She also runs our network of state policy leaders throughout the country. Gregory Browning, President, Capital Partners Greg Browning is the President of Capital Partners. Founded in 1998, the firm s primary focus is policy, strategy and leadership advisory services. From 1991 to 1998, Dr. Browning was the Director of the Ohio Office of Budget and Management. In this cabinet position, he was the Chief Financial Officer of the State of Ohio. D., Executive Director, Region 10 ESC, Richardson, TX Dr. Gordon Taylor has proudly served as a Texas public educator for 30 years. He began his career as a high school History and Government teacher and a coach of multiple sports. Before taking on the superintendency of Valley View ISD in August 2003, Taylor served at the high school and junior levels as both a principal and assistant principal. He now serves more than 830,000 public school students in north Texas as Executive Director of Region 10 Education Service Center in Richardson, Texas. Ms. Marvin is trained in strategic planning, creative planning, service delivery design, and systems approaches to organizational development. In addition, Ms. Marvin has worked with school districts to develop and test their teacher and administrator evaluation, high school redesign and turnaround efforts at the elementary and middle school levels. Ms. Marvin has facilitated and assisted many education service agencies, school districts, and community-based groups in design, strategic planning, long-range planning, goal setting, setting communication systems, determining legislative agendas, program design, and developing standards of operations. Doreen has worked with teams to complete evaluations of organizations on behalf of state departments of education. Doreen has worked with underperforming schools to bring about systemic improvements. Doreen partners with the Elam Leadership Institute and Dr. Donna Elam to bring turnkey leadership services regarding Cultural Competence and Equity to school districts and communities. She served as the Title IX and grievance investigator for more than 20 years during her tenure at LEARN, a regional education service center in CT. During her tenure at LEARN Ms. Marvin served as the Director of Early Childhood and Director of Development. She was a valued member of the administrative leadership team for more than 20 years. 4
