1 NORTH SCOTT COMMUNITY SCHOOL DISTRICT Eldridge, Iowa NOTE: These minutes are unofficial until approved by the board at the next regular meeting. A regular meeting of the North Scott Board of Directors was held on April 11, 2016, at 6:30 p.m. at the Administration Office. Members present were: Nick Hansel, Glen Keppy, John Maxwell, Joni Dittmer, and Donn Wilmott. Molly Bergfeld and Reid Blanche were absent. President Maxwell called the meeting to order at 6:30 p.m. APPROVAL OF AGENDA The music presentation was moved to the first item under Reports. Hansel moved to approve the agenda, seconded by Dittmer. Motion unanimously approved. APPROVAL OF CONSENT AGENDA Hansel moved to approve the consent agenda, as follows; seconded by Dittmer. Motion unanimously approved. - Minutes of the March 28, 2016 Regular Meeting. - Retirements effective : Becky Stamer, Art Teacher at Grissom and Shepard; Judy Kietzman, High School Business Teacher; Lyman Miller, 5 th Grade Teacher and First Lego League Advisor at Armstrong; and Karen Johnson, Special Ed Aide at White. - Resignations from Lori Davis, Level III Special Ed Aide at Grissom, effective 3/31/16; and Dion Ayers, Model Classroom Teacher at Armstrong (he will remain a 6 th grade teacher at Armstrong), effective Employment of Sarah Hansel, head fall and winter cheerleading coach, effective ; Kristen Brauer, extended year special ed teacher, effective 7/18/16 8/12/16; and Erin Lake, elementary guidance counselor at Armstrong, effective ( pending certification). - Information items: Deb Talbot, custodian at Shepard, will transfer from a 4 hour per day position to an 8 hour per day position, effective 3/22/16. - Revenue and Expenditure Reports, School Nutrition Fund Report, Child Care Report, Activity Fund Reports, and Trust & Agency Reports for March, 2016.
2 NORTH SCOTT COMMUNITY SCHOOL DISTRICT Page open enrollment in requests: Cheyenne Kent, resident district is Davenport CSD (HS-11th) Zoey Miles, resident district is Davenport CSD (JH-7th) Michael Miles, Jr., resident district is Davenport CSD (EL-3rd) Open Enrollment-In Requests: Elijah Mikael Graham, resident district is Davenport CSD (EL-K) Aliya Loeffelholz, resident district is Davenport CSD (EW-K) - Revised Quad City Warehouse Agreement BILLS Jill Van Roekel reviewed several items regarding the bill list and financial reports. The following bills were presented for approval: General Fund - $327,485.98, Student Activity Fund - $28,438.42, Management Fund - $32,500.00, Sales Tax Fund - $51,909.05, PPEL Fund - $22,153.30, School Nutrition Fund - $43,729.64, Child Care Fund - $3,045.56, Self-Funded Health - $478,115.91, Agency Fund - $1,555.69, for a total of $988, Dittmer moved to approve the bills as presented, seconded by Keppy. Motion unanimously approved. RECOGNITIONS ASBO Certificate of Excellence Award Jill Van Roekel, Director of Business, has been notified by the Association of School Business Officials that the district has received the Certificate of Excellence in Financial Reporting Award for the 34th year. Congratulations to Jill and the Central Office staff on once again receiving this prestigious award! Knights of Columbus Free Throw Contest Taylor Oetzmann, Alan Shepard Elementary 4th grade student, won the State basketball free throw contest sponsored by Knights of Columbus. The event was held in Des Moines on April 2nd. Taylor made 24 out of 25 free throws! Congratulations Taylor! History Day Students Advance North Scott has 35 students advancing to State in Des Moines April 24-25, A total of 264 students competed at St. Ambrose University on March 7th. There were 41students with 25 projects representing North Scott. Congratulations students! FFA National Award
3 NORTH SCOTT COMMUNITY SCHOOL DISTRICT Page 3 The North Scott FFA chapter has received the Supreme National Chapter Award. Congratulations students! State Thespian Festival High school students Harmoni Eiland and Andrea Warhurst earned second place at the recent State Thespian Festival and have qualified to compete at the International Thespian Festival in June. Isobel LaCorte is now a State Thespian Officer. Congratulations Harmoni, Andrea and Isobel! Speech Individual Events The North Scott Speech Team recently participated in every category and filled all available slots at the District IE Contest this year! This is quite an accomplishment and speaks well of the program at North Scott High School. Congratulations students! PUBLIC HEARING President Maxwell opened the public hearing for the school district budget. Jill Van Roekel reviewed the proposed budget, based on a 2.25% increase in supplemental state aid. The budget results in a tax rate of $ per thousand dollars taxable valuation, which is down slightly from last year. District-wide revenues total $42 million, and district-wide expenditures total $44 million. Expenditures will exceed revenues due primarily to the spending