Floor was yielded to the 20 th Past District Representative Lloyd Jordan as he may have to leave early. Gave remarks on the importance of the upcoming Grand Conclave and voting on candidates. Must stay true to Omega and what is best for her not what is best for chapter or district. District Officers gave their reports: District Keeper or Records and Seal: Bro. Jerry Walker Approval of 68 th District Meeting Minutes Attended necessary meetings and conference calls Created database from all data on mypage for easier reporting 3 new reports are sent out monthly Financial Roster by Chapter Chapter Activity Report CEF/Insurance Report Reported 461 members are financial in the district 376 Graduate members 85 Undergraduate members Purpose of DKRS monthly report is to give greater visibility, transparency and accountability for each chapter and the district as a whole. Along with the

7 monthly KRS conference calls it creates better communication, ease of clarification and reconciliation of any issues that arise. Areas of needed improvement is in reporting of form 37. District Keeper of Finance: Bro. Osuman Issaka Attended mandatory events and calls Sent 5 reports for transparency Provided a financial compliance management worksheets for chapters Financial transactions of the 2017 Fiscal Year Ending Balance $50, Bro. Beckwith questioned a large amount in misc. DKOF and DR explained that 1 is a loan that was repaid to an undergrad chapter and the other was money for MSP from Epsilon Delta that was given to district for transfer to IHQ. Created a foundation 501c3 to raise money on a district level First meeting this year Next year looking to receive 10K in fund raising. Created an online raffle Bro. Mandrid raised the question about budgeting. DKOF explained that reporting should not report to district about foundation budgeting. Bro. Jordan raised the question if DKOF got permission to create foundation from IHQ as that is a requirement for creating any foundation. Friendly amendment was added to motion to separate the misc line item of 5k from Epsilon Delta to make the finance report clearer. District Counselor: Bro. Honorable Tommy Jewell, Jr., Esq. John Howard addressed the body Fraternity saw increase in financial, non-financial as well as number of life memberships. Reclaimed brothers went down from 66k to 63k New initiates and number of UG chapters decreased Urged brothers to update address in MYPAGE IHQ is in process of securing addition rooms for conclave 8 th District has 54 registered brothers and 54 delegates out of possible 84 delegates IHQ will be revising delegates per chapter as of May 1 as number could increase in possible delegates Special Events Checklist-Ms. Judy Spencer List the week of events not each individual event May 1 st April 30 th is insurance period so don t combine anything after April 30 th Prefer receiving SEC by ihq-paralegal@oppf.org Foundation is not covered by Fraternity Insurance Special Events Form is no longer needed for Foundation Sponsored Events. Love, Oscar J. Cooper, Frank Coleman, and Ernest E. Just. As we gather for our 70th District Meeting I want to welcome you to Denver, CO on behalf of the District Council. The brothers of Chi Phi Chapter have worked tirelessly over the last year in preparation for this moment. I want to extend a special thanks to Brother Dwight Gentry for his hard work and diligence as District Marshal. The city of Denver holds a special and significant chapter in the history of Omega s westward expansion. It is here in 1927 that Clarence Fitzburgh Holmes, a community stalwart and respected physician, along with Fritz Cansler, Archie McKinney, and Bazella G. Rainey founded Chi Phi Chapter. Over the next nine decades Chi Phi Chapter has played a vital role in the Queen City of the Plains. We remain eternally grateful for their unbridled leadership and service. The legacy of unselfish service continues through the work of the Chi Phi Chapter of Denver, CO who is the host this weekend. We are blessed to have the 31 st Eighth District Representative, Brother Rev. Dr. Robert C. Scott, as our Founder s Banquet speaker and one of the sons of the 8 th District Brother Lee Willis (Delta Delta, Spring 1977), as our keynote speaker for the Milton J. Patton Undergraduate Luncheon. You will hear from our 41 st Grand Basileus, Dr. David Marion, during this district meeting as he makes comments and remarks about the state of our beloved fraternity. Our Executive Director Brother Kenneth Barnes will be on hand to assist and answer any questions regarding forms your chapter submits or lockbox questions. Brothers, I continued to insure the contributions and concerns of the Eighth District were raised at the Supreme Council s meetings. As a district, we have a lot be proud of as we are raising the bar and up holding Omega s standards. Ω Ω Ω Ω Ω Ω Ω The 8th District is financially strong with over $47,000 in the bank. The District has 678 financial members. I participated in Supreme Council conference calls. I participated in multiple 8th District Council conference calls. I participated in conference calls with past 8 th District Representatives. There have been 69 new brothers initiated since our last district meeting with 37 being graduates and 32 undergraduates. The 8th District reclaimed a total of 85 brothers so far this year. As your District Representative, I attended the 81 st Grand Conclave in New Orleans, LA. I also attended Supreme Council meeting in Atlanta, GA during the International EXCELLENCE IN LEADERSHIP

