1 THE CONGREGATION OF THE MISSION PHILIPPINE PROVINCE Survey on the Social Apostolate of the Congregation of the Mission Philippine Province Vincentian Programs and Services in the Philippines 2/21/2013 The conducted a nationwide survey on the social apostolate of the Congregation of the Mission Philippine Province to recognize the social development programs of Vincentian parishes, communities, and institutions. It also seeks to determine focal points of action to improve the Vincentian brand of service to the poorest of the poor.

There are some parishes, communities and institutions that did not take part in the survey either because they did not have social development programs yet or because they wanted to keep their autonomy as an institution.

3 LOCAL CONTEXTS: VINCENTIAN SERVICE FOR THE POOR AND NEEDIEST ALL OVER THE PHILIPPINES LUZON VISAYAS MINDANAO BULACAN (GUIGUINTO, CEBU CITY DAVAO BALAGTAS, BOCAUE, Marilao, Northville) CALOOCAN ILOILO (CALUMPANG, MOLO, DIGOS SAN JOAQUIN) GENERAL NAKAR, QUEZON MANDAUE CITY KIDAPAWAN LAGUNA (Southville, Cabuyao, Calauan) DON VICTORIANO, MISAMIS OCCIDENTAL BICOL (Milaor, Minalabac, Pili) CONCEPCION, MISAMIS OCCIDENTAL RIZAL (Montalban, Rodriguez) SINACABAN, MISAMIS OCCIDENTAL NCR (Manila, Quezon City, Paranaque, Valenzuela, MALIMONO, SURIGAO DEL NORTE Muntinlupa, Taguig) TARLAC Most of the Vincentian programs and services are concentrated in Luzon particularly in the National Capital Region and the nearby provinces of Bulacan, Laguna, and Rizal. It is also operational in the Southern Luzon provinces of Quezon and Bicol. In Mindanao, the Congregation of the Mission offers Vincentian service in the Regions 10 and 11 specifically in Misamis Occidental, Surigao del Norte, Davao, Kidapawan, and Digos. In the Visayas region, Vincentian institutions offer direct services to the poor in the provinces of Cebu and Iloilo.

4 CM SOCIAL APOSTOLATE S POVERTY-RELATED AGENDA Labor issues Ethnic Religious Violence Others Occupational hazards Violence OFWs Political Accountability Armed Conflict Child Mortality and Maternal Health Environmental degradation Disaster Risks Food insecurity Land Tenure and Eviction/Displacement Health and Sanitation Malnutrition Unemployment/ livelihood Unemployment and livelihood are the most pressing concerns of communities under Vincentian care. We are constantly faced with the challenge to assist them in finding sustainable livelihoods that will help them provide not only for themselves but for their families and communities. This is followed by malnutrition and health and sanitation. Having a sound mind and body will enable them to be productive citizens of our society. Land tenure problems are also a major concern among our communities. It is their dream and prayer to have a house they could call their own instead of always fearing when their houses would be demolished. Other poverty-related agenda that we seek to address are food insecurity, disaster risks, and environmental degradation. We need to make sure that our poor communities do not go hungry. Now, more than ever, we have seen the importance of disaster preparedness and we also do our best to respond to the victims of disaster. What the past calamities have also taught us was to take good care of our environment so that we can mitigate the effects of disaster. Next in our agenda are child mortality and maternal health, armed conflict, political accountability, violence, OFWS, occupational hazards, ethnic-religious violence, labor issues, and education. These social concerns underscore the face of poverty in the communities we work with and stress the need for Vincentian presence and service. THE CONGREGATION OF THE MISSION SOCIAL APOSTOLATE BY SECTOR

5 SECTOR INVOLVEMENT Children in need of special protection Youth Peasants/fisherfolks Women Elderly persons Students Urban poor Indigenous peoples Relocated families Persons with disabilities (PWDs) Single parents Informal sector Labor Migrants Others Vincentian parishes, institutions and communities respond to different sectors of the society that reflect different faces of poverty. Children in need of special protection are prioritized. There are numerous programs for children responding to their nutritional, educational, development and health concerns. Second in the list are the youth. We provide development programs for them that can help in their continuous formation. There are also programs and services for peasants and fisherfolks in the rural areas. Women s health and livelihood are being promoted. The welfare and development of the elderly are also supported. Education and other kinds of support are given to students. The Congregation also provides assistance to the urban poor and their communities. They make sure that seminarians and theologians are exposed to their concerns and realities. Indigenous peoples are also of special concern especially in the Mindanao region. CM also has social development programs serving the needs of relocated families, persons with disabilities (PWDs), and single parents. Other sectors where CM is actively involved are the informal sector, labor, and migrants.

6 PARTNERSHIPS WITH PEOPLE S ORGANIZATIONS IN THE COMMUNITIES Organizations/ initiatives working in partnership with groups or organizations in the community 14 78% The Congregation of the Mission realizes the importance of collaborating with community-based organizations and non-government organizations in its vocation to serve the poorest and neediest people in the society. As of now, 78% of CM social apostolate initiatives are done in partnership with these groups to ensure efficient and effective implementation of their programs and services. Some parishes work with informal groups or volunteers in their areas. We can see the value of Basic Ecclesial Communities here which can eventually lead to community organizing so that from volunteers, they can be turned into members of people s organizations in their respective areas. It would also be easier to mobilize them in our various social development initiatives. Linkage to the CM Province At present, Vincentian parishes, institutions, and communities are supported by the CM Province mostly through administration owing to the assigned confreres presence. Other forms of support received from the CM province are resource mobilization, administration, and program planning, monitoring, and evaluation. Linkage or support from other Vincentian Family It is sad to note that Vincentian parishes, institutions, and communities do not collaborate amongst themselves when it comes to their programs and services except for the presence of Vincentian Missionaries Social Development Foundation, Inc. in the provinces of Bicol and Iloilo. Linkage or support from other non-vincentian institutions Meanwhile, Vincentian parishes, institutions, and communities get assistance from other non- Vincentian institutions such as NGOs in the form of information and research, and trainings and formation. Perceived needs or areas of support from the CM Province Vincentian parishes, institutions, and communities expressed their need for further assistance especially when it comes to resource mobilization, program planning, monitoring, and evaluation, administration and technical assistance. They feel that the CM Province can offer valuable support that will help in the enhancement of their social development programs.

7 Perceived needs or areas of support from From the, they expect to get support in terms of resource mobilization, program planning, monitoring, and evaluation, administration, technical assistance, and training and formation. Collaborating with Vincentian institutions Parishes in rural areas or those emerging parishes do not have concrete programs yet on social development. They need technical and financial assistance to be able to set up programs that would cater to the needs of their respective communities. They would also benefit from the support of Vincentian institutions in terms of service delivery, networking, and resource mobilization. Each Vincentian parish, institution, and community understands the importance of working with other Vincentian organizations to further improve their social apostolates. In particular, they want to work with the Vincentian Family Multi-Purpose Cooperative to know more about their savings mobilization program. Those institutions working with the children want to collaborate with Adamson University for their scholarship program. Participating Vincentian organizations want to collaborate with other Vincentian institutions to tap their knowledge and expertise on technical information, research, resource mobilization, training and formation, administration, and program planning, monitoring, and evaluation. The Congregation of the Mission Philippine Province has vast resources within its group that would allow complementation of services and programs and help the development of each parish, community, and institution.
