Call to Order: The meeting was called to order at 6:01 p.m. II. Roll Call: Present: George Hoeppner, chair; Paula O Loughlin, vice chair; Tom Lehmann, treasurer; Jennifer Pelletier, clerk; Shelley Pearson, director; Mike Ptacek, director; Sarah Stivland, director; Superintendent Pontrelli (ex-officio) Student Members Bridget Smith and Emera Balok III. Pledge of Allegiance: Chair Hoeppner led Pledge of Allegiance. IV. District Mission and School Board Goals: The mission statement was read by Member Pelletier and the goals were read by Member Stivland. V. Approval of the Agenda The agenda for the meeting was accepted. Motion by: Pearson; Second by: Lehmann; Vote: 7 ayes, 0 nays, Motion Carried. VI. Introductory Items A. Student Report Student Members reported that second semester is underway. The Sadie Hawkins dance is Friday night and BLAST Week activities are planned for next week with PEP Fest Friday afternoon. The Feminism Club and the Ping Pong Club are new activities that were recently added as extra-curricular opportunities for students. B. District Recognition 1. Peaceful Bus Ms. Drommerhausen, instructional coach and Mr. Oswald, Transportation Director of MN Central Bus Company, along with bus drivers, were recognized for their classroom-to-bus partnerships with our students. As a result of this collaborative learning between the students and the drivers, bus behavior referrals have decreased by about 90%. 2. United States Senate Youth Program Delegate Principal Bach introduced student Alex Pavlicin who was recognized for being selected as one of two students in the state of Minnesota to participate in the program in Washington D.C. VII. Open Forum 1. Jenna Weiss, nd St. N. Stillwater, spoke against the school closings 2. Jenny Narveson, th St. N. Oak Park Hts., spoke against the school closings. 3. Tonya Weigel, Kerry Ct. N. Hugo, spoke about good faith community engagement. 4. Dee Dee Armstrong, 3085 St. Croix Trl. Afton, spoke to the board about ethics 5. Gifted and Talented Education (GATE) Program Update Ms. Larson, director of personalized learning, and Principal VanScoy provided an update on the 4/5 GATE program that is moving to Stillwater Middle School next school year which will allow for expanded programming for students. Student in 4/5 will continue with the sheltered experience similar to what is offered this year. Our sixth graders will be clustered together in houses and core classes with access to support from a GATE teacher for English Language Arts and Science. A specialized math class will also be provided to our sixth grade students. B. Construction Projects Update Mr. Drommerhausen provided and update on the construction that is currently underway. He shows pictures of the progress of the SAHS humanities wing, STEM wing and Pony Activity Center. He also shared pictures of Brookview Elementary. Construction is expected be completed in early August. IX. Action Items A. Accept Bids for Lake Elmo Elementary School Remodel Mr. Mark Drommerhausen provided information on the upcoming remodel project and shared information regarding eight bid packages for Lake Elmo Elementary School. The total base bid of these work scopes received from the responsible bidders was $2,532,079. Concrete and Masonry: Three bids were opened on December 20, Of the total qualified bids, the lowest bidder was George Siegfried Construction of Bayport, Minnesota for a bid total of $22,000. George Siegfried Construction is highly recommended by Kraus Anderson as the low responsible bidder. The Board awarded the contract to George Siegfried Construction. Carpentry: Two bids were opened on December 20, Of the total qualified bids, the lowest bidder was Ebert Construction of Corcoran, Minnesota for a bid total of $308,940. Included in this bid is one accepted alternate to accommodate the student transfer lift in the restroom area for $140. Ebert Construction is highly recommended by Kraus Anderson as the low responsible bidder. The Board awarded the contract to Ebert Construction. Doors, Frames, and Hardware Materials: One bid was opened on December 20, 2016 from Bredemus Hardware of St. Paul, Minnesota for $4,770. Bredemus Hardware is highly recommended by Kraus Anderson. The Board awarded them the contract. Tile: One bid was opened on December 20, 2016 from Grazzini Brothers & Company of Eagan, Minnesota for $13,860. Grazzini Brothers & Company is highly recommended by Kraus Anderson. The board awarded them the contract. Fire Suppression: Two bids were opened on January 24, Of the total qualified bids, the lowest bidder was Breth-Zenzen of St. Joseph, Minnesota for a bid total of $50,000. Included in this bid is one accepted alternate to relocate sprinkler heads due to the student transfer lift for $400. Breth-Zenzen is highly recommended by Kraus Anderson as the low responsible bidder. The Board awarded the contract to Breth-Zenzen.