16 Undergraduate Summit. I was the keynote speaker for Iota Sigma Chapter s 50 th Anniversary celebration. I also attended District Representative training in Atlantic City, NJ. Cooper, Frank Coleman, and Ernest E. Just. During the past year, I have performed all the duties required of my office. I also completed all other duties assigned by Brother James R. Ball, 33rd Eighth District Representative and the Eighth District Council. It has been an honor serving the Eighth District. I would like to extend my appreciation to Chi Phi chapter and Eighth District Marshal Brother Dwight Gentry for their hard work planning this district meeting. Additionally, I worked to insure all district committees functioned, following our constitution and by-laws. Likewise, I completed any other tasks requested by committee chairs, state representatives, undergraduate leadership and other members of the district whenever they asked for my assistance. A brief synopsis of my activities since the last Eighth District Meeting includes: Ω Ω Ω Ω Ω Ω Ω Ω In September, 2018, I attended District Undergrad Summit in Manhattan, Kansas; In December 2018, I attended Eighth District Fall Leadership Conference in Kansas City. Missouri; In January, 2019, I attended International Undergraduate Summit in Atlanta, Georgia; From March 1-3, 2019, I attended District Representative Training with Brother DR James R. Ball in Atlantic City, New Jersey; I participated in all conference calls organized by the First-Vice Grand Basileus; I organized numerous Eighth District Council conference calls; I conducted chapter evaluations for each graduate chapter in the Eighth District; I organized numerous conference calls for various district committees and otherwise insured all committees were functioning. In closing, thank you for the opportunity to serve as your First-Vice District Representative. A brief synopsis of my activities since the last district meeting.: Ω I attended the 81 st Conclave on behalf of the Eighth District Ω Planned and executed the 8 th District Undergrad Summit September 22 nd in conjunction with the Delta Delta chapter. We had over 25 Undergraduate brothers register and attend. An 8 th District record. Ω I attended the 2019 International Undergraduate Summit in Atlanta GA on behalf of the 8 th District Ω I serve on the 8 th District Recommendations Committee, 8 th District Scholarship Committee as well as the International Sports & Entertainment Committee. Ω While serving on these committee, I also worked with committee chairs to appoint 8 th District undergraduate brothers to nearly every district committee Ω I assisted with the reactivation on the Rho Eta Undergraduate Chapter Ω I participated in all monthly conference calls organized by the First-Vice District Representative Ω I organized monthly 8 th District Undergraduate Leadership conference calls. Building on last year s emphasis on the importance of the local chapters reporting and transparency, I created a few notable changes in the DKRS monthly reporting. Last year report included the creation of a district database for reporting. This year that database grew into an online interactive portal for viewing by all chapters. The portal includes information on chapter CEF/Insurance, form 37-chapter activity, and financial numbers throughout the district on all 3 levels. For the first time ever, chapters can go into the portal and search for financial brothers both on an international and district level. This portal is always available and viewable allowing for each chapter to access district data on demand. Also note, IHQ mypage is now Member Manager and along with this update IHQ has moved further away from paper forms to allow all reporting and SEC submissions to be done all online in the Member Manager page. Ball, Eighth District Representative From: Brother Tommy Jewell, Jr., Esq. I greet you in the name of the Supreme Basileus of the Universe and in remembrance of our beloved Four Founders. I have now served as Eighth District Counselor for three successive terms and I am limited by our Constitution and Bylaws from seeking another year. I was initially elected during the 67th Annual Eighth District Meeting held in Lawrence, Kansas. I succeeded 1 st Vice D.R., Brother Stefan Hughes, who held this office for many years before ascending to his current office. It has been a privilege and honor to serve the Mighty Eight District in this office. I appreciate all that has been done to facilitate the execution of my responsibilities. Thank you for the opportunity to serve. I have performed my duties as outlined within the Eighth District Constitution and Bylaws and have provided