2 MEETING THE NEEDS OF EMPLOYERS TO RETAIN A SKILLED WORKFORCE Incumbent Worker Training Frequently Asked Questions What is Incumbent Worker Training (IWT)? Incumbent Worker Training (IWT) is designed to meet the needs of an employer or group of employers to retain a skilled workforce. It cannot be used to provide the occupational training a new hire needs It is work-based training and upskilling designed to ensure employees can acquire the skills necessary to retain employment and advance within the company. What type of employers can apply? Indiana employers of any size are encouraged to apply. What type of training is eligible? Occupational skills training that must end in a credential. How does funding work for employers? Employers are required to pay for a portion of the cost of training. This can be done through both cash payments and fairly evaluated in-kind contribution. Waging paid to workers while in training may also be considered a source of matching funds. Minimum cost-sharing amount of employer share in IWT depends of the size of the company: At least 90 percent of the cost, for employers with 50 or few employees At least 75 percent of the cost, for employers with 51 to 100 employees At least 50 percent of the cost, for employers with more than 100 employees Employer Requirements What are the requirements? For an employer to receive funds, employees receiving training must be: Employed Determined to be in need of training to obtain skills to retain employment Meet Fair Labor Standards Act requirement for employer-employee relationships Have established employment history with employer (6 months or more) How does my company apply? 5 Veterans on the job hunt Introduce Yourself with a memorable elevator pitch You step into the elevator and a nicely dressed individual turns to you and inquires, What do you do? Would you be able to introduce yourself with a compelling and memorable second message that would lead them to want to continue talking when the elevator doors open again? How you introduce yourself is called an elevator pitch (also called an elevator speech ). The technique of articulating who you are and what you do succinctly, and interestingly, is practiced by civilians daily! To compete effectively as you transition from the military, it s important that you too, have a memorable elevator pitch. Why Your Elevator Pitch Matters To create and deliver a memorable elevator pitch, first acknowledge that this will feel awkward to you. In the military, you likely didn t worry about showing enthusiasm, being succinct and building a personal brand. Now, in the civilian sector, you do. When I teach transitioning service members how to craft their memorable Elevator Pitch, I m often confronted with the question, This feels unnatural Why can t I just tell someone what I did in the military and they ll ask me questions? If you lead with your MOS, or start describing the work you did while in the military, you run the risk of alienating the person you re speaking to. Remember: One percent of the American population served in uniform, ninety-nine percent didn t. The odds are you will be speaking to a civilian who may have absolutely no understanding of your military experience. A memorable elevator pitch ensures the other person understands what you do, and has opportunity to follow up with comments or questions. This, then, starts a dialogue which could lead to a conversation, which could lead to a business relationship. Elevator Pitch Basics I teach this formula for an elevator pitch: 1. First, say who you are and what you do. You might say, My name is Adam and I m recently retired after 22 years in the Army as a personnel specialist. I m looking for a new career in human resources with a technology company here in Cleveland. 2. Next, put your personal spin on your pitch. Focus on why you enjoy or are passionate about your work. For instance, What I love most about working in personnel is that I get to be part of starting and developing someone s whole career. I find career lifecycle absolutely amazing. 3. Finally, give a quick example to paint the picture of what you do and what you re looking for. You might conclude with, I remember this young man I met on his first day in boot camp. He was so brave and confident. In my role, I was able to help him build and refine his skills and talents to become the leader he is today. I look forward to having the ability to mentor and impact others in my next career as well. A strong elevator pitch introduces you to the other person. You aren t providing your resume, job description or life story. Just a brief and interesting overview of who you are, what you ve done and where you re headed. Be sure to ask the other person to tell you about themselves, too. Everyone likes to talk about themselves. If you just continue talking about you, you re depriving them of the opportunity, and you could miss valuable information and insight. 6 Hiring for the FUTURE Tell us about Galfab and your plant in Winamac. We employ 100 people at our Winamac plant. Galfab LLC designs and manufactures the legendary Galfab roll-off hoist, containers and other items that are used in the garbage and scrap industry. We have two facilities; our plant in Winamac employs 100 people. We also have a facility in Phoenix. We understand you had a very positive experience in hiring a high school student. Yes we did. West Central High School in Medaryville has a program called RAMTECH. That acronym stands for repair and maintenance technician. The Pulaski County Community Development Corporation managed the program; funding was provided by WorkOne. What tasks did you ask the student to perform and how did he do? The student was assigned to use our computer aided design software and performed a variety of administrative tasks. He did a great job. An interview with Ben Scheiner, VP of Manufacturing with Galfab Ben sits on the board of the Northwest Indiana Workforce Board and is one of many region employers helping young adults gain skills and develop a good work ethic in order to succeed in today s economy. What expectations does Galfab have when hiring young people? Be polite. Make good use of your time at Galfab. Learn and soak up knowledge. Show initiative and look for projects to do. What are the challenges in hiring young people? There is no doubt that a 16 year old can still have plenty of a kid in them. This can manifest here and there with