Background: Desired Action: Attendees: As part of the economic relief package this proposal would reduce the required number of plumbing fixtures in commercial buildings. This proposal has been vetted and approved by a member of the National Standard Plumbing Code Committee and unanimously by the Carroll County Plumbing Board. The National Standard Plumbing Code Committee intends to discuss and possibly update the current fixture table with our proposed fixture table during their next code cycle. Move to public hearing. 6 Carroll County Department of Public Works Purpose: Briefing on Public Hearing to add an amendment to the Ten Year Solid Waste Management Plan, dated August 2006, to address collection and recycling of fluorescent and compact fluorescent lights (CFL) that contain mercury Background: In the 2010 legislative session, the Maryland General Assembly passed House Bill 685, Environment-Fluorescent and Compact Fluorescent Light Recycling County Plans. The law was signed by the Governor on May 4, The bill does not require a collection of fluorescent lights, only the development of a strategy in the county s recycling plan that may include recycling, exchange, and take back programs voluntarily established by manufacturers or vendors. In addition, (b)(11) of the Environment Article, Annotated Code of Maryland requires that a county shall revise its recycling plan by October 1, 2011 to address the requirement of subsection (b) (11) of this Section. The draft amendment was presented to the Environmental Advisory Council (EAC) on May 10, 2011 and to the Board of County Commissioners on September 8, On September 20, 2011, this amendment was presented to the Planning Commission, which established it as consistent with the Carroll County Master Plan. The next step prior to adopting the amendment and submitting it to the Maryland Department of the Environment is to hold a public hearing for comments. 7 Town-County Agreement Issue: Approval of the FY 12 Town-County Agreements with the Towns of Union Bridge, New Windsor, Manchester and Sykesville and the City of Westminster. Background: Annually, Carroll County Government and the Towns agree to the sharing of funds and participation in planning and other government functions. This agreement provides intergovernmental funding from the County to the Town of Union Bridge in the amount of $68,971, the Town of New Windsor in the amount of $71,437, the Town of Manchester in the amount of $220,078, the Town of Sykesville in the amount of $263,295 and the City of Westminster in the amount of $899,216. The FY 12 budget appropriated funding for this action. Desired Action: Approve the FY 12 Town-County Agreements with the Towns of Union Bridge, New Windsor, Manchester and Sykesville, and the City of Westminster.