legal counsel upon the request of the Grand Counselor, District Representative, District Council, various officers, chapters and individual brothers. Additionally, the Counselor is responsible to chair the Constitution and Bylaws and the Parliamentary Procedures Committees. A synopsis of my activities follows: Moratorium: On March 24, 2019 Grand Basileus Marion imposed an indefinite moratorium on MSP and social activities. Thereafter, a tremendous amount of time has been spent in dealing with this directive. I have been in frequent contact with DR Ball as we worked through determining what activities could proceed and what is proscribed by the Grand Basileus Order. The issues which resulted in the moratorium included hazing allegations as well as risky social activities and sexual assault allegations. Some of these issues have surfaced in the Eighth District as two disciplinary investigations are afoot (one of the investigations in a chapter that has had a previous lawsuit). While there will be intense scrutiny of our activities during this indefinite period, a cultural change is needed to end the attitude that is tolerant of hazing, sexual assault, and staining the brand of our beloved fraternity. Meetings and Retreats: During the past year, I attended the 68th Eighth District Meeting in Kansas City, Missouri, the 8 th District Leadership Conference in Kansas City, the Undergraduate Summit held in Atlanta, Georgia; and, the Grand Counselor s Retreat held in Atlantic City, New Jersey. At these meetings many legal issues were discussed which were related to systemic problems particularly with the Special Event Checklist process and the intellectual property of the Fraternity, as well as other

22 areas of concern. There were numerous presentations regarding a wide variety of legal topics at these meetings. I prepared and presented, before the 8 th District Leadership Conference, in coordination with Brother Emmanuel Chapman, a power point presentation regarding the lawsuit which was filed against the fraternity by Trevor Godfrey. As you recall, Godfrey filed his complaint in 2015 alleging that OPPF was negligent in their supervision and training of the local chapter and its members which resulted in his injuries. IHQ was dismissed from the litigation, however, a jury awarded $1.6 million against the local chapter. The case was settled, prior to the verdict, for $300,000. The insurance company paid in excess of $600,000 including our defense costs. Social media, including images on YouTube, Facebook, etc., played a significant role in the evidence that was shown to the jury during the trial. The case stands as a reminder that we must be vigilant in the protection of our image. Legal Proceedings I am pleased to report that there are currently no known lawsuits against the fraternity in the Eighth District. Other Activities: I participated in all district council conference calls and monthly conference calls organized by the Grand Counselor over the past year regarding district business. I reviewed more than 62 SEC submissions in the improved online process. I reviewed Hotel Contracts and assisted in negotiating for facilities in connection with District Meetings and other gatherings in the Eighth District 2

The presentation was given through an interactive visual concept with the membership present. The Chairman reiterated the process for preparing the Form 77 during the Eighth District Fall Leadership Conference. The award categories remained on the individualized Form 77. Applicants were also able to submit an individualized Form 77 based on their own criteria and cover sheet, a more user friendly form on which to submit documentation. The Chairman completed the International High School Essay Contest selection process. Two participants will receive a 1 st and 2 nd Place award. All other participants will receive a Certificate of Appreciation for submission of their essays. District Chairman s Observation It is the Chairman s hope that by providing clear communication of what is expected of Chapters through District wide correspondence, and by providing extensive training at the Fall Leadership 2

27 EIGHTH DISTRICT ACHIEVEMENT WEEK COMMITTEE Conference, we would have had a better representation from Chapters submitting Form 77s to the District Committee. However, the status quo remains. Form 77 submissions remain low and only a few chapters still submit the Form 77 to the Committee. Either there is a lack of interest from some Chapters or a blatant disregard for adherence to some of our Fraternity mandated programs. In closing, we have come a long way in trying to achieve consistency with our Form 77 submission process. We as a District must compete on a much larger scale, and become more competitive with other Districts in the Fraternity. The Eighth District can be a force to be reckoned with among all other Districts. We must not become complacent in our awards process, but continue to produce our best candidates. I have successfully carried out all other duties that have been assigned to me by the District Representative and District