3 Five Star Chapter Plan Phi Theta Kappa chapters have five levels of engagement that progress from local, campus involvement to regional involvement to international involvement. The Five Star Chapter Plan is the roadmap guiding the chapter through the levels. Chapters should use the plan as a guide for building strong, active chapters. This plan, which reflects the scholarly ideals of Phi Theta Kappa, serves as a blueprint for developing a strong chapter and for earning local, regional, and international recognition. In this plan, chapters do not compete against one another. Participation encourages excellence and recognizes progress in the attainment of goals set by the chapter. Using the Five Star Chapter Plan as a guide to success, chapters can enhance their working relationship with the college administration by becoming active on the campus and in the community. On a personal level, involvement in the program will educate chapter members in the importance of deadlines and organizational skills. The strength of Phi Theta Kappa is determined by the achievements of chapters on the local level. Recognition for these achievements provides reinforcement and encourages a recommitment to chapter goals. The deadline to report your chapter s progress is January 23, 2019 (for 2018 activities). Five Star progress is assessed based on the chapter s progress during the January-December calendar year.

4 Five Star Chapter Requirements All chapters will have a default goal of One Star Level. The requirements in the One Star Level are based on basic chapter foundations and provide an opportunity for all chapters to be recognized for their academic excellence. ONE STAR LEVEL - RECOGNIZE ACADEMIC EXCELLENCE, ESTABLISH CHAPTER FOUNDATIONS 1. Organize a membership recruitment campaign. Campaigns should include but not be limited to: Creating awareness of Phi Theta Kappa among students and faculty on campus Inviting eligible students Conducting informational meetings about benefits of membership Holding an induction ceremony Reporting members 2. Submit the Chapter Annual Report to Headquarters. The report will be ed to all contact advisors in January. 3. Chapter's bylaws are approved and on file with Headquarters. TWO STAR LEVEL - ESTABLISH CHAPTER LEADERSHIP AND CHAPTER ENGAGEMENT IN HONORS IN ACTION 1. Chapter advisor(s) and officers review plan requirements and submit a Five Star level achievement goal. 2. Conduct at least two membership recruitment campaigns during the year. 3. Report new chapter officers during the year. 4. Verify that the college president, chapter administrator, and chapter advisor information on the chapter directory is current and report any changes. 5. Provide a structured orientation for new officers, advisors and committee chairs at the beginning of each academic term. 6. Chapter and/or chapter officers meet twice each month. 7. Chapter advisor(s) and chapter president each have the current Honors Program Guide, Transformations: Acknowledging, Assessing, and Achieving Change. 8. At least two chapter members set research objectives and goals and conduct academic research for one theme of the Honors Program Guide. 9. Chapter advisor(s) and officers meet with the college president or other administrator to develop and discuss goals of the chapter.

5 THREE STAR LEVEL - DEVELOPING AN HONORS IN ACTION PROJECT AND A COLLEGE PROJECT 1. Has your chapter developed an Honors in Action project plan that includes the chapter's: Measurable project objectives and goals Process that will be used for meeting the goals Leadership roles the team assumed in meeting these objectives College and community groups with which the chapter will collaborate Service or action event(s) for the college/community that stemmed directly from academic research into one of the Honors Study Topic Themes 2. Publish chapter news in at least one of the following ways (select the most influential method): Publish a newsletter Maintain a chapter website or Facebook page Submit chapter news to a publication 3. Implement a College Project which is determined by the chapter and college president or other administrator: Mentor incoming freshmen Help with college graduation Serve as college ambassadors Promote Community College Completion Other 4. Does your chapter chronicle chapter activities for historical purposes? Examples include keeping an Honors in Action journal, maintaining a notebook of chapter meeting minutes and/or newsletters, saving copies of Hallmark Awards entries, etc.

