9 Tuesday, November 1, 2011 Ask Before You Act! 9 Rules Education NLIs and Scholarships NCAA ID A PSA must register with the NCAA Eligibility Center and be placed on an Institutional Request List (IRL) prior to being provided a written offer of athletically related financial aid. AMATEURISM CERTIFICATION QUESTIONNAIRE A high school, preparatory school or transfer PSA must complete the amateurism certification questionnaire administered by the NCAA Eligibility Center prior to being provided a written offer of athletically related financial aid. A PSA cannot finalize his/her registration without the sports participation section being completed. An institution will not be able to add a PSA to the IRL if the sports participation questions are not completed.
10 Tuesday, November 1, 2011 Ask Before You Act! 10 Rules Education NLIs and Scholarships FINANCIAL AID REQUIREMENT Financial aid awarded by an institution to a PSA must conform to the rules and regulations of the NCAA, the awarding institution and of that institution's conference(s), if any. The athletics aid award shall not be awarded for more than or less than one academic year. The offer must list the terms and conditions of the award. NO ATHLETICS AID AWARDED An NLI signed by a "walk on" or "nonscholarship student-athlete" is not valid. An institution which submits an NLI to a PSA that does not meet the terms of the NLI provision for financial aid is in violation of the NLI program and subject to sanctions.
11 Tuesday, November 1, 2011 Ask Before You Act! 11 Rules Education NLIs and Scholarships DELIVERY OF THE NLI Any in-person, off-campus contact made by an institution's athletics department personnel with a PSA for the purposes of signing an NLI or attendance at activities related to the signing of an NLI, is prohibited. In-person, off-campus delivery of an NLI by an institutional staff member is prohibited. It is permissible for on-campus delivery and/or receipt of an NLI during an official or unofficial visit provided it is not a recruiting dead period and all other applicable NCAA rules are followed. The NLI may be delivered and/or received by express mail, courier service, regular mail, fax or electronic mail.
12 Tuesday, November 1, 2011 Ask Before You Act! 12 Rules Education NLIs and Scholarships SIGNING DEADLINE The PSA must sign the NLI and athletics aid agreement within 14 days of issuance; otherwise, the NLI is invalid. The 14-day signing deadline does not apply to the early signing period (November). During the early signing period, the NLI must be signed by the last day of the signing period. The 14-day signing deadline would also not apply if the prospective student-athlete receives the NLI on the last day of a signing period (e.g., August 1). In this case, the 14-day signing deadline only applies if there are 14 days remaining for the signing period.
13 Tuesday, November 1, 2011 Ask Before You Act! 13 Rules Education NLIs and Scholarships PARENT/LEGAL GUARDIAN SIGNATURE REQUIRED A PSA s parent/legal guardian must cosign the NLI with the PSA if he or she has not reached the age of 21. Falsification of a signature or a signature by a party other than the PSA and the PSA s parent/legal guardian may result in a PSA forfeiting the first year of eligibility at any NLI participating institution. INSTITUTIONAL FINANCIAL AID AGREEMENT If the institution requires that a parent or legal guardian must sign the financial aid agreement accompanying the NLI for a PSA who has not reached the age of 18, the parent or legal guardian signature is not required on the institutional financial aid agreement if the PSA is over the age of 18. Thus, the parent or legal guardian signature may be required for the NLI (under 21) but not for the financial aid agreement (under 18).
14 Tuesday, November 1, 2011 Ask Before You Act! 14 Rules Education NLIs and Scholarships COSIGNER REQUESTS If the PSA s parent or legal guardian is not available to sign the NLI (e.g., incarcerated, death), it is permissible for another individual to sign the NLI with the PSA. The cosigner must be approved in advance by the NLI office. In order to gain approval, the following information must be submitted to the NLI office for review: Name of the PSA; Explanation of why a parent or legal guardian is unable to sign the NLI and; The name and relationship of the individual (not a coach or athletics administrator) who has agreed to sign with the PSA.
15 Tuesday, November 1, 2011 Ask Before You Act! 15 Rules Education NLIs and Scholarships OFFICIAL TIME FOR VALIDITY The NLI shall be considered officially signed on the final date of the PSA s signature and his or her parent/legal guardian signature. If no time of day is listed, the time of 11:59 p.m. will be presumed. On the first date of a signing period, the PSA and parent/legal guardian are not permitted to sign the NLI prior to 7 a.m. Consequently, the NLI shall be declared invalid if the date of signature is the first day of a signing period and the time of signing is not included.