Council. I will briefly present Omega Psi Phi s Reclamation Committee s purpose, goal, and strategies. To assure we remain the mighty Omega Men that we are, and the greatest fraternal organization in the nation (and the world); brothers must wholeheartedly support the fraternity in principles, word, and in deed, especially when speaking about the reclamation of brothers and the promise that we made. The 8 th District is many brothers strong! However, there are many brothers that are not financial. To be an Omega Man, means to be dedicated to the principles of which we pledged to be tried and true. To keep Omega Psi Phi a viable chapter, district, and organization, this requires every brother s time, energy, and financial obligation. THE PURPOSE: As the Eighth District Reclamation Chair it is my responsibility to make consistent contact with the international reclamation chair and all of the respective reclamation chairs/advocates throughout the district, to monitor, assist, and provide strategies in keeping the progress in maintaining brothers who are financial, and work to reclaim brothers who are not financial. THE GOAL: The goal of the reclamation committees is to reduce the number of inactive brothers by 20%, and maintain/sustain the retention of financial brothers at 100%. Additionally, the 2019 goal is to have AT LEAST 200 registered brothers for the 8 th District Meeting in Denver Colorado. THE STRATEGIES FOR : Chapter reclamation chairs will: Communicate and build relationships with financial and non-financial brothers Work to engage all brothers individually and collectively on getting financially involved to assure their full participation in the fraternity Make regular phone calls to touch bases with brothers, and encourage their active involvement on committees, and other fraternity activities Maintain and assist in the retention process of retaining brothers Inform brothers about ongoing activities during possible absenteeism

32 Set up social activities for brothers participation. For example, reclamation party, golf outing, morning breakfast, and other social activities Create a calling tree to maximize brother participation fraternity meeting, and upcoming events Create incentive programs for chapters that reclaim the largest percentage of brothers in their respective chapter. The percentage would be based on chapter size. Encourage brothers to get financial to be on the inside which would increase the brotherhood by twenty percent The reclamation chairs and the entire brotherhood, must commit to focusing on recapturing brothers, that for whatever reason, have gone by the way side. We must reclaim brothers who lean on the shield, but have withdrawn their financial support from the shield. To the chapter reclamation chairs; we have to exercise progressive and appropriate retention strategies that encourage every brother, who is inactive and or non-financial, to return back to Omega where we first started. I believe if every brother reaches out to reclaim a brother, eventually every brother will be reclaimed. Every brother has a responsibility in assisting in reclaiming brothers. To assist in this effort, each chapter KRS must assure brothers are equipped with updated and accurate contact/status information in a timely manner. Timely and accurate information is paramount for the success of our reclamation efforts. This information must include the capability to update contact information with his respective chapter. Contact information must be given in a timely manner when requested by the District Reclamation Chair and the Chapter Reclamation Chairs. The contact information should reflect any non-financial member s name, address, phone number, and address. Also for financial brothers, the Eighth District Reclamation Chair would like to send a letter, or phone call to ALL brothers across the district to continue to build a retention process in maintaining those brothers. All chapters are encouraged to network and communicate their success stories. Moving forward, I plan to have a phone conference with the chapter reclamation chairs each quarter to discuss progress, strategies and what is working, as well as what is not working in the effort to reclaim brothers. As mentioned, our reclamation goal is to reclaim 20% of brothers. To this end, the Reclamation Chairs must commit themselves to work from the outside in. This includes those brothers who come to the leadership conference or district meeting but are on the outside hanging out. The 8 th District has experienced success as well as progress. I have had the privilege of representing the District in various functions as well as sitting on various committees. District Office Updates: Ω I had the honor of representing the 8 th District at the Grand Conclave where I served as the personal host to the Council of Presidents. I had the privilege of hosting the Presidents of the Divine 9 as I escorted them to their panel discussion and escorted them to their reception. While at the Conclave I also had the privilege of working with the International Protocol Committee as we served