down of bond proceeds in the FY17 school year. President Maxwell called for input from the public. Hearing none, Hansel moved to close the hearing, seconded by Keppy. Motion unanimously approved. Hansel then moved to approve the school district budget as presented, seconded by Dittmer. Motion unanimously approved. REPORTS Music Presentation The following members of the district s music department presented information on the district K-12 music program: Rita Hart, Linda Jorgenson, Violet Talbot, Paul Skyles, Lori Potts, Linda Hoppe, Jenny McKenna, Ashley Wilson, Mike McMann, and Carl Collins. The presentation included the core music standards, PreK-6 th general music, special events, elementary chorus, junior high choir, high school choir and performances, jazz choirs, high school choir honors, junior high orchestra, high school orchestra, orchestra honors, junior high band including events, awards, and honors, high school band and curriculum, awards, and honors, and band performances. Facilities Update Joe Stutting reported that the lawsuit with the roof supply company on the Ed White project was dropped, and that project has now been closed out. The High School project is also being closed out, but the status of the Alan Shepard project is still unknown. The fitness center will be going to bid soon, and summer projects are being scheduled.
4 NORTH SCOTT COMMUNITY SCHOOL DISTRICT Page 4 Administrative Update Sue Kane invited board members to the inservice day Monday at Ed White and the Jr. High. Kelly Rohlf reported on vertical articulation for professional development, a book study on opening minds, the primary music program, parent teacher conferences, and Mock Trial. Sherri Marceau reported the AEA has presented an early childhood academy for preschool teachers, the second graders participated in a Wax Museum project, and the staff and students will participate in the national wear purple day for families impacted by military parents being called to active duty. Curt Rheingans reported on a staff book study on good to great teaching, the Math Bee, running club, bingo night, and a pay it forward project. Shane Knoche reported on tier one interventions, rating practices, ALICE training, and interviewing for positions for next year. Bernie Brustkern reported on Mock Trial, DARE graduation, the teacher leadership review process, the TLC structure, and the community rallying around a student having brain surgery. Michael Kline explained the Squeaky Cleaners project. Liz Mashek reported on Mock Trial, a book study on preventing misguided reading, ELA units, the barricade drill for ALICE training, the positive behavior incentive plan, and the challenging behavior team from AEA. John Hawley talked about students attending the FFA leadership conference, the Quad Cities visiting artists, the spring bash to be held this Friday, Student of the Quarter, tier one interventions, the first home track meet, the Understanding High Risk Students program, and Special Olympics. OLD BUSINESS - none NEW BUSINESS Pepsi-Cola Agreement The superintendent presented an agreement with Pepsi-Cola Bottling Company of Davenport. The company will donate $15,000 to the high school athletic department and $5,000 to the Jr. High athletic department in return for the signed 5-year vending agreement. Hansel moved to approve the agreement with Pepsi as presented, and thanked Pepsi for the donations; seconded by Dittmer. Motion unanimously approved. John Deere Donation Shane Knoche presented a donation agreement with the John Deere Construction and Forestry Company. John Deere Davenport Works has donated four used Miller Welding machines for the high school welding class valued at the time of purchase at $33,000. Keppy moved to approve the donation from John Deere, seconded by Dittmer. Motion unanimously approved. SUPERINTENDENT S REPORT
5 NORTH SCOTT COMMUNITY SCHOOL DISTRICT Page 5 The superintendent s report included the following items: (a) An update of the open positions. (b) The student enrollment report for April, (c) (d) (e) (f) Notice of an out of state field trip where Jr. High students attended the Junior Honors Chorus 2015 workshop with the Western Illinois University choirs. The district s new website is up and running, but still needs to be fine-tuned. An open house for the FEMA Safe Room at Glenn will be held May 23 rd at 5:30 p.m. The May 23 rd board meeting will be held at Glenn at 6:30 p.m. Following the board meeting, the board will meet in exempt session to discuss negotiations with district bargaining groups. BOARD COMMENTS/CORRESPONDENCE Nick Hansel thanked the board for going through the work sessions for insurance interviews, and encouraged board members to open up lines of communication with building administrators. Hansel also complimented the administrators for doing a tremendous job. There being no further business, Hansel moved to adjourn; seconded by Keppy.