16 Tuesday, November 1, 2011 Ask Before You Act! 16 Rules Education NLIs and Scholarships REDUCTION OF ATHLETICS AID Once a PSA signs the agreement for a written offer of athletics financial aid, the athletics aid limits must adhere to NCAA regulations and may not be reduced unless otherwise stated on the financial aid agreement. If changes occur per the stated agreement, allowing for athletics aid to be reduced accommodating for another source of financial aid, the total amount of financial aid (including athletics aid) shall not be reduced. Athletics aid must always remain a source of financial aid. DIVISION I RELEASE OF OBLIGATION TO PROVIDE ATHLETICALLY RELATED FINANCIAL AID Per NCAA Bylaw , before becoming a counter for an academic year, if a PSA or student-athlete is awarded institutional financial aid unrelated to athletics that is of equal or greater value than his or her signed award of athletically related financial aid, he or she may, on his or her initiative, release the institution of its obligation to provide the athletically related financial aid. In this case, the NLI would become null and void.
17 Tuesday, November 1, 2011 Ask Before You Act! 17 Rules Education NLIs and Scholarships CONFERENCE OFFICE The conference office is responsible for validating or invalidating NLIs to ensure its member institutions administer the NLI according to its provisions and related guidelines. An NLI that has been signed and returned to the institution in accordance with the NLI provisions remains valid until it is declared invalid by the conference office. 21-DAY DEADLINE FOR SUBMISSION TO CONFERENCE OFFICE An NLI that is not filed within the required 21 days with the conference office is considered valid through the 21st day. If the NLI is received by the conference office following the 21-day deadline, the conference office will declare the NLI invalid.
18 Tuesday, November 1, 2011 Ask Before You Act! 18 Rules Education NLIs and Scholarships The NLI shall be declared null and void if any of the following occur: If a PSA is denied admission to the signing institution; If the PSA fails to submit the necessary academic credentials and/or application to determine an admission decision prior to September 1; If an institution fails to provide an admissions decision in writing by the opening day of classes for the fall term and the PSA has submitted a complete admissions application; If a PSA is declared a nonqualifer by the NCAA Eligibility Center; If the PSA fails to submit the necessary documentation for an initialeligibility decision and has not attended classes at the signing institution; Others: one-year absence, military/mission service, discontinued sport, recruiting rules violation
19 Tuesday, November 1, 2011 Ask Before You Act! 19 Rules Education NLIs and Scholarships Bylaw Exception Electronic Transmissions After Commitment There shall be no limit on the forms of electronically transmitted correspondence sent to a PSA (or the PSA s relatives or legal guardians) beginning the calendar day after one of the following events occurs: The PSA signs an NLI or the institution's written offer of admission and/or financial aid; or The institution receives a financial deposit in response to the institution's offer of admission.
20 Tuesday, November 1, 2011 Ask Before You Act! 20 Rules Education NLIs and Scholarships Scholarships Tuition and fees shown on the UAB web site are based on fall 2011 rates and a course load of 12 credit hours each semester (fall and spring). Since tuition and fees are billed per semester hour, the actual costs may vary. Tuition in the schools of Health Professions and Nursing is slightly higher. Fees for any student may vary depending upon course selection or program of study. Costs may vary depending upon course selection.

23 Tuesday, November 1, 2011 Ask Before You Act! 23 Division I Board of Directors Two-Year College Transfer Student-Athletes The Board approved an increase in the transferrable GPA from 2.0 to 2.5 and limited the number of physical education activity courses to two. Two-year college transfers who didn t qualify academically out of high school will be required to complete a core curriculum that includes English, math and science courses. The new transfer requirements will apply to any student-athlete enrolling full-time in college for the first time in August 2012 or later (no student-athlete currently enrolled in a two-year collegiate institution will be impacted) Year of Academic Readiness proposal will progress through normal legislative cycle.
24 Tuesday, November 1, 2011 Ask Before You Act! 24 Division I Board of Directors Access to Championships and Academic Performance The Board set the minimum academic standard for postseason participation as a 930 APR. The new postseason eligibility structure will take effect in the academic year with a two-year implementation window. For access to postseason competition in and , teams must achieve a 900 multi-year APR or a 930 average over the most recent two years to be eligible. In , teams that don t achieve the 930 benchmark for their four-year APR or at least a 940 average for the most recent two years will be ineligible for postseason competition. In , the 930 benchmark for postseason competition participation and additional penalties will be implemented fully. The APR requirement for postseason participation will only be waived in extraordinary circumstances.