3 Mechanical: Three bids were opened on January 24, Of the total qualified bids, the lowest bidder was Pioneer Power of Woodbury, Minnesota for a bid total of $1,939,529. Included in this bid were two accepted alternates. The first alternate was for the student transfer lift in the restroom area for $26,500. The second alternate was to replace a rooftop air handling unit to provide cooling in the cafeteria for $72,429. Pioneer Power is highly recommended by Kraus Anderson as the low responsible bidder. The Board awarded the contract to Pioneer Power. Electrical: Three bids were opened on December 20, Of the total qualified bids, the lowest bidder was NAC of Vadnais Heights, Minnesota for a bid total of $166,000. NAC is highly recommended by Kraus Anderson as the low responsible bidder. The Board awarded the contract to NAC. Earthwork and Paving: Three bids were opened on January 24, Of the total qualified bids, the lowest bidder was Miller Excavating of Stillwater, Minnesota for a bid total of $26,980. Miller Excavating is highly recommended by Kraus Anderson as the low responsible bidder. The Board awarded the contract to Miller Excavating. Accept Bids for Afton-Lakeland Elementary School Remodel Bids for Afton-Lakeland Elementary School, 475 St. Croix Trail South, Lakeland, MN Mr. Mark Drommerhausen provided information on the upcoming remodel and shared information regarding seven bid packages for Afton-Lakeland Elementary School. The total base bid of these work scopes received from the responsible bidders was $1,713,718. Concrete and Masonry: Three bids were opened on December 20, Of the total qualified bids, the lowest bidder was George Siegfried Construction of Bayport, Minnesota for a bid total of $36,500. X. Superintendent and Board Member Updates A. Superintendent Report Superintendent Pontrelli that staffing and transition planning are well underway; she has had the opportunity visit classrooms this week; attended the SEC Music Festival; thanked Tom Oswald and the bus drivers for their partnership with the Peaceful Bus program; thanked Mark Drommerhausen for his oversight of the construction projects, announced that Annette Sallman is meeting with folks to work out the schedule for the Pony Activity Center. B. Chairperson s Report 1. Mr. Hoeppner reported on the January 19 learning session where board members heard possible partnership opportunities with Marine Area Charter School. The City of Marine expressed interested in buying Marine Elementary Schools however, the school board was advised that they could not dialog with them due to the legal stay that is place by their attorney. C. Board Member Reports 1. Ms. Stivland reported she attend the MSBA trainings and conference, the SEC Music Festival and chaperoned a group of girls students from OLJHS to the movie Hidden Figures with Member Pelletier. 2. Ms. Pelletier reported she attended the MSBA trainings and conference, the SEC Music Festival, The Partnership Plan board meeting, toured Stonebridge elementary, attended the movie Hidden Figures with student and Member Stivland and announced the policy working group is scheduled to meet next week. She read a list of districts who follow statute and have not modified the threshold amount. 3. Mr. Lehmann attended an interest based negotiations session facilitated by the Bureau of Mediation Services with the SCEA and District negotiating teams. 4. Ms. O Loughlin reported she attended the MSBA trainings and conference, Superintendent Advisory Committee meeting, clarified a discrepancy in a letter to the editor that was published, and shared materials with fellow members from the AMSD meeting last week. Ms. O Loughlin asked fellow board members for feedback on HF 533 Sale of a School Building.

Ms. Pearson reported she attended the MSBA conference where she was awarded a certificate for completing 100 hours of training, attended the Superintendent Advisory Committee meeting, and a Student Innovation Council meeting. She announced the All District Choir Concert took place this evening. 6. Mr. Ptacek shared the Talking Points from the February 916 meeting, stated he has been at the Capitol observing legislative committees, highlighted the District 834 Legislative platform, shared the MDE Special Education Cross-Subsidy report, and said the legislative working group will meet to discuss strategy. 7. Mr. Hoeppner shared the EMID notes from the January meeting, announced Stillwater is hosting the EMID meeting on Wednesday, February 15 at 5:30 at Central Services, announced the Reimagine MN event and stated that the SEC Music Festival came to be because of former high school principal Dr. John Swenson.
