1 PRESIDING: Susan Miller PRESENT: ABSENT: Scott Bennion, Steve Degenfelder, Kathy Dolan, Suzanne Sandoval, Sue Schilling Roy Cohee GUESTS: Trustee Susan Miller called the meeting to order at 7:04pm FIRST ITEM OF BUSINESS: Approve Minutes: A MOTION was made by Trustee Kathy Dolan to accept the minutes of September 19, The motion was seconded by Trustee Scott Bennion. The motion carried. SECOND ITEM OF BUSINESS: Finance Committee: A MOTION was made by Trustee Kathy Dolan to accept the financial reports and the bills as presented in the October 17, 2017 work session. The motion was seconded by Trustee Sue Schilling. The motion carried. THIRD ITEM OF BUSINESS: Board Chair and Casper College President: Trustee Susan Miller did not have a report at this time. President Darren Divine reported: ü Rhonda Franzen, Human Resources Director, and her team lead a seminar on Difficult Conversations and Employee Engagement; Trust with Leadership. This seminar was well attended and there are plans for future seminars of this nature. ü President Divine attended the WCCC meeting in Sheridan on October 13, The Community College Presidents and Commission voted to go with the Completion Goal of 60% by ü President Divine thanked Trustees Dolan and Schilling for their work on the WACCT Conference that was held at Casper College on October 11-12, The conference theme was Communicating Best Practices and Joanne Theobald, Director of Counseling for Casper College, presented on Koru Mindfulness and this presentation was very well received. ü Thursday, October 19, is opening night for the musical Mary Poppins and Dr. Divine invited all to attend the production. ü On Tuesday, October 24, 2017, Dr. Divine and Terry Divine are hosting the Dutch Partners for a reception and dinner. Other: Dr. Divine introduced Chad Hanson, a Sociology instructor, Amber Bennett, a student, and Chris Stier, the new Student Activities Coordinator. Chad, Amber, and Chris presented on the Boys & Girls Club cohort class. This was an idea that was started with Dr. Shawn Powell and Ashley Bright, Executive Director of the Boys & Girls Club. Chad was excited with the idea and volunteered to head this project. Chad shared the logo that was created with Laura Lucero of Casper College. This logo showed the partnership with Casper College, BOCES and the Boys & Girls Club. BOCES was involved in paying the tuition for the high school students to take this college class. The course that was used as a pilot was called First Year Seminar. This class came from a webinar that faculty took part in that covered the best practices in First Year Seminars. Chad shared that the goal was to get students involved in

2 asking big questions about relationships with themselves and the world, and from there developed their class projects. They also did different activities for learning in the community, partnering with different organizations including The Nic and 5130 Rock Climbing. The final component of the class was modeled around the This I Believe program. The students read a series of short essays and then wrote their own This I Believe essay and also used photographs to help illustrate it. These written works and their photos were showcased in the exhibit hall of the Natrona County Library. Chad stated that he really wanted to show the students that there is a process, including conceiving the idea, putting drafts together, and polishing it to see the final product. This first year pilot program had ten high school students ranging from 9 th -12 th grade. Amber shared that she found out about this class through the Boys and Girls Club and was introduced to college through this class. The next offering for this class will be in Cultural Anthropology. Chris shared that while he was at the Boys and Girls Club, some comments he heard were kids asking when the next class was. Chris also shared that students were selected based on certain criteria including interest, willingness to try something new and their commitment for the class. Chris also felt this was a great way to introduce college to high school students and to help alleviate some of the intimidation factor of attending college. Discussion was had. FOURTH ITEM OF BUSINESS: Academic Services: Shawn Powell Dr. Powell shared that the Boys & Girls Club program is unique and that no other club has this program, and thanked Chad and Chris on their hard work and dedication to this program. Reported that Cara Rodriquez, an English Instructor, received the Creative Writing Fellowship for Poetry from the Wyoming Arts Council. October 19 at 4 p.m. the Western History Center will be giving an archive presentation. October 19 at India Hayford will be presenting, Slither and Hiss; Snakes of Wyoming at the Werner Wildlife Museum. October there will be guest artists and faculty presenting a New Music Concert at Wheeler Concert Hall. November 2-3, a group of faculty and deans will be traveling to Laramie to partake in Innovations in Education with guest speaker Ken Bain, hosted by the Wyoming Department of Education in partnership with Complete College Wyoming and the University of Wyoming. November 3 is a RedStone Recital at Wheeler Concert Hall. November 4 at 1 p.m. Daniel Rodriguez, an Army Veteran and national speaker, will be speaking at Durham Auditorium in Aley Hall. FIFTH ITEM OF BUSINESS: Student Services: Kim Byrd Kim Byrd gave an update on GEAR UP. Last Thursday GEAR UP personnel were in Laramie for state-wide meetings. Their current grant is scheduled to expire soon, and they were encouraged to apply early. They were selected for the new grant they applied for, which was to start immediately and this meant that they would need to pick up another 300 students to serve. The state of Wyoming has asked for a deferment due to the unrealistic expectations of being able to serve another 300 students on top of the current 300 students. GEAR UP recently received at $5,000 donation from the Gertrude Camp Memorial Foundation, and will be using this and private donations to host a Job Seeking and Resume Building workshop. Six staff members will be attending Title IX Investigator training in Cheyenne. FASFA Filing Frenzy will be held October 26 from 3 p.m.-6 p.m.

