4 To serve as the local entity responsible for the strategic planning and promotion of an effective workforce development system in Chester County that responds to regional labor market needs.

5 Bipartisan, bicameral, signed into law on July 22, 2014 WIOA Vision is to achieve and maintain an integrated, job-driven workforce system that links our diverse, talented workforce to our nation s businesses and improves the quality of life for our citizens In Pennsylvania, there are 67 counties and 23 WDB s

6 1. Increase access to education, training, and employment-- particularly for people with barriers to employment. 2. Create a comprehensive, highquality workforce development system by aligning workforce investment, education, and economic development. 3. Improve the quality and labor market relevance of workforce investment, education, and economic development efforts.

7 4. Promote improvement in the structure and delivery of services. 5. Increase the prosperity of workers and employers. 6. Reduce welfare dependency, increase economic self-sufficiency, meet employer needs, and enhance the productivity and competitiveness of the nation.

9 May not provide core or intensive services or be designated a PA CareerLink Operator, unless agreed upon by the Governor May not provide training services May not mandate curricula for schools

10 Important Points to Remember from the CCWDB By-Laws A quorum shall be a simple majority of active members WDB Members cannot designate to a proxy or alternate The Chairperson is elected from among the business sector representatives No member may cast a vote that directly or indirectly affects the organization they represent All committees, with the exception of the Council for the Workforce of Tomorrow, shall be chaired by a member of the WDB

14 Budgeting Requirements One Stop Operator & Title I Service Providers Stronger Regionalization Increased Integration

15 30% of formula fund allocation total must be spent on training 50% of the training minimum must be spent on training for individuals with barriers to employment Discretionary funds can be used to reach that minimum number These minimums increase for the first 3 years of WIOA

26 Purpose: To assist the Board by researching and utilizing best practices in corporate governance, advising on the skills, qualities, and experience necessary to be effective Board members, and provide oversight of Board compliance Membership: By invitation Chair: Amanda Sundquist Meeting Frequency: Monthly, via conference call Special Programmatic Relationships: None, specific duties described in committee charter

27 Purpose: To oversee and advise on issues related to WDB-funded programming for all job seekers Membership: Open Chairs: Joyce Chester & Kirk Williard Meeting Frequency: Every other month Special Programmatic Relationships: WDB-funded job seeker programming

28 Individual Training Accounts (ITAs) $4,000 Grants to attend training on the Statewide Eligible Training Providers List For WIOA-eligible Dislocated Workers and Economically Disadvantaged Adults Participants seeking training must fulfill a set of prerequisites On the Job Training (OJTs) $6,000 in wage reimbursement for employers hiring eligible participants who need skills gap training Same participant eligibility as ITAs Job Locator Placement into employment without additional training Same participant eligibility as ITAs and OJTs

30 The High Priority Occupations (HPO) list is released annually by the PA Department of Labor & Industry Center for Workforce Information & Analysis (CWIA) There are two lists: Statewide and Local Once the list is released in draft form, there is an opportunity to appeal for the inclusion of additional occupations All WDB-funded training activities must tie to an HPO

33 Formerly the House of Original Dreams (HOOD) Serves youth adults ages with a barrier to employment Emphasis on Paid Work Experience & preapprenticeship Program components include: soft skills, resume building, academic enrichment, job shadowing, career exploration, and follow up support

34 Purpose: To provide guidance to the Business Services Team, which is responsible for the direct outreach to local employers. Acts as the bridge between the Business Services Team and the WDB. 35 Purpose: To bring together those industry partners with an interest in workforce development in Chester County. Discusses the challenges and opportunities for workforce development in Chester County. 36 Purpose: To handle outreach for WDB and PA CareerLink - Chester County initiatives, including promoting initiatives to the community, implementing a marketing plan, and dissemination of data.