the Fraternity on all the Conclave luncheons, and dinners. I was also able to attend the military tribute ceremony. Ω I am looking forward to attending the International Leadership Conference in Atlantic City and representing the District in providing and attending training seminars. Ω During the Congressional Black Caucus participated in the youth educational seminar for young African American teenagers. I was also assigned to assist with the Grand Basileus Reception at the Congressional Black Caucus. I had the honor of conducting several protocol seminars and classes in several state meetings within the 8 th District and several other Districts within the fraternity. Ω As your 8 th District Undergraduate Advisor I have conducted Advisor Certification Training and assisted chapter advisors in the growth and development of Undergraduate Omega Men in the 8 th District. I attended the International Undergraduate Summit where I conducted training seminars on Effective Advising. Our Undergraduate Grade Point Average has increased this past year. The DKRS shall circulate the proposed amendment(s) to all chapters at least 90 days before the district meeting. [If timely], such proposal(s) shall be voted upon during the district meeting and shall be considered adopted by a two-third vote, subject to the veto power of the chapters of the district as hereinafter provided. These actions result in a permanent change of operation within the district. The definition and process of how we address recommendations is not formalized in writing in our Constitution and By-Laws, nor in the national document. Historically the resolution of recommendations has been subject to a common-sense rule of presentation, discussion and voting to approve or disapprove the recommended action. There is no timeline for submission and can be submitted at any point of time prior to or even at the District Meeting. It is highly suggested that any recommendation be presented to the DKRS in time to allow circulation to chapters for review a minimum of 90-days prior to the district meeting. Approving the recommendation does not result in a permanent change in the Constitution and By-Laws. It supports that singular event or action, only. With the acceptance of this report, the submitted amendment changes cannot be acted on at this meeting due to the tardiness of their submission; the authors may re-submit these items in accordance with the Constitution and By-Laws in time for next year s meeting. Having just formed in 2014, the mission statement, objectives, operations manual and program instruction to districts have been developed over the last 4 years. There has been partial implementation of these as the committee has grown. At this point all pieces are in place for the committee to function officially. The following point are highlights of the committee s work: Ω Developed Committee Organizational structure including roles and responsibilities for District Coordinator and Chapter Liaison. Ω Developed a Survey to obtain information for the Fraternity on the needs of Omega Men who are serving in the Military or are Veterans and their Families for support end engagement. Will engage district on this soon. Ω Obtained a National linkage and partnership between the Department of Veteran Affairs and Omega Psi Phi Fraternity which allows the Fraternity to provide a internet link on the organizations website to support Omega s Military Brothers. Ω Educated Brothers on the importance of filling out their Military Service data fields on IHQ MyPage. Ω Developed a PowerPoint tutorial that illustrate step by step how Military Brothers can update their Military data fields and disseminated it to all Districts (done by Brother Burks). Ω Increased the number of Brothers identifying their Military Status on the IHQ MyPage from 0 to Ω Worked with History and Archive Committee on the organization and execution of the Omega Psi Phi Fraternity, Inc 2016 and 2018 Military Salute programs. Ω Worked with the of Veterans Administration (VA), Disabled American Veterans (DAV) and NAACP to assist Veterans and those leaving the Military Brothers with obtaining benefits and compensation. Ω Attend the 2016 Q-Fest and 2018 Undergraduate Summit in Atlanta, Ga. to address graduate and undergraduate questions on Military issues and in increase the Committee visibility in the Fraternity. Ω Instituted educational and information tabling and outreach throughout Omega by Districts Coordinators to educate Military Brothers on VA benefits, Suicide Prevention Program, hiring preference of businesses and Department of Defense Polices. Will see this at future district meeting venues. With this backdrop, the district can formally establish a working committee with representatives from chapters in each state to continue the work noted above. Turk Tircuit, Chair Personal To: Brothers of the Eighth District This audit covers the period from April 1, 2018 through March 31, The beginning balance in the district s checking account as of April 1, 2018 was $132, consisting mostly of graduate and undergraduate dues; regular and