1 MINUTES OF THE MEETING OF THE TYLER COUNTY BOARD OF EDUCATION September 17, 2018 The regular meeting was called to order at 7:30 p.m. at Sistersville Elementary School. Board members present were: President Linda Hoover, Vice President, Katrina Byers, Dave Roberts, Larry Thomas and PJ Wells. Superintendent Daquilante was also present. Others present were Tricia Feldmeier, Director of Human Resources; Stacey Roberts, Executive Secretary; Jeff Davis, Treasurer; Krista DeVaughn, SES Principal; Melinda Walton, Director of Special Education, Preschool and Attendance; Ryan Walton, TCHS Athletic Director; Kent Yoho, TCHS Principal; Suzette Miller, Director of Curriculum and Instruction; Ben Thomas, Teacher and TCHS Girls Basketball Coach; Tom Phillips, Nikki Phillips, Staci Buchanan and Tracy Smith. approved minutes of the September 4, 2018 Regular Meeting. Mrs. DeVaughn gave a tour of Sistersville Elementary School. Dave Roberts reported on his meeting with the Library Council. Ms. Daquilante reported that she, Linda Hoover and Dave Roberts met with the Commissioners about the prospect of hiring a PRO Officer in the county. The Commissioners have agreed to pay for the first year and to seek grants to cover the following years. Jeff Davis presented the Annual Financial Statement FY18 to the Board. On a motion made by Dave Roberts, seconded by Katrina Byers with a 5-0 vote, the Board approved the following financials: 1. Approval of Annual Financial Statements FY18 approved the following policies: 1. Tyler County Policy: IF Student Assessment 2. Tyler County Policy: IAA Accrued Time 3. Tyler County Policy: IR Instructional Term School Year

2 approved the following trip request. a. Seth Patterson requests permission to take the Spanish III class to Orlando, Florida on January 17-21, 2019, to participate in an educational trip modeled after EF Tours. He is also requesting that seven students from last year s class be permitted to join the trip if scheduling permits. He is asking the Board to consider contributing to the cost of the trip. He also requests Amy Yeater to be permitted to chaperone this trip. b. Matt Jennings requests permission to take the Tyler Consolidated High School Marching Band to a competition at Parkersburg South on Saturday, October 20, Bus transportation is also requested. c. Ashley Cochran requests permission for nine students to attend the 31 st Annual Pumpkin Drop competition in Morgantown, WV on Friday, October 19, Ashley and another Board employee will transport the students by personal vehicle or a rental vehicle paid for through CTE travel or by TSA funds. d. Suzette Miller requests that eligible A. I. Boreman 4th and 5 th grade students be permitted to travel to Sistersville Elementary School on December 13, 2018 to participate in the Math Field Day Event, with bus transportation. e. Bryce Negie requests permission to take the TCHS Choir to the Sistersville and New Martinsville Genesis Health Care Centers on October 2, Bus transportation is requested. f. Seth Patterson requests permission to take the student leadership for the SADD and FBLA clubs to Camp Dawson in Kingwood, WV on October 26-28, 2018 to participate in the WV Youth Leadership Institute. Seth will be transporting the three students in his personal vehicle. g. Scott Wall requests permission for the AIB students to attend the Harvest Festival at the Tyler County Fairgrounds on October 5, The students will walk to the grounds as their schedule permits. h. Pam Stollings requests permission to take the interested Juniors and Seniors to visit Fairmont State University on November 15, 2018, to give the students an opportunity to experience a four-year college campus. Students will provide their own lunch money. Bus transportation is requested. Fairmont State will pay for transportation costs.

3 i. Pam Stollings requests permission to take the TCMS/HS STARS club to WVU-P on November 2, 2018, for the Fall Leadership Conference. Meals will be provided. Bus transportation is requested. Stella Moon will provide $150 reimbursement. approved the following other requests. a. Terry and Julie Gump request permission for their child, Lincoln, to be released from Tyler County Schools to continue attending Magnolia High School in Wetzel County for the school year. b. Alicia Lockhart requests permission for her child, Braxton, to be released from Tyler County Schools to attend Pleasants County Schools for the school year. c. Bryce Negie requests permission for ArtsLink to use of the Tyler Consolidated High School Auditorium for a concert on October 11, 2018 from 7:00 p.m. 10:00 p.m. The organization will be completely responsible for clean-up. Mr. Negie has agreed to oversee this event. On a motion made by Katrina Byers, seconded by PJ Wells with a 5-0 vote, the Board went into Executive Session at 8:05 p.m. under Item 2, as per the School Laws of WV 6-9A-4, The appointment, employment, retirement, promotion, demotion, disciplining, resignation, discharge, dismissal or compensation of any public officer or employee, or other personnel matters, or for the purpose of conducting a hearing on a complaint against a public officer or employee, unless such public officer or employee requests an open meeting. The Board came out of Executive Session at 8:50 p.m. on a motion made by PJ Wells, seconded by Dave Roberts with a 4-0 vote with Larry Thomas recusing himself from the vote due to his relative being part of the interview committee. a. Employ Slade Buchanan as Assistant Boys Basketball Coach at TCMS, On a motion made by PJ Wells, seconded by Dave Roberts with a 3-1 vote with Katrina Byers voting against it and Larry Thomas recusing himself due to his relative being part of the interview committee, the Board b. Employ Tommy Phillips as Assistant Girls Basketball Coach at TCHS,

4 c. Employ Samantha Crowe as Social Studies Fair Coordinator at AIB, d. Employ Stephanie Landis as Mentor Teacher for AIB First Grade, e. Employ Brenna Myer as Mentor Teacher for AIB Title I Reading, f. Employ Jill Lemasters as Mentor Teacher for AIB Kindergarten, On a motion made by PJ Wells, seconded by Larry Thomas with a 4-0 vote with Dave Roberts recusing himself due to being related to the candidate, the Board approved the following employment: g. Employ Cathy Boggs as Mentor Teacher for AIB/SES Special Education, h. Employ Laci Strode as Mentor Teacher for TCMS Special Education, On a motion made by PJ Wells, seconded by Katrina Byers with a 5-0 vote, the Board i. Employ Rachel McCoy as Substitute Teacher, countywide, effective immediately. j. Employ Courtney Blair and Corrie Stover as Substitute Secretaries, countywide,

5 allowed and authorized Payment of Bills.

6 On a motion made by Larry Thomas, seconded by PJ Wells with a 5-0 vote, the Board went into Executive Session at 8:54 p.m. under Item 6, as per the School Laws of WV 6-9A-4, Matters which, if discussed in public, would be likely to affect adversely the reputation of any persons. The Board came out of Executive Session at 9: 12 p.m. on a motion made by Dave Roberts, seconded by PJ Wells with a 5-0 vote.