inappropriate behavior or not understanding tasks. It, then, is our responsibility as the employer to provide clear and concise communication. Finally, lead by example and treat them like an adult. Many young people find their first job at our fast food restaurants. If you see that listed on a job application, do you view that as a positive experience? Absolutely. I admire job applicants that have worked at McDonald s; the company has fantastic processes and systems, which is the key to delivering that reliable flavor and quality at every store they operate. At Galfab, we strive for that same level of consistency in manufacturing our products. What is most lacking in today s job applicants? Too many people lack a strong work ethic. We have employees that just stop coming no notice nothing. Do you have a problem retaining workers? Our quit rate is not that high. Once people get past that first month or two, they find out that Galfab is a pretty good place to work. We re family centric, employee owned and we will work with them to keep their jobs. What advice would you have for schools, teachers and guidance counselors as they prepare people for college and careers? My view is that the world has two groups, the working tier and the non-working tier. If you don t have skills, a work ethic and a little bit of experience, you are always going to be seen as less than others. You have worked in a management position in several states and countries. How would you assess Indiana s workforce system? Indiana s WorkOne system is amazing. I m very impressed with WEX (Work Experience Program). The program pays the wages of a high school student for six weeks. During that time with Galfab, we work on a variety of basic skills such as communication, good grooming, following directions, showing a positive attitude. At the end of the six-week period, we can hire the young person if a job is available. But, if not, the student can now say on his resume that he/she had a positive six week work experience at Galfab. Why should employers provide a work opportunity for youth? In my opinion, manufacturing is the coolest and most fun field in which to work: the best way to sell young people on a career in manufacturing is to provide some exposure to what we do, be that a six week work experience, job shadowing or any other career based learning opportunity. page 6 WorkOne CareerConnect November-December 2018

This is not for customers who already have an ICC profile and are comfortable using a computer or the internet. My Next Gig The Gig Economy Do you have a skill that can fill a need? Have you ever thought about doing a side job or starting a side business to fill an income gap or to make some money on the side? My Next Gig discusses the gig economy and options for entrepreneurship in Northwest Indiana. The workshop addresses the different opportunities and resources currently available as well as what needs to be considered when putting together your gig. Individualized Workshops For Enrolled Customers Job Clubs The purpose of Job Clubs are not only to prepare our enrolled customers to enter or re-enter the workforce, but to also provide them with professional development and networking. Each attendee will be getting something different out of these 90-minute workshops each time they attend. These workshops are not meant to be attended as a one-time deal for resume and interview assistance, but can be attended on a weekly or monthly basis depending on a customers need. What makes these workshops stand apart is that they can be entered at any point in work-readiness development and job search. Job Clubs are being offered by industry for enrolled customers to attend based on their career interests. This will give them a more individualized approach to focus on what they are looking for in their next career move. 18 Helping to create a well-trained and globally competitive workforce What is the Northwest Indiana Workforce Board The NWIWB is a board of business, education, labor, community, and economic development leaders responsible for the strategic vision of workforce development and governance of WorkOne in Northwest Indiana. They are also responsible for managing connections to key resources in the workforce and education arena as well as supporting efforts on programming that plant and nurture the seed of entrepreneurship. The board works to determine current and future skill needs together with economic developers, employers, and economists. Counties they represent: Jasper, Lake, La Porte, Newton, Porter, Pulaski, and Starke. What they do Provide direction for regional workforce development Develop a regional plan to implement the state workforce plan in the region Coordinate work plans with economic development Coordinate responsiveness of regional service and training providers to maximize supply side effectiveness Engage employers on a section by section basis ideally a partnership with economic development Treat economic development leadership as a primary customer Competitively procure the staff to the Board, the One-Stop (WorkOne) Operator and the Fiscal Agent Monitor competitive procurement of service providers Advise the One Stop Operator on functions and responsibilities under the Workforce Innovation and Opportunity Act (WIOA) Monitor One-Stop (WorkOne) performance Vision Having a workforce that is highly skilled, motivated and diverse, earning sustainable or higher wages and actively engaged in skill advancement and life-long learning. Mission To mobilize and integrate the leadership, services, and resources of the community to support workforce development. This will be achieved by: Strategically planning and developing policy for workforce development; Overseeing regional workforce development system; Developing and allocating resources for workforce development; and Participating in related economic development activities Goals Increase skills of current workforce to align with economic development strategies and key industry clusters Improve employer access to qualified workers and awareness of training resources Ensure youth in NW Indiana are positioned for continued education/learning and workforce success Encourage and support an entrepreneurial spirit Assure compliance and efficient operations of a workforce development system Board Criteria: Members consist of Chief Executive Officers, Operating Officers, Fiscal Officers, Human Resource Managers or Plant Managers.