6 FOUR STAR LEVEL - INCREASED PRESENCE ON CAMPUS AND INCREASED ENGAGEMENT IN THE REGION 1. Chapter representative(s) attend at least one official regional meeting. If the chapter is more than 500 miles from all regional meetings, the chapter may satisfy this requirement in one of two ways: The chapter officer(s) must participate in a conference call, online chat or teleconference with one or more regional officers and/or the Regional Coordinator. The purpose of the call will be to discuss Phi Theta Kappa programs and specific ways the chapter can get involved. OR The chapter must host a "mini-conference" for their chapter members and invite speakers to address the current Honors Study Topic. The speakers can be members of the two-year college faculty or the community. 2. Chapter is involved at a regional level in at least one of the following ways (select the activity most meaningful to the chapter): Campaign for regional office Host/assume leadership role at a regional meeting Participate in a Regional Honors in Action Project Collaborate with at least 2 other chapters for an activity or event 3. Share the chapter's Honors in Action research with others who are not PTK members (e.g., hosts an event that includes a formal presentation or town hall meeting, writes an article for a publication, creates a display in the library or other resource center, enters the Honors Case Study Challenge, presents at a regional PTK event, etc.) 4. Host a Phi Theta Kappa awareness event for your chapter on the college campus. Elements of your awareness event could include sharing benefits of membership like scholarship opportunities, Honors in Action, CollegeFish.org, and/or Competitive Edge. 5. Enter at least one category in the regional awards program. Chapters submitting an entry in Phi Theta Kappa's Hallmark Awards will automatically be entered in their regional awards program. FIVE STAR LEVEL - FURTHER INVOLVEMENT IN THE REGION AND IN INTERNATIONAL ACTIVITIES OR EVENTS 1. Submit at least 3 entries in the Hallmark Awards Program including the Honors in Action Project Award, College Project Award, and at least one other individual award. 2. Chapter representative(s) participates in AT LEAST ONE of the following: a. Attend Annual Convention, OR b. Attend Honors Institute, OR c. Participate in at least one level of the new online advisor education curriculum called the Five Star Advisor Plan, OR d. Submit an entry in the Honors Case Study Challenge

7 College Project Ideas The College Project is designed to help your chapter develop a positive relationship between your chapter and the college administration. How? By reaching out to the college administration to assist them in any project that supports your college. The first step is to schedule a meeting with your college president/campus CEO (or another administrator if you are unable to meet with the president or campus CEO) to determine what your project will be. Chapters completing a College Project may win a Hallmark Award! Phi Theta Kappa will select as many as 50 College Project entries through the Hallmark Awards competition. If your college president is looking for ideas, here are some suggested ways to work together: Community College Completion. Phi Theta Kappa is heading the Community College Completion Corps, the student-led initiative to raise awareness of the importance of college completion not only for students but for colleges and the communities they serve. Chapters can play a significant leadership role on their campuses by encouraging students, faculty and administrators to sign the "Call to Action in Support of Students," indicating their commitment to the Community College Completion goal. The Call to Action resolution and other awareness campaign resources are available online at Faculty Appreciation. Show your appreciation for the support of your college faculty and staff, by designing a college project to honor their work. Phi Theta Kappa chapters can plan an appreciation tea, an awards ceremony or a special banquet to say thanks for the dedication and hard work of faculty and staff members throughout the year. The National Honor Society. In an effort to ensure high school students as well as high school counselors are aware of the community college as a viable educational choice, Phi Theta Kappa encourages chapters to reach out to high school honor students in their area. Contact the National Honor Society (NHS) at to partner and collaborate with local NHS chapters. Registration Success! Who better to lead the way for incoming students than Phi Theta Kappa members? Offer to assist where needed for your college's registration. Helping Hands. Are budget cutbacks a part of today's harsh reality on your campus? If so, wow your college administration by offering to perform office duties free of charge for faculty and staff whose clerical staff's salaries were cut from the budget. College Ambassadors. Many chapters have their members serve as ambassadors for the college who may visit local high school "College Days" to personally endorse the community college as a viable educational choice. These members also serve as tour guides for potential students, parents, alumni and donors visiting the campus. After your chapter and college president have decided upon a College Project, keep the administration updated on your progress and keep detailed notes about your project so that you can write an effective College Project Award entry for the Hallmark Awards competition.

8 Five Star FAQs Since the Five Star Chapter Plan operates on a January-December timeline, when should our chapter elect officers? Your chapter may continue to elect officers anytime during the year. In the past, many chapters have completed Five Star Chapter Plan requirements under two sets of officer teams. Many chapters elect officers in February or March so that they may participate in PTK Catalyst, Phi Theta Kappa s Annual Convention, usually held in late March or April. However, it is completely up to your chapter to determine when chapter officer elections are held. Can anyone other than the chapter advisor submit the Five Star Progress Report Forms? Yes, the chapter president and chapter officers may complete the Five Star Progress Report Form What happens if your chapter misses the final reporting deadline in January? All updates must be submitted by the final reporting deadline in January in order for Five Star certificates to be presented at spring regional meetings. How many members must participate in order to count as an official chapter activity? At least two members must participate in an Honors in Action activity to count towards the Five Star Chapter Plan. Does our chapter have to complete activities in the order they are listed under the requirements and on the update form? No. You may even move back and forth from one level to another. However, a chapter must complete ALL activities within a level before receiving recognition for that level of achievement. For example, if you have completed all activities on Levels One and Two, but only some of those in Level Three, you will receive recognition as a Two Star Chapter.
