2 MEMORANDUM To: Members and Friends of the TRB Committee on Highway Capacity and Quality of Service (HCQS) From: Lily Elefteriadou, HCQS Committee Chair Date: May 28, 2015 Subject: Schedule and Agenda for HCQS Mid-year Meeting 2015 The 2015 Mid-Year Meeting of the Committee on Highway Capacity and Quality of Service (AHB 40) will be held Wednesday, June 3, Saturday, June 6, 2014 in Little Rock, Arkansas. If you haven t already done so, please register at This will be our last opportunity to meet as a full committee to discuss and vote on the HCM update. It is extremely important for all of us to continue to remain engaged in the process and provide our feedback to the research team, so that the HCM addresses as best as possible our stakeholder needs. During this meeting, we will be discussing and voting on several final draft chapters, which have already been reviewed twice. Throughout the review process you have all generated a very significant amount of feedback, both in quantity and quality, and I am thankful for your strong participation. Our main goal at this meeting is to ensure that these final chapters as delivered by the contractor have adequately addressed the comments received and the committee is satisfied that they are now ready for publication. Each subcommittee with responsibility for specific chapters should be prepared to discuss any outstanding items under their purview, and develop an action plan for chapter approval. Note that for the few chapters that are not finalized by the mid-year meeting, we will hold electronic votes (preceded by webinars if needed.) During this meeting we will hold two workshops (Wednesday afternoon), with an eye toward the future of the HCM beyond this update. The first workshop focuses on connected vehicles and their potential impact on HCM analysis and methodologies. The second one will be a panel discussion with state agency representatives, to discuss public sector needs from the HCM. The results of this discussion will be used in shaping the future of the HCM beyond this upcoming update. Page 2

14 WYNDHAM RIVERFRONT HOTEL Little Rock, Arkansas The Transportation Research Board is one of six major divisions of the National Research Council, which serves as an independent advisor to the federal government and others on scientific and technical questions of national importance. The National Research Council is jointly administered by the National Academy of Sciences, The National Academy of Engineering, and the Institute of Medicine. The mission of the Transportation Research Board is to provide leadership in transportation innovation and progress through research and information exchange, conducted within a setting that is objective, interdisciplinary, and multimodal. The Board s varied activities annually engage about 7,000 engineers, scientists, and other transportation researchers and practitioners from the public and private sectors and academia, all of whom contribute their expertise in the public interest. The program is supported by state transportation departments, federal agencies including the component administrations of the U.S. Department of Transportation, and other organizations and individuals interested in the development of transportation.
