Education was definitely a winner in this budget with an increase in Basic Education Funding (BEF) by $200 million and an increase in Special Education Funding (SEF) by $20 million. Fortunately, SCASD saw an increase in BEF and SEF combined by an amount of more than $640,000. This increase was in the top seven of all districts in the state. Other funding lines remained level for the district. Districts are reminded that the new funding formula is impacted by average daily membership from the Child Accounting reports. The School Code Bill considered: Implementing a comprehensive school building safety program Advisory committee review data collection requirements Issuance of temporary substitute teaching permits for education students Requires reconciliation of charter school payments to district by October 1 Reporting of wages by the 20 th day of the month following the end of the quarter The Administration will continue to provide details to the Board regarding the funding and reporting requirements as more information is available. At this point, the Administration does not recommend reopening the district budget to reflect the increased state revenue appropriation. The Administration recommendation for the increased BEF is to allocate to the capital reserve transfer for future facility expenses, given the district s current district wide facility master planning process.
