Pang provided excellent workshops on the methods and foods cultivated and land use of old Hawai'i. Additionally, Haunani Bernardino, University of Hawaii - Hila, stirred deep-seated yearnings in all participants to learn even more of our 'olelo makuahine. The total combined program covered so much in such a short time and we were totally immersed in our culture. It will be extremely difficult to duplicate or surpass this year's 'ohana retreat. We had pua'a kalua, chicken long rice, rice, haupia, coconut cake, poke, poi, lomi salmon, and juice. The royal court participated, and the entertainment was great. At the Polynesian Day Festival, we sold shave ice and participated in the royal Hawaiian court with our mo'i kane, m'oi wahine, chanter, polo'ulo'u bearer, kahili bearers, ladies in waiting, princess, and princes. Although it rained, our spirits were not dampened. This summer, we sent four Hawaiian students to the Kamehameha Ho'omaka'ika'i program. Those who qualify receive $250 for financial assistance. We also sponsored two $250 scholarships to two Hawaiian students attending college. Hui a Hawaii 0 Utah also provided arts and craft workshops arid Hawaiian games during the losepa Memorial Day campout, which was a great success. Our 'Olelo Hawai'i classes are still being held every week for those interestedin learning the Hawaiian language. 30 Kulaiwi Music by Peter Moon, Lyrics by Larry L. Kimura Mai ka pi'ina a ka Hi i Ha'eha'e Ai ka mole 'olu 0 Lehua Eia a u ko kama e He marno aloha no Haloa '0 Hawai'i ku'u ku'u kulaiwi Mai na kupuna mai,a'ohe mea nana e ku'ai I ke ewe 0 ku'u mau iwi E ola au i ku'u lahui Ke kuleana 0 ka 'oiwi '0 ka 'I rna kana 'olelo He Hawai'i au mau a mau From where the sun rises at its gateway at Ha'eha'e To the pleasant tap root foundation of Lehua Here am I your offspring A descendant of Haloa Hawaii is my native land From my ancestors No one can purchase The homeland of my lineage I will live on in my cultural identity The right and responsibility of a native son Is to declare in his tongue I am a Hawaiian for now and forever / After attending native American language conferences between 1987 to 1990 in Canada and the mainland US I became more aware of North American indigenous people's sovereignty from the perspective oftheir land base referred to either as a reservation or reserve. In December of 1988 when I presented a paper at the Modern Language Association of America Conference in New Orleans, Louisiana, I was asked by a U.S. American Indian, "You are a Hawaiian, but where is your share of the land?" His question carne from his experience of sovereignty as exercised from a portion of land awarded to his people called a reservation. My response to him was that we do not have reservations to own and govern and as a Hawaiian I believe all of hawai'i belongs to me. How can I feel for only a certain island or place as more hawaiian than another? It is established in our tradition that all ofhawai'i is Hawaiian. When I heard this particular tune that Peter Moon had composed I felt it would fit the theme for a Hawaiian connection to the land. In Hawaiian tradition when we set the boundaries of Hawai'i in entirety our language provides us with many similar sayings. The following is one. Mai ka pi'ina a ka la i Ha'eha'e a i ka mole 'olu 0 Lehua - From where the sun rises at its gateway at Ha'eha'e to is setting at the pleasant tap root of Lehua. It is within these "boundaries" from where the sun rises and sets in Hawai'i that I stand as an offspring, a descendant from the first Hawaiian man - Haloa - given birth toby the goddess Kaho'ohokuokalani and sired by Wakea. In fact our islands which preceded Haloa's birth were also given birth to by our Hawaiian gods, and Haloa's brother who carne before him as a still born human baby, Haloanakalaukapalili, was buried in the soil of Hawai'i and he sprouted forth as the taro plant which nurtured subsequent human habitation in Hawai'i. Therefore, we did not settle Hawai'i by sailing across the vast Pacific as taught by western knowledge, but we were already here as Hawaiians when our 'ohana came by voyaging canoes from the distant lands of Kabiki. t# Kulaiwi literally meaning, bone land, or land where the bones of our ancestors are, is today understood as native land or homeland, for all who have the bold of Haloa running through their veins. It is our right to always know Hawai'i is our homeland and no sum of money can take that away, no matter if we live in Hawai'i or not. We can thrive in life and look forward to wonderful things being Hawaiian as we grow in our culture and become more confident in our own identity. Then it is our right also to declare in our own language, and not in a foreign tongue, He Hawai'i au, mau a mau, I am a Hawaiian for now'and for always. 32
