4 PURPOSE OF HANDBOOK This handbook has been developed to aid administrators, athletic directors and coaches in the administering and officiating of athletics in the Western Kentucky Conference. The guidelines and suggestions in this book are not the ideas of any one person; they are nothing new. It is hoped that this booklet will be helpful to you in solving the many problems that arise today involving competitive athletics. Each year it becomes more difficult to secure good, competent officials. We will continue to strive to train and develop the best officials available in the West Kentucky area. Your patience, understanding and cooperation are certainly appreciated. Any suggestions you as administrators, officials, or coaches may have are always welcomed. 6 PAST AND PRESENT The West Kentucky Conference was organized at Madisonville in December Charter members were: Fulton, Hopkinsville, Madisonville, Mayfield, Marion, Owensboro, Paducah and Princeton high schools. Some of our young folks today need to be educated in regard to behavior at athletic events. This can be accomplished through assembly programs, club meetings, on-spot announcements, as well as radio and TV programs. 2. Players may also need to be educated on their conduct. They are representatives of their town, school and family, and are expected to display a good example at all times. It is not the player s duty to argue with an official nor to show outward disgust with a call. 3. Discuss with all school personnel the importance of sportsmanlike behavior at all athletic contests. 6

8 4. Provide proper facilities and police protection. 5. Judgment calls on the part of the officials are not subject to question or discussion. Adult misbehavior gives our youths a poor example to follow. We are fortunate that our W.K.C. schools are still able to play night football, and to play before large crowds with a minimum amount of difficulty. It takes very little to incite a sports crowd - a crowd already tightly wound up as a result of watching an athletic contest, one where there are many rabid fans. There must be crowd control at all areas. The J.O. Lewis Sportsmanship Award is made each year to the member school, that by the conduct of their players, coaches, faculty, student body and fans display the best sportsmanship during the football season. Last year s winner was Fulton City High School. MR. PRINCIPAL, YOU CAN HELP BY 1. Stressing good sportsmanship and working with the student body to better their attitude through school assemblies and the public address system. 2. Assuming responsibility of crowd control. 3. Providing a plan for safety of the guest school, spectators and officials by: a. Arranging the parking of buses and cars. b. Arranging the parking and protection for officials. c. Arranging protection for the guest team s unloading and loading their bus, before and after the game. d. Arranging seating areas for guests and adults. e. Arranging accommodations for cheerleaders and their sponsors. 4. Providing for basic crowd control: a. Becoming knowledgeable of crowd control and student discipline. b. Keeping students in their places in the stadium; preventing them from running all over the place. c. Placing adults in areas which have as little interference as possible with students. 5. Planning for police protection: a. Giving directions to police in and around playing field. This should include action before, during and after contest. b. Making use of booster clubs and service clubs as ushers, etc. 7

9 ATHLETIC DIRECTOR You are asked to assist by: 1. Designating a capable person to act as host to the officials. He should escort them to their dressing room and see that they are provided with towels and soap. He may also accompany officials to the field and take care of their jackets and possibly provide the officials with a soft drink or coffee at halftime. 2. Handing the officials check to him privately before the game. 3. Providing a clean, private dressing room with shower. Before and after the game and at halftime, the officials room should be out of bounds for everyone except the few who have a definite assignment there. (This is not a place for smokers or be the general hang-out. 4. Insisting that your coaches instruct their players to be courteous and respectful to all officials. 5. Keeping crowds under control. 6. Insisting coaches set a good example for your players and fans. 7. Not permitting coaches to argue or visit with officials during a game or during intermission. 8. Extending the same courtesy for parking to the guests school as to officials and a student manager acting as host. COACH AND ASSISTANTS The man honored with the name coach is the real key to all varsity competition today. His school may be small or large, but he is the one individual that the students, players and fans look to for guidance at athletic contests. The coach must be a leader. He cannot place himself in a position to incite a crowd that may cause a school suspension, as well as embarrassment. He must control his emotions and his actions. To the crowd he is the one knowledgeable person present. If he is calm, the crowd will be calm. If he cannot or will not control himself and his team, there is no place for him in the high school program. Assistant coaches must play a key role in overall control. This becomes doubly important in today s society, where a disciplined team can be a great lesson for both students and adults. Many assistant coaches will be on the sidelines for the first time. Your actions on these initial appearances can give you a good or bad impression that could carry with you for your entire coaching career. 8

10 CHEERLEADERS 1. Cheers should be positive, not aimed at antagonizing a guest. Care should be taken to make sure certain words used in a cheer are not suggestive and do not have a connotation which might incite an audience. 2. Cheerleaders should remain silent when opponent s cheerleaders are cheering. 3. When booing occurs, the cheerleaders should attempt to stop it. 4. Student bodies and teams will react as they are instructed, inspired and led by neat, charming and well-poised cheerleaders. FOR ALL Sportsmanship is simple. It is merely control in strength, being courageous in weakness, keeping the rules, playing the game, being on the level with adversaries and on the level with yourself. If everyone will do their job, the number of athletic problems should be nil. But let anyone neglect or half-heartedly do their assignment, and the entire program will suffer. SOME CARDINAL PRINCIPLES FOR OFFICIALS 1. Have a good understanding of the rules and approved mechanics before accepting any game assignments. 2. Be courteous, pleasant, firm and alert. 3. Be professional with fellow officials. Any criticisms should be constructive and conducted in private. Do not discuss other officials with coaches. 4. Do not smoke on or in the vicinity of the field. As to alcoholic beverages - don t! (Violation of this principle may result in dismissal from the W.K.C. as an Official.) 5. Be on time for the contest. Allow enough time for a good pre-game conference. 9

11 6. Do not fraternize with coaches or fans before or during the game. 7. Wear the standard uniform and see that it is in good condition. Look sharp! 8. Carefully check scoring-timing facilities before each half and at intervals during halftime. 9. Maintain good position on the field and administer your duties in a businesslike manner. 10. Know the signals and give them promptly and clearly. 11. Attempt to maintain poise and calmness at all times. You cannot afford to lose your head. 12. Gain respect. Do not demand it. OFFICIALS REQUIREMENTS Every W.K.C. official is required to attend at least six football rules clinics during the 2009 season. Officials are rated by the coaches assigning secretary, on attendance at rules clinics, graded on the National Federation Test, and their certified, approved or registered ratings. We would like to encourage everyone to take the National Federation Test Part II. The test will be given online at a date to be announced. Football - Black and white vertically striped shirts, long or short sleeved; white tapered knickers, black stockings with a maximum 5 stirrup and modified Northwestern stripe; white socks worn inside with low cut shoes, worn outside 3 above the top of high cut shoes, black football shoes and black shoe laces; black belt and baseball-type cap. All officials in a given game shall wear the same type shirt. When worn during the game, the jacket shall be black and white vertically striped and all of the officials shall wear them. If a patch is worn on the jacket, it shall be the K.H.S.A.A. Official Jacket Emblem. No local association patch is worn. 10

LEWIS SPORTSMANSHIP AWARD FOR 2010 CONGRATULATIONS TO GRAVES COUNTY HIGH SCHOOL 2008 JOE RUSSELL DISTINGUISHED LEADERSHIP AWARD CONGRATULATIONS TO COACH RON BARNARD, MARSHALL COUNTY HIGH SCHOOL This award is presented by the football officials of the WKC to that head coach who most exemplifies the three fundamental components of the National Federation Sportsmanship, Ethics, and Integrity and in doing so, has instilled these attitudes in their staff and players. The award was initiated in 1997 and is named in memory of the long-time Assigning Secretary for the WKC, Joe Russell. Mr. Russell was himself a man of high honor and respect.
