1 BOISE STATE UNIVERSITY ATHLETIC COMPLIANCE NEWSLETTER DID YOU KNOW? FEBRUARY 5, 2016 VOLUME 1 ISSUE 22 Follow us on Telephone and written correspondence rules apply even if the recruit is not yet of prospect age. Bylaw COMPLIANCE STAFF Inside this issue Athletic Department Reminders... 2 Recruiting Calendar Compliance Quiz... 3 Interp of Interest... 4 Gambling Reminder...5 Matt Brewer Associate Athletic Director, Compliance PH: (208) mattbrewer@boisestate.edu Michigan football to spend spring break in Florida Jenny Bellomy Assistant Athletic Director, Compliance PH: (208) jennybellomy@boisestate.edu Danielle Berish-Charters Director of Compliance PH: (208) danielleberish@boisestate.edu Gavin Boatright Assistant Director, Compliance PH: (208) gavinboatright@boisestate.edu Mitch Stringer/USA On Wednesday afternoon, head coach Jim Harbaugh announced that Michigan s football team will be spending spring break on a practice field in Florida. This trip is intended to allow the team an opportunity to escape the winter weather, practice, and take part in team bonding experiences. Thanks to the recent revision in NCAA rules, not only is it permissible for the football team to practice in another state, but Michigan State will also be allowed to pay for the off-site practice and reasonable entertainment. Since team building activities may happen at anytime, Harbaugh has planned for activities such as putt-putt golf and swim meets. This recent trend, fueled by the 2014 rule changes, allow institutions to practice at any location offering great recruiting exposure and new ways to expose their brand nationally. 4 Update: AMA Analysis of Hudl. (I) As a follow up to the January 20, NCAA Division I Committee for Legislative Relief blanket waiver regarding coaching clinics sponsored by Hudl, and in response to additional questions from the membership, the NCAA academic and membership affairs staff engaged in a further review of Hudl. As a result of that review, the staff agreed that Hudl does not currently meet the definition of a recruiting or scouting service because it is not an individual, organization, entity or segment of an entity that is primarily involved in providing information about prospective student-athletes. [See Staff Interpretation (4/1/2011, item ref. a)] Because Hudl does not meet the definition of a recruiting or scouting service, rules regulating activities involving recruiting or scouting services are not applicable to Hudl. Member institutions and conferences are encouraged to continue to review all events and activities involving institutional staff to ensure compliance with NCAA rules and other applicable rules (e.g., institutional, conference, state, etc.). Finally, this decision is based on the current iteration of Hudl and is subject to change if Hudl alters the services it provides or how it operates. The NCAA national office staff will communicate this information to Hudl and has posted an announcement on LSDBi.
5 SUPER BOWL WAGERING REMINDERS The Super Bowl is approaching and with it comes fun, excitement...and betting pools. Student-athletes, coaches, athletics department staff, non-athletics department staff who have athletics oversight responsibilities, and conference staff may not participate in sports wagering, including pools, internet wagering, auctions of teams, and fantasy leagues in which an entry fee is required and there is an opportunity to win a prize. A wager is any agreement in which an individual agrees to give up an item of value (e.g., cash, shirt, dinner) in exchange for the chance to gain another item of value. Q: Can I bet or buy squares in a Super Bowl betting pool? It is not permissible to knowingly Participate in sports wagering activities or provide information to individuals involved in or associated with any type of sports wagering activities concerning intercollegiate, amateur or professional athletics competition. (NCAA Bylaw 10.3) This prohibition applies to all practice and competition activities. (NCAA Bylaw ) What s at Stake??? The Penalty: A student-athlete who participates in any sports wagering loses their eligibility for the current regular-season and postseason and loses a minimum of a year of future eligibility. IN SHORT: You sit the year, you lose a year! A: No. If there is a required entry fee, with the opportunity to win a prize, this is impermissible. Remember: RISK + REWARD = VIOLATION #DONTBETONIT Cash is not the only prohibited item used as a wager in gambling. It is NOT permissible to bet with any other item that has tangible value, such as apparel or a meal. Providing inside information about a player to individuals involved in organized gambling activities is considered participation in a gambling activity and is prohibited.