3 The next Visit Day to Casper College will be on October 27 from 9 a.m.-1 p.m. Early Childhood Learning Center is going through their accreditation process and submitted their annual report that was approved and is now waiting for an on-site visit. The Customer Relationship Managment (CRM) software that was recommend from the Strategic Enrollment Planning. This will allow for students who have applied, to merge the Hathaway Scholarship application along with the enrollment application. There will be more information on CRM in March. SIXTH ITEM OF BUSINESS: Administrative Services: Lynnde Colling Congratulated Jennifer Pepple as the new Recruiting and Employment Specialist. Accounting and Financial Management is working with IT to in-house our 1098T tax forms. They have always been outsourced and we should see a savings by doing this in-house. In facilities scheduling, there has been a focus on standardizing contracts templates, and are working with the school district to come to an agreement on this standardized process. Lynnde and Robyn Landen will be offering some budget training sessions and will be starting next week. SEVENTH ITEM OF BUSINESS: Faculty Senate: Jennifer Cowell Faculty Senate had their second meeting on October 9, They had 60 faculty pay dues. This is down from last year and they are trying to encourage faculty to join the alliance. Curriculum committee has been sending a lot of changes to Senate. Currently they are looking at 23 curriculum changes, mostly course deletions. Nathan Baker and Jennifer Cowell are faculty representatives on the policy committee. Faculty Load Committee is back working with the goal to complete this policy sometime this year. Faculty senators met with Dr. Divine on October 3. This was the first of monthly meetings that they will have with Dr. Divine to discuss various topics. They have awarded several Faculty Development Funds to date. EIGHTH ITEM OF BUSINESS: Staff Alliance: Jennifer Pepple Staff Alliance meet on October 17. Discussion was had on ideas to make things more positive and productive, as well as a bylaws revision update. There have not been any Staff Development Fund requests this month. WACCT Nomination is Danielle Gallegos from Enrollment Services. Employee of the Month for October is Bryan Goltermann, who is the Preventive Maintenance Technician and has been with the college since NINTH ITEM OF BUSINESS: Administrative Alliance: Katie McMillan Laurie Johnstone has been appointed as the new Vice Chair. There have been 5 Professional Development Funds awarded. There have been 3 employees assisted through the benevolent funds. There have been 5 nominations for the 2 nd quarter Outstanding Administrator.

4 TENTH ITEM OF BUSINESS: University of Wyoming at Casper: Jeff Edgens Updated the board of the reorganization of UW-Casper. There was a lot of work that happened at the Dean s Retreat that was held at UW-Casper in September with the focus of the future of UW-Casper. The main goal is working towards UW-Casper to have its own unique identity and to build on its success. Jeff thanked Dr. Divine and Dr. Powell for attending this retreat. The Medical Lab Sciences Program will have the National Accreditation Body on campus November 2-3, to review this program for national accreditation. This is a long and important process and would put this program in an elite community. Promoting and marketing will begin this spring for existing programs for next fall, and he is hoping to be able to announce a new academic program to launch in Casper in the fall of ELEVENTH ITEM OF BUSINESS: Student Senate: Chloe Haas No report at this time. TWELFTH ITEM OF BUSINESS: BOCES: Sue Schilling Trustee Schilling reported at the last BOCES meeting they heard several grant proposals accumulating requests of $100,000. The proposals were very innovative and BOCES will continue to evaluate these proposals. Trustee Susan Miller thanked Katie McMillan, who helps with several of the grants proposals, on her diligence of writing very clear and informative grants. THIRTEENTH ITEM OF BUSINESS: WACCT: Kathy Dolan The WACCT Conference was October 11 th & 12 th, 2017 and was held at Casper College. Trustee Dolan thanked Joanne Theobald on her outstanding presentation. The legislative panel was very well attended. The trustees had discussions with College presidents regarding legislative issues that may be coming forward. FOURTEENTH ITEM OF BUSINESS: Unfinished Business Trustee Suzanne Sandoval gave an update of the ACCT Conference attended by Trustee Sandoval and Dr. Divine on September 25-28, They attended several different sessions including: Achieving the Dream, Data Driven Board, TEDx, Website Compliance, and several others. The conference was a great opportunity for networking and had some very informational discussions. Trustee Miller stated that the ACCT conference is very informative and would recommend that there is always a representative at this conference. FIFTEENTH ITEM OF BUSINESS: Action Items: A MOTION was made by Trustee Scott Bennion to approve the Academic Nepotism Policy as noted in the October 17, 2017 work session. The motion was seconded by Trustee Steve Degenfelder. The motion carried. A MOTION was made by Trustee Kathy Dolan to approve the Curriculum Approval Policy as noted in the October 17, 2017 work session. The motion was seconded by Trustee Steve Degenfelder. The motion carried.

5 SIXTEENTH ITEM OF BUSINESS: New Business Dr. Shawn Powell updated the board that the Coaching Certificate and Personal Trainer Certificate that was previously approved by the board was given approval by the Wyoming Community College Commissioners on Friday, October 13, 2017 Trustee Susan Miller reported that the Board of Trustees has extended Dr. Divine s contract to June 30, The next meeting will be November 14, At 8:05 p.m. the regular board meeting adjourned.
