Legates, Dean School of Agriculture and Life Sciences From: Kenneth L. Knight, Head \ ' Department of Entomology Subject: Recruitment of Black Faculty In answer to Dr. Glazener's memorandum of April 14, 1971 regarding recruitment of black faculty, we have in the past year filled one regular faculty position and three non tenured positions. The procedures used for this were those normal to our particular profession. Department heads at schools known to have trained individuals in the area of interest to us were contacted either by telephone or by letter and asked for names of graduating PhD's. Additionally, the employment desk routinely established at the annual meetings of the Entomological Society of America was visited and the records there examined. Besides these actions, notices of the openings were circulated as widely as possible. The names of candidates and credentials of candidates submitted without special solicitation were screened for suitability. To our knowledge there were no blacks either interested or applying at any stage in this process. In explanation of the above it should be borne in mind that entomology is a rather specialized field and entomological training is given in only the larger and fully integrated universities and to date there have been almost no blacks taking advanced training in this field. 14 AT RA {TEETH}! CENTER FOR OCCUPATIONAL EDUCATION RESEARCH - DEVELOPMENT TRAINING April 19, 1971 MEMO TO: Dean Carl J. Dolce/, / U A (,/ FROM:. John K. Coster X if " 51 1 With regard to the question of recruiting black faculty and women faculty, we have had no occasion to reoruit additional faculty during the academic year. I. We did establish a position as a Research Assistant in the Center for Occupational Education for an assistant editor and interviewed four women for this position. The position was offered to Mrs. Sue King on February 1, 1971 and she reported to work on February 15, We cannot make any statement at the present time regarding the recruitment of black or women faculty for a'later date. 3. There is no member of the faculty associated with the Center for Occupational Education who is presently teaching or working at primarily black institutions. In recruiting for the position of Assistant Professor for Edu, cational Research, a public announcement was made for the position at the Placement Office of the AERA in New York, February 2 4, Not a single black person made any effort to contact me for this posi tion and thus I did not interview any black persons. Two women contacted me; one indicated that she did not think she would be interested in the type of position we were offering; the other will be considered by the Search Committee. In view of the wide circulation of this position there is absolutely no reason to believe that there was any dis- crimination made on behalf of either black faculty members or women faculty members for this position.

To: The Provost From: Lodwick Hartley,, 4.» / \',/ L &h0fi A Both the head of the department and the associate head of this department scheduled regular interviews at the meetings of the South Atlantic Modern Language Association in Washington and the Modern Language Association in New York.. Our vacancies were plainly advertised in the listings of the Modern Language Association. There were no Black applicants. At the beginning of the year we did hire one Black teacher. In order to do so, we had to get him from another state institution. Qualified Black candidates in the field of English and American literature simply are not available in sufficient numbers. 18 DEPARTMENT or SOCIOLOGY AND ANTHROPOLOGY Box 5535 ZIP MEMORANDUM TO: Provost Harry G. Kelly Dean Fred V. Cahill Acting Dean E. W. Glazener FROM: Selz C. Mayo, Headj lflflfiw DATE: April 14, 1971 SCHOOL OF LIBERAL ARTS_ SUBJECT: Employment of Sociologists and Anthropologists AT RALEIGH I had This is in response to the membrandum from Provost Kelly as of 8 April 1971 relative to certain employment practices in this 97/ Department. I am aware that the memo reflects the search for information concerning compliance of this University with requirements of HEW. I am confident that the request does not reflect your own ideas, opinions, attitudes, and values. In fairness to the faculty of this Department, I feel that certain points of View must be shared with you. The remainder of my statements are in this vein. This memorandum is written under a condition of professional protest. The insinuation_that bias exists in this Department on the basis of race and sex is protested with all vigor. And, I must insist that bias of a superficial nature of any kind has no place in our program. To permit this to happen would be professional prostitution of the worst order. The following statement was prepared recently by one of our faculty members in response to a national questionnaire: One reason why I am not a "gung-ho enthusiast of women's lib is that I have experienced no discrimination in this department. If anything, seen in total, my sex status has been an advantage. Of course I am committed to equality of opportunity but I also recognize that some women who are screaming the loudest about women's lib are those who, if they actually had THE UNIVERSITY 01 NORTH CAROLINA, W ilham Friday. 19 to compete equally with men, would not even be in the position they presently hold. Some women seem to be demanding equality PLUS advantage. Obviously equal opportunity must be accompanied by equal expectations and a willingness to give up certain female prerogatives. When given the opportunity, we are in the business of employing competent sociologists and anthropologists. Employment is based on departmental program-needs and resources available. We are striving for a quality program and we do not plan a program staffed on the basis of some arbitrary distribution of superficial characteristics. The only meaningful and acceptable criterion is quality of the prospective member's training and experience. These in turn must be in terms of the predictability of growth, development and productivity. In the fall of , we added four new full-time members to our teaching faculty. These were sociologists- one by chance was a Negro and another by chance was a female. Both of these new faculty members are making a fine contribution to our program as are the other two. In the meantime, in the fall of , an extensive recruiting program was instituted. Applications were received from across the entire country and some from abroad. To date, three new full-time teaching positions have been filled. We were interested in sociologists and anthropologists. One of those already employed for next fall is a female--by chance. At this time, negotiations are continuing with a number of people. The major problem we face in these negotiations is the lack of resources. This is the great stumbling block regardless of whether the prospects are male/female, black/white, protestant/other religion, native/foreign, and south/nonsouth. In view of the Spring Semester Departmental Teaching Load Report (March 15, 1971), we make an earnest and urgent plea for additional resources. Our average FTE teaching load is nearly 90% higher than that for the University as a whole. We are not asking for privileges, rather we are asking for equal treatment for our faculty and for the students of this University. In our condition, we do not ask for justice but we do beg for professional mercy. SCM:kl