prepaid. MSP also made up a portion of this amount. Total expenses for the period were $139, The Keeper of Finance report will detail these expenses. The majority of the expenses consisted of the district council administrative expenses; the Mid-Year conference; and assorted other expenses. Monthly financial statements were provided as well as the monthly bank statements for the audit period. The bank statements detailed monthly deposits, checks written, and all check card activities. Records for the district s life membership account were also examined and reviewed. The balance in this account as of April 1, 2019, was $14, In conclusion, the result of the past year audit showed that the financial records of the Eighth District were properly recorded and maintained. 46 The Fraternity continuing in partnership with St. Jude s Hospital and once again has asked us to assist in raising money for its cause. This past year I have only received one reporting of support for this program in We will need to pick up our pace this coming year to do much better in the new Omega Year. Congratulations to Upsilon Omega for winning the 2018 Eighth District, Large Social Action Chapter of the year and also Congratulations to Xi Pi for winning the District s Small Social Action Chapter of the Year The PDF books are due to the International Social Action Committee by May of 2019 and must be graded by that committee to be ready for the International Leadership Conference by June The submitted Chapter Scrapbooks and it s scoring sheets as gathered by the Chairman, will review both in preparation to be forwarded out electronically by to a group of Past District Representatives. The Past D.R. s will then grade those Scrapbooks using their respective scoring sheets. Once scores have been tallied, the scores are then sent back to the Chairman. From there the Chair will select the winner based on the highest totaled score per categories (Large & Small Graduate and UG) and the winners will be presented at the Eighth District Meeting Awards Banquet. All records are kept on file for one year by the Chairman and available for review on request. Brothers please remember that we submit separate books to two separate committees. 48 To: SUBJECT: Social Action Recognition Criteria In this report we establish a fraternal standard for judging Social Action activity by chapters. The implementation of this standard at the International level will allow our districts and chapters to understand, with clarity, how Omega recognizes and judges Social Action. Following these guidelines are strongly recommended. The criteria to be used for the determination of International Social Action Award recipients are listed below: points for each mandated program completed by the Chapter points for each of the Social Action Special Emphasis Programs completed by the Chapter: Domestic Violence American Diabetes Assoc. Big Brothers-Big Sisters Voter Registration Charles Drew Blood Drives Points for each Social Action Activity other than mandated or special emphasis programs. An activity is considered a Social Action Activity when the Chapter participates with another organization or independently takes on a project that provides significant support to the community. A 10 point allocation should be given for each activity, even if the chapter has received points for previous contributions to the same organization. Some examples are, but not limited to, the following: Food and Clothing Drives Thanksgiving Baskets to the Needy United Way Sickle Cell Foundation Senior Citizen Projects Mentoring and Educational Projects Campus/ City/County Clean-Up Projects Boys and Girls Clubs Black on Black Crime Workshops American Cancer Society United Negro College Fund (UNCF) Habitat for Humanity Projects City and State Humanitarian Projects Points for each $ donation to any Social Action Project by the Chapter or by another organization in the name of Omega. Points for scholarship donations will not be counted in the Social Action Report Scoring Sheet points for each media documented community service award received for work involved in the community by the Chapter or a Brother in the Chapter. All activities, projects, awards, and donations must be clearly listed on the Social Action Report Scoring Sheet. A report book is required with documentation of all activities including donations or example, dates must be listed and appropriate supporting documentation attached. Parties, dances or other social activities designed to raise funds and/or support community organizations may be considered as a Social Action activity; however, those events that only involve the Chapter Brothers and their families will not be considered as a Social Action Project or Activity. Three award categories have been developed based on membership type and size: small graduate chapters (5 to 49 brothers), large graduate chapters (50 brothers or more) and an undergraduate chapter. Districts will submit the reports from each category to the International Chairman for consideration for the International Social Action Chapter(s) of the Year.