25 Tuesday, November 1, 2011 Ask Before You Act! 25 Division I Board of Directors APR Penalty Structure Three levels First-level penalties include practice penalties (e.g. four hours/one day of practice per week in-season, resulting in 16 hours per week rather than 20 and five days per week rather than six, to be replaced with academic activities). The second level adds out-of-season practice restrictions (four hours per week), cancellation of nontraditional season or spring football and for sports without a nontraditional season, a 10 percent reduction in contests and length of season. The third level comprises a menu of options including financial penalties, restricted NCAA membership, coaching suspensions for a designated number of contests and/or recruiting, restricted access to practice for incoming student-athletes that fall below pre-determined academic standards and multi-year postseason competition bans. Teams will be subject to level three penalties until APR improves. All conferences are required to develop and maintain a written policy regarding teams subject to postseason restriction with respect to automatic qualifications for postseason competition and revenue distribution.
26 Tuesday, November 1, 2011 Ask Before You Act! 26 Division I Board of Directors Initial-Eligibility Standards (PSAs enrolling on or after 8/1/2015) Student-athletes who achieve the current minimum initial-eligibility standard on the test score-grade-point average sliding scale with at least a minimum 2.0 core-course GPA would continue to be eligible for athletically related financial aid during the first year of enrollment and practice during the first regular academic term of enrollment. Student-athletes could earn the second term of enrollment for practice by passing nine semester or eight quarter hours. The proposal increases the standard for immediate access to competition to at least a 2.3 GPA and an increased sliding scale. Specifically, incoming student-athletes would need to earn a half-point higher GPA (0.5) for a given test score compared to the current standard. For example, an SAT score of 1000 would require a 2.5 (instead of current 2.0) high school core-course GPA for competition and a 2.0 high school core-course GPA for aid and practice.
27 Tuesday, November 1, 2011 Ask Before You Act! 27 Division I Board of Directors Core Course Requirements The Board agreed to require prospects to successfully complete 10 of the 16 total required core courses before the start of their senior year in high school. Seven of the 10 courses must be successfully completed in English, math and science. This legislation will affect student-athletes enrolling in college in August 2015 and later.
28 Tuesday, November 1, 2011 Ask Before You Act! 28 Division I Board of Directors Cost of Attendance (effective 8/1/2012) Student-athletes who receive full athletics scholarships or get other school financial aid will have the opportunity to receive additional athletics aid (or other institutional aid, including use of the Student- Athlete Opportunity Fund) up to the full cost of attendance or $2,000, whichever is less. A Pell Grant will not be included in the NCAA financial aid calculation and is considered an exempted government grant for purposes of applying NCAA regulations. The new rule makes the additional aid available to student-athletes in head-count sports (for example football and basketball) and those in equivalency sports who reach the value of a full scholarship.
29 Tuesday, November 1, 2011 Ask Before You Act! 29 Division I Board of Directors Cost of Attendance (effective 8/1/2012) Only athletically-related aid will be counted toward team limits in equivalency sports. All nonathletically-related financial aid now will be excluded from team equivalency computations, which will permit student-athletes to receive additional sources of financial aid without affecting team financial aid limits. The miscellaneous expense allowance would be applicable once the total of athletics and other permissible aid exceeds the value of a full grant. Because the miscellaneous expense allowance legislation is permissive in nature, conferences are encouraged to consider common application of this legislation among its members and sports.
30 Tuesday, November 1, 2011 Ask Before You Act! 30 Division I Board of Directors Multiyear Grants (effective 8/1/2012) The Board approved multi-year grants up to the full term of eligibility, though one-year grants will remain the minimum. A prescribed minimum award value should apply to all scholarships (percentage amount to be decided in the coming months), and institutions could increase the allotted aid during the period of the award. Institutions currently are required in baseball to award a minimum 0.25 equivalency award but the Awards, Benefits, Expenses and Financial Aid Cabinet is developing a block grant system. The Student-Athlete Well-Being Working Group agreed that a.10 minimum may be appropriate for all sports, but the group will consider the alternative minimum cabinet model and report a final recommendation to the Board for action in January or April 2012.
